Time-varying tolls to be implemented at three road harbour crossings from 5am on December 17

     The Government announced today (October 16) that the Secretary for Transport and Logistics has made the Road Tunnels (Government) (Amendment) Ordinance 2023 (Commencement) Notice (the Commencement Notice) in relation to the arrangement of the implementation of time-varying tolls at the three road harbour crossings (RHCs), namely the Cross-Harbour Tunnel, the Eastern Harbour Crossing and the Western Harbour Crossing. The Commencement Notice will be tabled at the Legislative Council on the first day of its resumption of business (October 18) for negative vetting.
      
     The Government attaches great importance to publicity and education. In order to allow sufficient time for carrying out extensive publicity work after the completion of the legislative procedures when the commencement date is fixed, so that members of the public can have a better understanding of the detailed arrangements of time-varying tolls through various channels, the Government has decided to appoint 5am on December 17 (Sunday) as the commencement time by the Commencement Notice, with a view to ensuring the orderly and smooth implementation of time-varying tolls.
      
     A spokesperson for the Transport and Logistics Bureau said, “It has been the Government’s target to implement time-varying tolls within 2023. Since the announcement of the toll plans for the three RHCs in March this year, we have been actively launching publicity campaigns to enable motorists to grasp the details of the toll plans and make early preparations. Upon the completion of the legislative procedures when the commencement date of time-varying tolls is fixed, the Government will further step up publicity so that members of the public are fully aware of the specific charging arrangements. Press conference will be arranged together with TV and radio Announcements in the Public Interest, social media/online promotions, information packs, the new toll enquiry function on the HKeMobility mobile application, etc.”

Multiverse – Hong Kong International Poster Triennial 2024 extends submission deadline

     Multiverse – Hong Kong International Poster Triennial 2024, jointly presented by the Leisure and Cultural Services Department and the Hong Kong Designers Association, and organised by the Hong Kong Heritage Museum (HKHM), is now calling for entries. Designers worldwide are welcome to submit their posters online. The submission deadline is extended to November 20, 2023.
 
     Since its debut in 2001, the Hong Kong International Poster Triennial is now in its eighth edition. Through organising international poster design competition, exhibition and talks, each Triennial aims to assemble a creative and attractive collection of posters and foster graphic design education, thus enhancing cultural exchanges with other countries and regions.
 
     The theme of this Triennial is “Multiverse” that encourages designers to explore the infinite realm of creative imagery. There are four categories in the competition, namely “Thematic: Multiverse”, “Promotion of Cultural Programmes”, “Commercial and Advertising” and “Animated Poster”. Assessments will be made based on originality, creativity and technical competence. Printed posters, and/or animated or motion graphic posters are welcomed.
 
     Each category will feature Gold, Silver and Bronze Awards, and there will also be eight International Judges Awards for the competition. All award-winning works and selected entries will be showcased in the exhibition tentatively scheduled to be held in late 2024 at the HKHM.

Partial lunar eclipse in Hong Kong on October 29

     A partial lunar eclipse will occur in Hong Kong in the small hours of October 29 (Sunday). The elevation of the moon will be rather low during the eclipse. If weather permits, the event can be directly observed with unaided eyes at places with an unobstructed view to the west.
 
     The lunar eclipse will begin at 1.59am on that day, with the maximum eclipse occurring at 4.14am. This partial lunar eclipse only has an umbral magnitude of around 0.13, meaning that about 13 per cent of the moon’s diameter will enter the umbra (total shadow) of the earth at the maximum eclipse.      In the small hours on October 29, members of the public can watch the whole event via a webcast to be jointly hosted by the Hong Kong Observatory, the Hong Kong Space Museum, the Ho Koon Nature Education cum Astronomical Centre (sponsored by Sik Sik Yuen), Po Leung Kuk Ngan Po Ling College and the Creative Education Unit of the Hong Kong Federation of Youth Groups.
