LegCo Panel on Environmental Affairs visits food waste treatment facilities (with photos)

The following is issued on behalf of the Legislative Council Secretariat:
 
     The Legislative Council Panel on Environmental Affairs visited two food waste treatment facilities today (May 20) to gain a better understanding on the Government’s latest initiatives in recycling food waste.
 
     Accompanied by representatives of the Government, Members first observed the operation of “Food TranSmarter”, a food waste pre-treatment system, at Tai Po Hui Market. This locally developed system has been installed at 10 premises such as wholesale food market, public market, shopping malls and private housing estate. The system coverts food waste into slurry, which is then stored in sealed odour-controlled tanks before being delivered to the Government’s food waste treatment facilities. Members noted that the system helps reduce the frequency of door-to-door food waste collection to once or twice a week, significantly cutting transportation costs.
 
     Members then visited the recently-opened Organic Resources Recovery Centre Phase 2 (O·PARK2) in Sha Ling of the North District, where they received a briefing on its operation. O·PARK2 is the largest food waste treatment facility in Hong Kong that can process up to 300 tonnes of food waste per day. Members were then given a tour around the facility and learnt that O·PARK2 adopts the anaerobic digestion technology to convert food waste into renewable energy and granules fertiliser, and is capable of separating impurities such as bones and plastic bags in the pre-treatment process. With the commissioning of O·PARK2, Hong Kong’s total food waste recycling capacity has been increased to 600 tonnes per day.
 
     A total of 13 members and non-members of the Panel on Environmental Affairs participated in the visit.

Social Workers Registration (Amendment) Bill 2024 to be introduced into LegCo for First Reading and Second Reading

The following is issued on behalf of the Legislative Council Secretariat:

     The Legislative Council (LegCo) will hold a meeting on Wednesday (May 22) at 11am in the Chamber of the LegCo Complex. During the meeting, the Social Workers Registration (Amendment) Bill 2024 will be introduced into the Council for the First Reading and the Second Reading. The Second Reading debate on the Bill will be adjourned.

     The Statute Law (Miscellaneous Provisions) Bill 2024 will also be introduced into the Council for the First Reading and the Second Reading. The Second Reading debate on the Bill will be adjourned.

     In addition, the Second Reading debates on the Inland Revenue (Amendment) (Tax Concessions and Two-tiered Standard Rates) Bill 2024 and the Wild Animals Protection (Amendment) Bill 2023 will also resume. If the Bills are supported by Members and receive their Second Reading, they will stand committed to the committee of the whole Council. After the committee of the whole Council has completed consideration of the Bills and their reports are adopted by the Council, the Bills will be set down for the Third Reading.

     On Government motion, the Secretary for Financial Services and the Treasury will move a proposed resolution under the Public Finance Ordinance to resolve that the Resolution of the Provisional Legislative Council establishing the Land Fund be amended. The proposed resolution is set out in Appendix 1.

     On Members’ motions, Ms Joephy Chan will move a motion on establishing a model worker selection mechanism in Hong Kong. The motion is set out in Appendix 2. Dr Ngan Man-yu will move an amendment to Ms Chan’s motion.

     Mr Tommy Cheung will move a motion on reforming the Medical Council of Hong Kong. The motion is set out in Appendix 3. Mr Kingsley Wong will move an amendment to Mr Cheung’s motion.

     During the meeting, the Chief Secretary for Administration will present “The Government Minute in response to the Report of the Public Accounts Committee No. 81 of February 2024” and address the Council.

     Members will also ask the Government 22 questions on various policy areas, six of which require oral replies.

Latest special traffic and transport arrangements for 2023/2024 horse race meetings in Happy Valley

     The Transport Department (TD) today (May 20) reminded members of the public that to facilitate the holding of horse race meetings at the Happy Valley Racecourse in 2023/2024 Season, the following latest special traffic and transport arrangements will be implemented in phases on the race dates with immediate effect in the vicinity of the Happy Valley Racecourse.

Special traffic arrangements
——————————–

1. Starting from 6pm, the section of Wong Nai Chung Road southbound between Queen’s Road East and the slip road leading to the Aberdeen Tunnel will be temporarily closed to all vehicular traffic (except for vehicles heading for the Aberdeen Tunnel). Meanwhile, the section of Wong Nai Chung Road southbound between Village Road and the slip road leading to the Aberdeen Tunnel will be converted to one-way northbound until all the horse races end and when it is safe to reopen the roads to normal vehicular traffic.

