Hong Kong’s vibrant fintech ecosystem attracts Canadian fintech technopreneur setting up Asian headquarters in Hong Kong to facilitate security token offering business

     â€‹Invest Hong Kong (InvestHK) announced today (November 10) that it has assisted a Canadian fintech technopreneur to set up an Asian headquarters of CoinstreetPRO (Global) Limited in Hong Kong. The group covers various areas in the digital assets space. One of their group companies, namely CSpro (Hong Kong) Limited, is the first licensed corporation specialising exclusively in security token offering (STO) services, leveraging the city's thriving fintech ecosystem and premium regulatory regime with the aim of serving professional investors in the region.
      
     The department welcomed CSpro's Asian headquarters landing in the city. The Associate Director-General of Investment Promotion at InvestHK, Dr Jimmy Chiang, said that, the Hong Kong Government is committed to building and promoting a sustainable fintech landscape. The city is the ideal location for digital financial services providers, like CSpro, to expand their business in the region.
      
     The Founder and Chief Executive Officer of CSpro, Mr Samson Lee, indicated that the decision to establish its initial issuance, distribution and subscription platform specialised exclusively in STOs in Hong Kong has been carefully considered. He said, "Hong Kong is renowned for its robust regulatory framework, strategic geographical location, and thriving financial ecosystem, which emerged as a preferred destination for our business."
      
     He explained, "Hong Kong is home to a sophisticated and diverse investor community, encompassing institutional investors, venture capitalists, private equity and retail investors. The city’s reputation for financial stability, transparency and investor protection enhances the confidence of potential investors in participating in STOs."
      
     He added, "With a vibrant capital market and a strong network of financial institutions, Hong Kong offers unparalleled access to capital for companies conducting STOs. The city serves as a gateway to the Mainland and the broader Asia-Pacific region, providing access to a vast pool of investors and potential strategic partnerships."
      
     CSpro is a joint venture between Coinstreet Holdings Limited, an award-winning technology financial services group focused on the digital asset sector, and Somerley Capital Holdings Limited, a leading financial services group in Hong Kong. CSpro is the first licensed corporation approved by the Securities and Futures Commission to carry out Type 1 (dealing in securities) regulated activities specialising exclusively in the operation of a primary issuance, distribution and subscription platform for STOs to professional investors (as defined by Hong Kong law).

Government to sell site on Lantau Island by public tender

     The Lands Department (LandsD) announced today (November 10) that a site, Lot No. 722 in Demarcation District No. 332 at Tung Chung Road, Cheung Sha, Lantau Island, New Territories, in the 2023-24 Land Sale Programme, will be disposed of by public tender. The tender invitation for the lot will commence on November 17 and close on December 15.
            
     Lot No. 722 in Demarcation District No. 332 has a site area of about 19 000 square metres and is designated for private residential purposes. The minimum gross floor area and the maximum gross floor area are 4 560 sq m and 7 600 sq m respectively.
      
     Land sale documents including the Form of Tender, the Tender Notice, the Conditions of Sale and the sale plan of the lot will be available for downloading from the LandsD website (www.landsd.gov.hk) from November 17, while the sale plan will be available for inspection by the public from the same day until the close of the tender. The sale plan in hard copy form may also be purchased at the Survey and Mapping Office of the LandsD, 6/F, North Point Government Offices, 333 Java Road, North Point, Hong Kong, from November 17 until the close of the tender. The particulars of the tender will be gazetted on November 17.




Labour Department investigates fatal work accident in Tung Chung

     The Labour Department (LD) is investigating a fatal work accident that happened in Tung Chung this afternoon (November 10) in which a man died. 

     The LD immediately deployed staff to the scene upon receiving a report of the accident, and is now conducting an investigation to look into its cause.  




