Transport Department to fully resume walk-in counter services for licensing services and vehicle examination services from February 18
In line with the Government's announcement to fully resume normal public services, the Transport Department (TD) said today (February 11) that the TD will fully resume licensing services and vehicle examination services with effect from February 18.

The TD's Licensing Offices, Public Vehicles Unit, Vehicle Records Office, Driving Licence Records Office, Driving Offence Points Office and Cross Boundary Unit will resume walk-in counter services in full from February 18 to process all licensing and related applications.
At the same time, the TD appeals to members of the public to continue to use online appointment services or submit applications via drop-in boxes at the Licensing Offices, by post or online so as to avoid the gathering of crowds and reduce waiting times at the Licensing Offices. The daily quota for online appointments for renewal of a full driving licence/vehicle licence, application for transfer of ownership of a vehicle, retention, transfer or assignment of a vehicle registration mark, or application for an international driving permit will be around 5 000, while the opening period for online appointments will be 10 weeks.
Vehicle examination services

Regarding vehicle examination services, the TD's Vehicle Examination Centres will resume walk-in applications for vehicle examination appointment services from February 18.
In view of public health considerations, members of the public entering the TD's Licensing Offices and/or Vehicle Examination Centres have to undergo on-the-spot body temperature checks arranged by the TD. Any member of the public whose body temperature is higher than 37.5 degrees Celsius or who refuses to undergo a body temperature check will be denied entry to the premises. The staff on site will also request members of the public to clean their hands with alcohol-based sanitiser before entering the premises and wear masks at all times in the premises.
The TD appeals to members of the public visiting the Licensing Offices and Vehicle Examination Centres to use the venue QR code of "LeaveHomeSafe" displayed at prominent positions at the entrances of the premises and the "LeaveHomeSafe" mobile app. This is to align with the arrangement starting from March 1 that members of the public will be required to use the "LeaveHomeSafe" mobile app before entering government buildings or offices. To reduce the risk of spreading the virus, the Licensing Offices and Vehicle Examination Centres will also strengthen crowd control measures if the situation warrants. To fight the epidemic together, members of the public should follow the instructions given by staff on site.
