The ninth meeting of the Ireland/Northern Ireland Specialised Committee was held today via video conference and co-chaired by officials from the UK Government and the European Commission.

A representative from the Northern Ireland Executive also attended as part of the UK delegation in line with the commitment made in the New Decade, New Approach deal.

The UK updated upon the basis for operating the Protocol during the “standstill”, including the delivery of new IT systems, extensive support for UK businesses, and the completion of a new secure database for customs information sharing.

The Committee took note of recent meetings of the Joint Consultative Working Group, including an update from the Commission on sharing information regarding EU legislation that is applicable to Northern Ireland under the Protocol.

Finally, the UK noted that substantive discussions on the future of the Protocol were not for the INISC, but recalled the proposals put forward in its Command Paper, published on 21 July, to make significant changes to the Protocol. The UK noted the ongoing technical discussions with the Commission following publication of the Command Paper, and recalled its announcement on 6 September that it would continue to operate the Protocol on its current basis whilst discussions continue. The UK noted that it was now urgent to make progress on revised arrangements.

Co-creation spaces

News story

NSTIx has established a cross-government network of themed co-creation spaces (CCS).

The CCSs combine the respective power of specialist public and private sector partners in capability development and end user requirements.

CCSs foster open and collaborative development of high-impact, user-driven technology solutions critical to national security, at a pace and scale that could not otherwise be achieved.

They provide NSTIx with a practical outlet for our core work, allowing us to develop cross-cutting capabilities, test concepts and develop best practice in co-creation.

The co-creation network adapts according to national security priority needs, and currently comprises the following themed spaces:

  • protective security
  • defence innovation
  • cyber
  • data science and artificial intelligence (AI)
  • operational technology

Each is sponsored and operated by a different government department, and sited at various locations across the UK, near to existing clusters of relevant government, commercial and / or academic technical excellence.

NSTIx provides the branding and enablers under which co-creation can thrive.

Collision between a tram and a child cyclist near to Audenshaw tram stop

News story

Collision between a tram and a child cyclist near to Audenshaw tram stop, Greater Manchester, 1 September 2021.

The tram involved after the accident

The tram involved after the accident

At around 19:25 hrs on 1 September 2021, a tram travelling on the Manchester Metrolink system struck and seriously injured a child cyclist.

The accident occurred on the East Manchester tram line, between Audenshaw and Droylsden tram stops, at the junction of Droylsden Road and Kershaw Lane. Trams run ‘on-street’ at this location. The cyclist involved was crossing Droylsden Road at a ‘Puffin’ pedestrian crossing, which is controlled by road traffic and pedestrian signal lights.

Our investigation will seek to identify the sequence of events which led to the accident. It will also consider:

  • The design and configuration of the crossing which the cyclist was using.
  • How the design and operation of the crossing was risk assessed.
  • The relevant legislation and industry guidance which deals with the design and configuration of pedestrian crossings where trams run ‘on-street’.
  • Any relevant underlying factors.

Our investigation is independent of any investigation by the railway industry or by the industry’s regulator, the Office of Rail and Road.

We will publish our findings, including any recommendations to improve safety, at the conclusion of our investigation. This report will be available on our website.

Quotes from Previous Cohort Members:

Andre Wegner, Founder and CEO, Authentise

“We’ve had some really engaged corporate mentors, as well as people from industry lobbies and of course the accelerator team themselves. Several of them have gone beyond their call of duty and will stay on important sounding boards for a long time to come.”

Veera Johnson, Co-Founder, Circulor

“The biggest highlight is the introduction into direct, potential clients and our conversations within GKN Aerospace and Boeing. We’ve also gained new insights around how to consider investment options. There have been some great sessions that reminded us what good teams look like and on that note, there are many activities happening around the programme like team socials and ongoing cohort support after the 12-week programme finishes.”

“It’s been great to introduce some of our personal contacts to the accelerator to benefit the wider ecosystem. I have not seen a programme in the last 4–5 years that is quite like this and we want to show our contacts, particularly in the government, that this is what good looks like.”

Andy Hakes, Founder and CEO, AireXpert

“When we started the programme, we knew that there were a number of persistent problems for us across the business – from finance and investment, to product, to marketing etc. It became very obvious, very quickly, that the programme team understood those challenges from the perspective of the entrepreneur and early stage businesses. That was reflected in the quality and quantity of the people they brought in to help us resolve those challenges. All of the programme content was immensely helpful in guiding us through those problems. Coming out of the accelerator, we were much better placed to raise capital, the energy level around what we do has increased significantly in a short amount of time and most importantly, we feel like we’ve got a good grip on the challenges we faced pre-programme.”

Gianmaria Bullegas, Co-Founder and CEO, Perpetual Labs

“In addition to the pre-seed investment from Boeing, the accelerator has been great in providing the industry connections we needed. Being an industry-specific accelerator programme with industry sponsors, we got the opportunity to both learn from aerospace experts as well as explore collaborative product development projects with both Boeing and GKN Aerospace.”

Dr. John Waite, Co-Founder and CEO, Phycobloom

“The programme team can turn good companies into great companies. If that’s not acceleration, I don’t know what is. They brought in mentors and expertise – to help to develop culture, strategy, hiring plans etc. – that made our company a more enjoyable place to work, as well as a more productive and successful business. The advice the programme team gave was truly first class.”
