News story: Office for Life Sciences appoints new Director

Kristen McLeod takes up post of Director of the Office for Life Sciences from 13 November 2017.

The Department of Health (DH) and the Department for Business, Energy and Industrial Strategy (BEIS) are pleased to announce that Kristen McLeod will take up the post of Director of the Office for Life Sciences from 13 November 2017.

After 3 and a half years, Dr Nicole Mather has chosen not to renew her secondment to government. Nicole will continue working with life sciences industry leadership as part of OLS through the autumn, aiming to shape a Sector Deal by the end of 2017.

Kristen has over a decade of experience working in health and across Whitehall, most recently as Director of Strategy at the Department of Health.

Press release: Toyota celebrates 25 years of manufacturing in Wales

Toyota Motor Manufacturing (UK) Ltd celebrated the milestone of 25 years of manufacturing vehicle engines in Wales on 6 October. The guests of honour at the ceremony were Minister for the UK Government in Wales, Guto Bebb MP and Cabinet Secretary for Economy and Infrastructure, Ken Skates AM.

Since the start of engine production in 1992 the plant has produced over 5.1 million engines/ engine sets in total and in 2010 became the first plant outside Japan to manufacture Toyota’s class leading Hybrid engine.

The engine plant currently supplies to Toyota plants in Europe and across the World including Africa, Turkey, Japan and South America. The state of the art manufacturing facility in North Wales currently produces 1.6ltr and 1.8ltr petrol engines and 1.8ltr Hybrid engines.

Minister for the UK Government in Wales, Guto Bebb MP said:

I have been delighted to witness the benefits of Toyota’s longstanding investment in Deeside to the North Wales regional economy.

Today is a celebration of the sustainable employment created by Toyota in the area, contributing to a stronger Welsh and UK economy. It is also a recognition of the plant’s commitment to cutting edge engine technology, making Wales a leading exporter in the Hybrid engine field.

Commenting on this important milestone, the Economy and Infrastructure Secretary, Ken Skates said:

Press release: FOREIGN FLAGGED SHIPS UNDER DETENTION IN THE UK DURING SEPTEMBER 2017

During September, there were two new detentions of foreign flagged vessels in a UK port. Seven vessels remained under detention from previous months. A total of six vessels remain under detention at the end of September.

  1. In response to one of the recommendations of Lord Donaldson’s inquiry into the prevention of pollution from merchant shipping, and in compliance with the EU Directive on Port State Control (2009/16/EC as amended), the Maritime and Coastguard agency (MCA) publishes details of the foreign flagged vessels detained in UK ports each month.

  2. The UK is part of a regional agreement on port state control known as the Paris Memorandum of Understanding on Port State Control (Paris MOU) and information on all ships that are inspected is held centrally in an electronic database known as THETIS. This allows the ships with a high risk rating and poor detention records to be targeted for future inspection.

  3. Inspections of foreign flagged ships in UK ports are undertaken by surveyors from the Maritime and Coastguard Agency. When a ship is found to be not in compliance with applicable convention requirements, a deficiency may be raised. If any of their deficiencies are so serious they have to be rectified before departure, then the ship will be detained.

  4. All deficiencies should be rectified before departure if at all possible.

  5. When applicable, the list includes those passenger craft prevented from operating under the provisions of the EU Directive on Mandatory Surveys for the safe operation of regular Ro-Ro ferry and high speed passenger craft services (1999/35/EU).

Notes on the list of detentions

  • Full details of the ship. The accompanying detention list shows ship’s International Maritime Organization (IMO) number which is unchanging throughout the ship’s life and uniquely identifies it. It also shows the ship’s name and flag state at the time of its inspection.
  • Company. The company shown in the vessel’s Safety Management Certificate (SMC) or if there is no SMC, then the party otherwise believed to be responsible for the safety of the ship at the time of inspection.
  • Classification Society. The list shows the Classification Society responsible for classing the ship only.
  • Recognised Organisation. Responsible for conducting the statutory surveys: and issuing statutory certificates on behalf of the Flag State
  • White (WL), Grey (GL) and Black lists (BL) are issued by the Paris MoU on 01 July each year and shows the performance of flag State.

News story: Fish merchant fined for fisheries offences

Midland Fish Company Ltd, which operates from Fleetwood Fish Market, was sentenced at Blackpool Magistrates’ Court on 25 September 2017 in a prosecution brought by the MMO.

The court heard how the company, a registered buyer of first sale fish, had failed to submit sales notes to the MMO within the 48 hour period required by EU regulations.

Investigations by MMO officers revealed a total of 49 sales notes, with a total value of £13,811 and a total weight of 1,875kg were not submitted to the MMO by the company between 23 April 2014 and 29 September 2016.

Director Kenneth Hayton pleaded guilty on behalf of the company and was ordered to pay a fine of £2,500, £2,197.50 costs and a victim surcharge of £170.

A spokesperson for the MMO said:

The requirement to submit sales notes within 48 hours enables the MMO to gain an accurate picture of fish stocks on which to base its fisheries management decisions.

When, as in this case, sales notes are not submitted that picture becomes partial, distorted or inaccurate. This prosecution shows that the MMO will take the appropriate enforcement action to prevent such a situation occurring.
