The application period is from November 27 to December 11. The application form (TD560) and Guidance Notes for Applicants (TD564B) can be downloaded from the TD website (www.td.gov.hk) or obtained at the following TD offices during the application period:
- Driving Services Section (19 Pui Ching Road, Ho Man Tin, Kowloon)

- Kowloon Licensing Office (2/F, Cheung Sha Wan Government Offices, 303 Cheung Sha Wan Road, Kowloon)
- Kwun Tong Licensing Office (5/F, Kowloon East Government Offices, 12 Lei Yue Mun Road, Kwun Tong, Kowloon)
- Sha Tin Licensing Office (2/F, Sha Tin Government Offices, 1 Sheung Wo Che Road, Sha Tin, New Territories)
Applicants must submit their completed application forms within the period from November 27 to December 11 by post to the Driving Services Section of the TD or put them in the collection box placed at the same address during office hours (from 9am to 5pm from Mondays to Fridays). The postmark date will be regarded as the date of application by post. For applications submitted by hand to the collection box, the deadline for applications is 5pm on December 11 (Friday). If tropical cyclone signal No. 8 or above is hoisted, or a black rainstorm warning signal or "extreme conditions" after super typhoons is/are in force at any time between noon and 5pm on December 11, the closing date for applications will be extended to the first working day after the tropical cyclone signal No. 8 is lowered, or the black rainstorm warning signal or the "extreme conditions" after super typhoons has/have ceased to be in force, and the closing time for applications submitted by hand to the collection box will be postponed to 5pm on that day.
The TD reminded applicants that they must submit their applications within the prescribed application period or their applications will not be accepted. An acknowledgement letter will be issued to applicants for confirming receipt of their applications.
If the number of applications exceeds the total number of 169 Group 1 PDIs' licences to be issued, the TD will hold a ballot to determine the order of the applications to be dealt with and to verify the eligibility of the applicants according to the balloted order numbers. Invitations will be sent to eligible applicants for taking the private driving instructor's test according to the balloted order numbers, while those who fail to meet the qualifications will also be notified in writing. The date and details of the ballot will be announced later.
The spokesman stressed that the balloted order numbers allotted to an applicant should not be deemed as meaning that an applicant has fulfilled the qualification requirements of the application and can take the driving instructor's test. The test will stop if the number of Group 1 PDIs' licences proposed to be issued is completely filled, and the applications of those who have not been invited for the test will also be voided.
