Tender period for site formation and infrastructure works at Tsing Yi Road West extended

     The Civil Engineering and Development Department (CEDD) today (March 1) gazetted a notice to extend the tender period for the contract for the Site Formation and Infrastructure Works at Tsing Yi Road West (Contract No. CV/2023/17) to noon on March 22.
 
     The CEDD invited tenders for the contract on January 26. The tender period was originally scheduled to expire at noon on March 8. Details of the tender notice are available on the CEDD's website (www.cedd.gov.hk/eng/tender-notices/contracts/tender-notices/index.html).

Special traffic and inclement weather arrangements for 9th Hong Kong Games’ Jockey Club Vitality Run

     The Leisure and Cultural Services Department (LCSD) today (March 1) announced that special traffic arrangements will be implemented in the vicinity of Yuen Wo Road in Sha Tin this Sunday (March 3) to facilitate the staging of the 9th Hong Kong Games' Jockey Club Vitality Run.

Closure of roads

     â€‹The following road sections will be closed to all vehicular traffic (except for emergency vehicles) during the times specified below:

From 5am to 10.30am

  • Yuen Wo Road southbound between Fo Tan Road and Sha Tin Rural Committee Road;
  • Sha Tin Rural Committee Road eastbound between Yuen Wo Road and Tai Chung Kiu Road;
  • Tai Chung Kiu Road northbound between Sha Tin Rural Committee Road and Fo Tan Road; and
  • Fo Tan Road westbound between Tai Chung Kiu Road and Yuen Wo Road.

 
From 8am to 9am

  • The road section of Yuen Wo Road between Shing Mun River and the Hong Kong Sports Institute.

 
Closure of cycle track

  • The western riverside of Shing Mun River Channel cycle track between the Twin Bridge (located near Sha Tin Sewage Treatment Works) and Sha Tin Rural Committee Road.

     The following footpath sections will be closed during the time specified below:

From 5am to 10.30am

  • Southwest bound of Yuen Wo Road footpath between Sha Tin Rural Committee Road and Fo Tan Road; and
  • Southeast bound of Sha Tin Rural Committee Road footpath and western riverside of Shing Mun River Channel footpath between Yuen Wo Road and the Twin Bridge (located near Sha Tin Sewage Treatment Works).

Traffic diversions

     During the above-mentioned road closure periods, the following traffic diversions will be implemented:
 

  • Affected vehicles on Yuen Wo Road southbound or Fo Tan Road eastbound heading for Sha Tin Central will be diverted via Fo Tan Road eastbound, Tai Chung Kiu Road southbound and Sha Tin Rural Committee Road westbound;
  • Affected vehicles on Sha Tin Rural Committee Road eastbound or Yuen Wo Road northbound heading for Kowloon (East)/Yuen Chau Kok will be diverted via Yuen Wo Road northbound, Fo Tan Road eastbound, and Tai Chung Kiu Road southbound;
  • Affected vehicles on Sha Tin Wai Road westbound or Tai Chung Kiu Road northbound heading for Siu Lek Yuen will be diverted via Sha Tin Rural Committee Road westbound, Yuen Wo Road northbound, Fo Tan Road eastbound and Tai Chung Kiu Road northbound;
  • Affected vehicles on Sha Tin Road westbound or Tai Chung Kiu Road southbound heading for Fo Tan/Sha Tin Central/Tsuen Wan/Kowloon (West) will be diverted via Tai Chung Kiu Road southbound and Sha Tin Rural Committee Road westbound;
  • Affected pedestrians on the section of footpath along the southern kerbside of Yuen Wo Road from Sha Tin Rural Committee Road to Fo Tan Road are advised to travel via the section of footpath along the northern kerbside of Yuen Wo Road;
  • Affected pedestrians along the southern kerbside of Yuen Wo Road between Jockey Club Sha Tin Rowing Centre and Fo Tan Road will be diverted via the footpath near Shing Mun River Promenade Garden No. 3, Tai Po Road – Sha Tin and Fo Tan Road; and
  • Affected cyclists on the section of cycle track along the western riverside of Shing Mun River Channel between Twin Bridge (near Sha Tin Sewage Treatment Works) and Sha Tin Rural Committee Road will be diverted via the section of cycle track along Tai Po Road – Sha Tin or the section of cycle track along the southern riverside of Shing Mun River Channel.

 
     During the above cycle track closure period, cyclists may use the cycle track along the Banyan Bridge, Tai Chung Kiu Road and Twin Bridge to travel between Sha Tin, Tai Po or Ma On Shan.
      
     Actual implementation of the road and cycle track closures, traffic control and public transport diversions will be made by police officers on-site at the time depending on the traffic and crowd conditions. Appropriate traffic signs will be provided and police officers will be stationed on-site to guide the public.
      
