Today [March 6] we are going to be having a discussion about the continued role of the EU in defence and security and clearly this is something that the UK supports. We are always going to be part of Europe’s wider security architecture provided, of course, that it does not undermine NATO. NATO is the cornerstone of our Atlantic alliance and of our defence.

We’ll be having discussions about Ukraine and what we can collectively do to shore up Ukraine in view of the various threats that it faces. I’ll be briefing the Council along with my Polish colleague – Witold Waszczykowski – about our recent trip to Kiev and what we were able to discuss with President Poroshenko and Foreign Minister Klimkin about the struggles that they face, and the threats that they face, particularly in Eastern Ukraine.

We’ll also have a discussion with Sameh Shoukry – the Egyptian Foreign Minister – and we’ll be talking again about what we in Europe can do to shore up Egypt as it makes its important progress towards democracy and greater reform.

The following summary of planned new and ongoing road improvements over the coming week is correct as of 06 March but could be subject to change due to weather conditions or unforeseen circumstances. All our improvement work is carried out with the aim of causing as little disruption as possible.

M1 junction 28 to 35a, Nottinghamshire/Derbyshire/Yorkshire: smart motorway

Until winter 2017, there will be various restrictions in place on the M1 between junctions 28 and 35a to allow for the construction of the smart motorway. These include lane closures, speed restrictions, hard shoulder running and overnight slip road or carriageway closures.

On Monday 6 March, the exit slip road at junction 28 will be closed overnight from 8pm to 6am, the southbound entry and exit slip road at Tibshelf services, the northbound exit slip road at junction 29a, the southbound entry slip road at junction 33 and the southbound exit slip road at junction 32 will all be closed overnight.

On Tuesday 7 March, the southbound entry and exit slip road at Tibshelf services, the southbound entry slip road at junction 28, the entry slip road at junction 29a, the M1 southbound entry slip road at junction 33 and the southbound exit slip road at junction 32 will all be closed overnight.

On Wednesday 8 March, the northbound entry and exit slip road at Tibshelf services, the southbound exit slip road at junction 29, the southbound entry slip road at junction 33 and the southbound exit slip road at junction 32 will all be closed overnight.

On Thursday 9 March, the southbound exit and entry slip road at junction 29, the southbound entry slip road at junction 33 and the southbound exit slip road at junction 32 will all be closed overnight.

On Friday 10 March, the northbound exit slip road will be closed at junction 29, the southbound entry slip road at junction 33 and the exit slip road at junction 32 will all be closed overnight.

On Saturday 11 March, the southbound entry slip road will be closed at junction 33 and the southbound exit slip road will be closed at junction 32 overnight.

On Sunday 12 March, the southbound entry slip road at junction 33 will be closed and the southbound exit slip road will be closed at junction 32 overnight.

M1 junction 19 to 16, Northamptonshire: smart motorway

On Monday 6 March, the southbound carriageway will have two lanes closed between junction 18 and 16. The northbound carriageway will also have two lanes closed between junction 18 and 16 from 9pm to 6am.

On Tuesday 7 March, there will be a full northbound carriageway closure between junction 16 and 18, the northbound entry slip road at junction 16, the northbound entry and exit slip road at Watford Gap Services and the northbound exit slip road at junction 18 will all be closed overnight.

On Wednesday 8 March, the northbound carriageway will be closed between junction 16 and junction 18, the northbound entry slip road at junction 16, entry and exit slip road at Watford Gap Services and the northbound exit slip road will all be closed overnight. There will also be two lanes closed on the southbound carriageway overnight.

On Thursday 9 March, northbound carriageway will be closed between junction 16 and 18, the entry slip road at junction 16, the northbound entry and exit slip road at Watford Gap services and the northbound exit slip road at junction 18 overnight.

On Friday 10 March, there will be two lanes closed between junction 18 to junction 16 on both the northbound and southbound carriageway overnight.

On Saturday 11 March, the northbound carriageway will be closed between junction 18 and junction 19 and the entry slip road at junction 18 overnight.

On Sunday 12 March, there will be a full carriageway closure between junction 18 to 19 and the northbound entry slip road at junction 18 will all be closed overnight.

The dedicated link roads from the M3 southbound to the M25 will be closed overnight, between 8pm and 7am, on Saturday 11 March for 2 nights. Work on Sunday will be between 10pm and 5.30am. A clearly signed diversion will be in place via M3 junction 3 and return.

