Northamptonshire woman fined after north London waste crime

A Northamptonshire woman has been convicted for allowing her vehicle to be used in the illegal dumping of waste in Edmonton.

Kathleen Stokes, 41, previously of Dun Roamin Park, Whitfield, Brackley, appeared at Highbury Corner magistrates’ court on 28 September 2020 for knowingly causing the dumping of waste on Stonehill Business Park, Edmonton. Stokes had no permit or exemption in place for allowing such activity.

The Environment Agency prosecuted Stokes as part of Operation Angola – a joint effort by the Environment Agency and other bodies to target gangs of criminals who dump significant amounts of waste across the south east. In this case, investigations around Edmonton revealed Stokes to be the registered owner of a tipper truck used in illegal waste activity.

The court heard how in March 2018, an environmental crime officer attended an illegal encampment at Unit 8, Harbet Road, Edmonton. Several caravans and associated vehicles were seen alongside a large amount of deposited waste.

Whilst on site, a grey tipper truck was seen driving past, filled with wood-type waste. Later the same day, the officer attended Ravenside Retail Park, which is a short distance from Unit 8. Parked up, unoccupied in the Maplins car park, was the same grey tipper truck. A piece of traceable waste was added to the existing waste by the officer, including a handwritten note stating the date and location.

On 18 April 2018, the officer attended Unit 8 again, which, by this time, had been vacated and was unoccupied. It was obvious that further waste had been left since 8 March. The officer recovered from one pile of rubbish the traceable item of waste that encased her handwritten note. This confirmed her suspicions that the load was the same one discovered on the tipper truck the previous month.

Enquiries were made with the DVLA re the ownership of the vehicle. The DVLA advised the Environment Agency that the van had been acquired by Kathleen Stokes, then of Dun Roamin Park, Whitfield, Brackley, and that she remained the registered keeper.

Stephen Sweetlove, area enforcement manager for the Environment Agency, said:

Where a vehicle is used to unlawfully deposit waste, the person in control of the vehicle, or in a position to control it, is deemed criminally liable for the deposit of the waste.

Through the persistent intervention of our officers, the Environment Agency has seen a reduction in the number of offences linked to Operation Angola. Our conviction of Stokes shows we pursue law-breakers from the crime to the courtroom.

Stokes pleaded guilty to one breach of the Environmental Protection Act 1990, in that a vehicle registered to her was used in the dumping of waste. She was fined £200, and ordered to pay costs of £2,000 and a victim surcharge of £30.

Peter Freeman confirmed as choice for new Homes England Chair

Housing Secretary Robert Jenrick has today (30 September 2020) announced Peter Freeman as the government’s chosen candidate for the role of Chair of Homes England, the government’s housing delivery body.

Peter, one of the most distinguished figures in the industry is well known for his renowned work to regenerate Kings Cross, with a track record of planning and delivering much needed revival of local areas, creating imaginative economic centres and places people want to visit and live.

As Chair, Peter will transform how Homes England operates, driving the delivery of much needed homes and infrastructure to support economic recovery and help protect the 2.3 million construction jobs, and ensure opportunities are spread across England.

Working with developers of all sizes and supporting emerging innovative ways to build such as modern methods of construction, he will spearhead Homes England’s support for more diverse and efficient housebuilding industry.

Homes England will also support the government to lay the foundations to deliver more homes in the future by working in partnership with local areas, offering expert support to councils for more ambitious plans to get more homes built and ensure the supporting infrastructure is also in place.

The decision to appoint Peter Freeman is subject to a pre-appointment scrutiny committee hearing with the Housing, Communities and Local Government Select Committee in October. Should he be successful he will serve a 3-year term in the role.

Should Peter Freeman be confirmed as Chair of Homes England, he plans to step down from his role as Chair of Mayfield Market Towns to avoid any perceived conflict of interest.

Homes England is the government’s housing accelerator, with responsibilities including:

  • unlocking public and private land for development where the market cannot do it alone
  • ensuring a range of investment products are available to support housebuilding and infrastructure, including more affordable housing and homes for rent through the government’s new affordable homes programme

DIO completes new homes for forces families in Cyprus

DIO handed over new service family accommodation (SFA) at RAF Akrotiri in a special ceremony earlier this month.

The Commander British Forces Cyprus (BFC) was in attendance at the Cyprus base and was given a short tour of the site prior to the handover of the properties from DIO and the local supply chain.

The £10-million project has delivered 26 SFA homes for service personnel and their families, replacing homes that are no longer fit for purpose. The works included the demolition of eight existing SFA homes to create Brownfield sites and associated design works to bring existing designs up to current regulatory standards. The houses were constructed on three separate construction sites with a small number of construction workers on each site.

The new homes are seismically compliant and served as a ‘test bed’ to the UK Strategic Command (UKSC) / BFC-wide Seismic Compliance Programme. The project is seen as an exemplar and will help guide the next two phases of construction and design development respectively. Cyprus is in a seismically active region of the world and the country’s government requires all property to be built in accordance with strict anti-seismic regulations.

The project team was praised for its response to the COVID-19 situation. The team which includes contractors Iacovou Brothers and Ramboll UK implemented COVID-19 safety measures quickly which meant the project was able to continue with little delay.

The base and the work that takes place there is incredibly important and it is equally important that those living and working there have good quality, fit for purpose accommodation.

RAF Akrotiri is an extremely busy Permanent Joint Operating Base that supports ongoing operations in the region as well as support for the Sovereign Base Areas on Cyprus. It is used as a forward mounting base for overseas operations in the Middle East and for fast jet training.