     As it is expected that a large number of participants will arrive at Yuen Wo Playground and the vicinity of Yuen Wo Road within a short period of time on the event day, participants are advised to allow sufficient time for getting to the venue to avoid being late and to travel to Sha Tin by public transport, a spokesman for the LCSD said.

     If inclement weather occurs on the event day, the following arrangements will be made:
 

  • If Tropical Cyclone Warning Signal No. 3 or above or a Red or Black Rainstorm Warning Signal is issued or in force by 6am on the event day, the activity will be cancelled.

 

  • If the weather deteriorates during the activity, the organiser may suspend it in view of the circumstances. Participants should pay attention to the announcements on the spot.



Tenders invited for Provision of Universal Accessibility Facilities at Footbridges, Elevated Walkways and Subways – Package 8 Contract 1

     The Highways Department (HyD) today (March 1) invited tenders for the Provision of Universal Accessibility Facilities at Footbridges, Elevated Walkways and Subways – Package 8 Contract 1 (Contract No. HY/2024/09).
 
     The works are scheduled to commence in June 2024 and will take about 42 months to complete. The works mainly include:
 
(i) construction of 32 lifts at 20 walkways located in Sai Kung, Tuen Mun, Kwun Tong, Wong Tai Sin, Kwai Tsing, Sha Tin, Tsuen Wan, Tai Po, North District and Southern District;
 
(ii) remaining works of 14 lifts at nine walkways located in Kwun Tong, Wong Tai Sin, Kowloon City, Sham Shui Po and Eastern District; and
 
(iii) associated civil works, geotechnical works, electrical and mechanical works, modification works for the existing walkways, roads and drainage works, lighting works and landscaping works.
 
     The HyD has appointed Atkins China Limited (Atkins) as the consultant to supervise the construction works. Interested contractors can obtain the tender forms and other particulars from the office of Atkins at 13/F, Wharf T&T Centre, Harbour City, Tsim Sha Tsui, Kowloon, Hong Kong.
 
     The invitation to tender was gazetted today. Submission of tenders will close at noon on April 12, 2024 (Friday). Nominations open for Best Landscape Award for Private Property Development 2024

     To promote greening, the Leisure and Cultural Services Department (LCSD) is holding the Best Landscape Award for Private Property Development 2024 to commend private property developments that excel in landscape design and horticultural maintenance. Nominations for the competition are open until May 17. Application is free of charge.
 
     The award aims to bring about sustained environmental improvements in private property developments and encourage private bodies to incorporate more quality green elements into the planning and management of horticultural projects for the benefit of such developments.
 
     The entry must be situated within Hong Kong and be managed, designed or built by a private body. The landscape greening areas of the entry must be for communal use or accessible to the public or residents. Entries may be nominated by the developer, management company, design company, owners' organisation, landscape or horticultural company of the property with prior consent from the owners' representative group of the property concerned.
 
     The award is presented in five categories. Details are as follows:
 
Domestic property:
 
(1) Large-scale Domestic Property (with a site area of 20 000 square metres or above)
(2) Medium-scale Domestic Property (with a site area from 2 000 sq m to below 20 000 sq m)
(3) Small-scale Domestic Property (with a site area under 2 000 sq m)
 
Non-domestic property (such as hotels, shopping malls, commercial buildings, schools under the Direct Subsidy Scheme (private premises) and private schools):
 
(4) Large-scale Non-domestic Property (with a gross floor area of 40 000 sq m or above)
(5) Small and Medium-scale Non-domestic Property (with a gross floor area under 40 000 sq m)
 
     Each category is divided into three groups according to the age of the property:
 
i) Properties below 6 years of age
ii) Properties between 6 and below 21 years of age
iii) Properties of 21 years of age or above

Code of Practice for Trial and Pilot Use of Autonomous Vehicles issued by Transport Department

     To tie in with the commencement of the Road Transport (Amendment) (Autonomous Vehicles) Ordinance 2023 and the Road Traffic (Autonomous Vehicles) Regulation (Cap. 374AA) today (March 1), the Transport Department (TD) published in the Gazette today the Code of Practice for Trial and Pilot Use of Autonomous Vehicles. The purpose of the Code is to set out detailed technical and operational requirements in relation to autonomous vehicles (AV) to ensure that applicants and holders of pilot licences and AV certificates conduct trial and pilot use of AVs safely.
 
     The major contents of the Code include: (1) general requirements of trial and pilot use of AVs; (2) backup operator's requirements; (3) vehicle requirements; and (4) infrastructure requirements.
 
     The Code will be updated as necessary with a view to keeping abreast of the evolving AV technology and the latest international standards while flexibly coping with the developments of the industry with proper risk control.
 
     Members of the public may download the Code, which is available in Chinese and English free of charge, from the TD website (www.td.gov.hk).