M3 junctions 2 (M25) to 4a Farnborough, Hampshire: smart motorway improvement

Work to reduce congestion and improve journey times continues this week with narrow lanes a 50mph speed limit in place on both carriageways between junctions 2 and 4a, with a free recovery service operating 24 hours a day.

The southbound carriageway between junctions 2 and 4a will be closed overnight, between 8pm and 5.30am, from Monday 6 March for 3 nights and overnight, between 8pm and 7am, on Friday 10 March. A clearly signed diversion will be in place via M25 junction 13, A30 and the A327 to M3 junction 4a.

The northbound carriageway between junctions 4a and 2 will be closed overnight, between 8pm and 5.30am, from Monday 6 March for 3 nights and overnight, between 8pm and 7am, on Friday 10 March. A clearly signed diversion will be in place via the A327, A30, M25 junction 13 and M25 junction 12.

The southbound carriageway between junctions 3 and 4a will be closed overnight, between 8pm and 5.30am, on Thursday 9 March. A clearly signed diversion will be in place via the A322, A30 and A327 to M3 junction 4a. The northbound carriageway between junctions 4a and 3 will be closed overnight, between 8pm and 5.30am, on Thursday 9 March. M4 junctions 3 (A312) to 1 Chiswick, West London: electrical installation

Work to improve safety by carrying out electrical installation will start this week. The eastbound carriageway, including Heston Services and junction 2, will be closed overnight, between midnight and 5.30am, from Monday 6 March for 2 nights; and overnight, between 10pm and 5.30am, from Wednesday 8 March for 3 nights. Work on Friday will start at 11pm. A clearly signed diversion will be in place via the A4.

The westbound carriageway, including Heston Services and junction 2, will be closed overnight, between midnight and 5.30am, from Monday 6 March for 5 nights. A clearly signed diversion will be in place via the A4.

Work to improve journeys by carrying out bridge joint replacement on the structure that carries the M25 over the River Wey and the South West Trains railway line continues this week. The clockwise carriageway and junction 10 entry slip road will be closed overnight, between 9pm and 8am, on Saturday 11 March. A clearly signed diversion will be in place via the A3, A245, B376 and A317 to junction 11.

M25 junction 12 (M3), Surrey: smart motorway improvement

Work to improve journeys by carrying out smart motorway improvement continues this week. The dedicated link roads from the M25 in both directions to the M3 southbound will be closed overnight, between 8pm and 5.30am, from Monday 6 March for 3 nights and overnight, between 8pm and 7am on Friday 10 March. The awareness campaign will call on communities to act on their instincts to help prevent atrocities taking place in the UK and overseas. The appeal comes as new figures reveal that information from the public has assisted counter terrorism police in a third of the most ‘high-risk’ investigations, helping keep communities safe.

The UK’s most senior counter terrorism officer, Assistant Commissioner Mark Rowley, will launch a new ‘Action Counters Terrorism’, or ‘ACT’, campaign today urging the public to report suspicious activity to the police.

Mr Rowley will tell an audience of community and business representatives in Manchester that information from the public continues to help keep people safe by playing a significant part in recent successes in countering terrorism. However, officers need even more information to build better intelligence pictures on individuals or groups plotting attacks.

This comes as the threat, which remains ‘Severe’ – meaning an attack is highly likely, continues to diversify and expand. This is seen in cases where terrorists have been able to reach across the world to radicalise often vulnerable, volatile or chaotic individuals and groups, and inspire and direct them using instant and secure communications.

CNC Chief Constable Mike Griffiths said: “As a national police force with responsibility for the armed protection of civil nuclear facilities and materials, counter-terrorism is at the heart of what the CNC do.

“The severe threat level indicates that it is highly likely that a terrorist attack could happen in the UK although it has not been raised in response to a specific threat. This campaign reminds everybody, from law enforcement to businesses to the general public that they have a role to play in keeping the UK safe from terrorism.

“This awareness campaign also asks us all to be vigilant – if you suspect it, report it. Nobody is better placed to detect something that is out of place in their communities than the people living in them.”

The campaign will feature a dedicated website, radio advertising, as well as a podcast series for the first time. The podcasts aim to give never heard before accounts of police action to protect the public. In one episode: ‘Multiple Bombings’, a former Special Branch officer explains the race against time to secure vital evidence right under the nose of a terrorist suspect in a highly sensitive covert operation. We also hear from a member of the public who acted on her instincts after seeing something suspicious and called police, helping detectives locate core ingredients for a massive bomb.