2. From about 35 minutes before the start of the last race, the following road sections will be closed to all vehicular traffic until the closed road sections reopen:

(i) the slip road connecting Wong Nai Chung Road and the Aberdeen Tunnel;
(ii) the section of Wong Nai Chung Road southbound between Queen’s Road East and the slip road connecting Wong Nai Chung Road and the Aberdeen Tunnel;
(iii) the section of Wong Nai Chung Road southbound between Village Road and near Parsee Cemetery;
(iv) the section of Leighton Road westbound between Wong Nai Chung Road and Canal Road East; and
(v) the section of Morrison Hill Road southbound between Leighton Road and Queen’s Road East.
 
Public transport service arrangements

1. In connection with the above road closure and traffic diversion arrangements, franchised bus and green minibus routes operating in the affected areas will be temporarily diverted from about 35 minutes before the start of the last race. Meanwhile, the bus stops on Leighton Road eastbound near Matheson Street, Morrison Hill Road southbound near Sports Road and at the junction of Leighton Road westbound and Wong Nai Chung Road will also be temporarily suspended;

2. The bus stop on Wong Nai Chung Road northbound outside the Hong Kong Cemetery will be temporarily suspended between about one hour prior to the start of the first race and about 15 minutes after the race; and from about 35 minutes before the start of the last race;

3. The tram stop on Wong Nai Chung Road outside the Hong Kong Cemetery will be suspended from about one hour prior to the start of the last race; and

4. In connection with the horse race meeting arrangements at the Happy Valley Racecourse, the taxi stand on Sung Tak Street and on-street parking spaces on Wong Nai Chung Road southbound between Sports Road and Blue Pool Road will be temporarily suspended in the following periods:

(i) Day meetings – from 11am to 7pm
(ii) Evening meetings – from 4.30pm to 11.59pm
(iii) Night meetings – from 5pm to 11.59pm

     The TD anticipates that the traffic in the vicinity of affected areas will be very congested during the horse race meetings. Motorists are advised to avoid driving to the affected areas as far as possible. Members of the public planning to go to the affected areas are advised to use public transport services as far as possible. The TD and the Police will closely monitor the traffic situation and implement appropriate measures whenever necessary.

SJ continues his visit to Riyadh, Saudi Arabia (with photos)

     The Secretary for Justice, Mr Paul Lam, SC, continued his visit to Riyadh, Saudi Arabia, today (May 20, Riyadh time) with his about 30-person delegation, comprising representatives from the Law Society of Hong Kong, the Hong Kong Bar Association, the Hong Kong Exchanges and Clearing Limited, Invest Hong Kong and related sectors.

     In the morning, Mr Lam and his delegation first called on the Vice-Minister of Justice of the Kingdom of Saudi Arabia, Dr Najem bin Abdullah al-Zaid, to further discuss and exchange views on various areas of legal co-operation, following the signing of the Memorandum of Understanding of Cooperation between the Department of Justice and the Ministry of Justice of the Kingdom of Saudi Arabia on April 22 to strengthen their co-operation on issues relating to dispute avoidance and resolution.

     They then visited the Saudi Center for Commercial Arbitration (SCCA), a not-for-profit organisation established by a Saudi minister council decision in 2014 to administer alternative dispute resolution (ADR) procedures in commercial disputes, and conducted a meeting with the SCCA’s board of directors. This meeting followed the earlier participation of a Department of Justice-led delegation in an international legal and dispute resolution event hosted by the SCCA in Riyadh in March. Both sides have fruitful exchanges on matters related to ADR including arbitration, mediation and online dispute resolution services.

     In the afternoon, Mr Lam and the delegation concluded their visit to Riyadh and departed for Abu Dhabi, the United Arab Emirates, to continue their visit to the Middle East.

Fraudulent social media posts related to Hang Seng Bank, Limited

     The Hong Kong Monetary Authority (HKMA) wishes to alert members of the public to a press release issued by Hang Seng Bank, Limited relating to fraudulent social media posts, which have been reported to the HKMA. A hyperlink to the press release is available on the HKMA website.
 
     The HKMA wishes to remind the public that banks will not send SMS or emails with embedded hyperlinks which direct them to the banks’ websites to carry out transactions. They will not ask customers for sensitive personal information, such as login passwords or one-time password, by phone, email or SMS (including via embedded hyperlinks).

     Anyone who has provided his or her personal information, or who has conducted any financial transactions, through or in response to the social media posts concerned, should contact the bank using the contact information provided in the press release, and report the matter to the Police by contacting the Crime Wing Information Centre of the Hong Kong Police Force at 2860 5012. read more