FS to attend APEC meetings in US

     The Financial Secretary, Mr Paul Chan, will depart for the United States tomorrow night (November 11) to attend the Asia-Pacific Economic Cooperation (APEC) Finance Ministers' Meeting and other related events held in San Francisco November 12 and 13. He will also attend the APEC Economic Leaders' Meeting and other related events on behalf of the Chief Executive from November 15 to 17.
 
     The Secretary for Commerce and Economic Development, Mr Algernon Yau, will depart for San Francisco in the early morning on November 14 to attend the Ministerial Meeting and related events from November 14 to 16.

     On the sidelines of the meetings, Mr Chan will also have bilateral meetings with officials of other economies to exchange views on issues of mutual concern. He will also visit enterprises and meet with the local business community.
 
     With the theme "Creating a Resilient and Sustainable Future for All", this year's APEC focuses on three priorities: (i) being interconnected – building a resilient and interconnected region that advances broad-based economic prosperity; (ii) being innovative – enabling an innovative environment for a sustainable future; and (iii) being inclusive – affirming an equitable and inclusive future for all.
 
     Mr Chan will return to Hong Kong in the morning of November 19. In his absence, the Deputy Financial Secretary, Mr Michael Wong, will be the Acting Financial Secretary. Mr Yau will return to Hong Kong on November 18. In his absence, the Under Secretary for Commerce and Economic Development, Dr Bernard Chan, will be the Acting Secretary for Commerce and Economic Development.




Update on dengue fever

     The Centre for Health Protection (CHP) of the Department of Health today (November 10) reported the latest number of dengue fever (DF) cases, and urged the public to maintain strict environmental hygiene, mosquito control and personal protective measures both locally and during travel.

     From November 3 to yesterday (November 9), the CHP recorded three imported DF cases. The patients had been to Thailand during the incubation periods.

     As of yesterday, 46 imported cases of DF had been recorded in 2023. In 2022, 26 imported cases of DF were recorded.

     The latest surveillance data shows that there is an increase in DF cases noted in some places in Asia (such as Bangladesh, Malaysia, Taiwan and Thailand) compared to the same period last year. Members of the public, while travelling abroad, should stay vigilant and carry out effective mosquito prevention and control measures. Detailed information on the latest DF situation in Hong Kong, as well as neighbouring and overseas countries and areas, has been uploaded to the CHP's website (www.chp.gov.hk/files/pdf/df_imported_cases_and_overseas_figures_eng.pdf).

     "Apart from general measures, travellers returning from areas affected by DF should apply insect repellent for 14 days upon arrival in Hong Kong. If feeling unwell, seek medical advice promptly and provide travel details to the doctor," a spokesman for the CHP said.

     The public should take heed of the following advice on mosquito control:
 

  • Thoroughly check all gully traps, roof gutters, surface channels and drains to prevent blockage;
  • Scrub and clean drains and surface channels with an alkaline detergent compound at least once a week to remove any deposited mosquito eggs;
  • Properly dispose of refuse, such as soft drink cans, empty bottles and boxes, in covered litter containers;
  • Completely change the water of flowers and plants at least once a week. The use of saucers should be avoided if possible;
  • Level irregular ground surfaces before the rainy season;
  • Avoid staying in shrubby areas; and
  • Take personal protective measures such as wearing light-coloured long-sleeved clothes and trousers and apply insect repellent containing DEET to clothing or uncovered areas of the body when doing outdoor activities.

 
     ​DEET-containing insect repellents are effective and the public should take heed of the tips below:
    

  • Read the label instructions carefully first;
  • Apply right before entering an area with risk of mosquito bites;
  • Apply on exposed skin and clothing;
  • Use DEET of up to 30 per cent for pregnant women and up to 10 per cent for children*;
  • Apply sunscreen first, then insect repellent; and
  • Re-apply only when needed and follow the instructions.

    
* For children who travel to countries or areas where mosquito-borne diseases are endemic or epidemic and where exposure is likely, those aged 2 months or above can use DEET-containing insect repellents with a DEET concentration of up to 30 per cent.
