Good Employer Charter 2024 to promote family-friendly employment practices (with photos)

     â€‹The Labour Department (LD) held the kick-off ceremony of the Good Employer Charter 2024 today (November 24), calling on employers of various sectors to join the charter, and adopt good human resource management measures and implement family-friendly employment practices.

     Speaking at the kick-off ceremony, the Commissioner for Labour, Ms May Chan, said that good human resource management is the key for enterprises in recruiting and retaining employees. The Good Employer Charter 2024 encourages enterprises to offer employment benefits that are more favourable than statutory requirements, promote work-life balance, introduce employee-caring employment practices and maintain good communication with employees having regard to their operational circumstances.

     She pointed out that this round of the Good Employer Charter, with focus on encouraging “Supportive Family-friendly Good Employer”, aims to pay tribute to all good employers who implement family-friendly employment practices and to spur them on. She further added that this year’s Policy Address has announced a series of initiatives aimed at promoting fertility, to which family-friendly employment practices can positively contribute.

     Ms Chan said she hopes that the Good Employer Charter 2024 can further encourage the business sector and different groups in the society to jointly promote good human resource management culture, create a family-friendly workplace, and foster a harmonious and inclusive community. In a short video for the event, the Secretary for Labour and Welfare, Mr Chris Sun, calls on different organisations to join the charter actively.

     The Good Employer Charter 2024 is supported by eight organisations, namely the Chinese General Chamber of Commerce, Hong Kong, the Chinese Manufacturers’ Association of Hong Kong, the Employers’ Federation of Hong Kong, the Federation of Hong Kong Industries, the Hong Kong General Chamber of Commerce, the Hong Kong General Chamber of Small and Medium Business, the Hong Kong Institute of Human Resource Management, and the Hong Kong Small and Medium Enterprises Association. A thematic talk was arranged at the event, and small and medium-sized enterprises were also invited to share their successful experiences in carrying out family-friendly employment practices.

     The LD awarded the first Good Employer Charter in 2018 and then in 2020. This year, the LD launches the Good Employer Charter for the third time to encourage more enterprises to join the fleet of good employers. For event details, please visit the website: www.gec.labour.gov.hk.

Update on dengue fever

     The Centre for Health Protection (CHP) of the Department of Health today (November 24) reported the latest number of dengue fever (DF) cases, and urged the public to maintain strict environmental hygiene, mosquito control and personal protective measures both locally and during travel.

     From November 17 to yesterday (November 23), the CHP recorded five imported DF cases. The patients had been to India, the Mainland and Vietnam respectively during the incubation periods.

     As of yesterday, 52 imported cases of DF had been recorded in 2023. In 2022, 26 imported cases of DF were recorded.

     The latest surveillance data shows that there is an increase in DF cases noted in some places in Asia (such as Bangladesh, Malaysia, Taiwan and Thailand) compared to the same period last year. Members of the public, while travelling abroad, should stay vigilant and carry out effective mosquito prevention and control measures. Detailed information on the latest DF situation in Hong Kong, as well as neighbouring and overseas countries and areas, has been uploaded to the CHP’s website (www.chp.gov.hk/files/pdf/df_imported_cases_and_overseas_figures_eng.pdf).

     “Apart from general measures, travellers returning from areas affected by DF should apply insect repellent for 14 days upon arrival in Hong Kong. If feeling unwell, seek medical advice promptly and provide travel details to the doctor,” a spokesman for the CHP said.

     The public should take heed of the following advice on mosquito control:

  • Thoroughly check all gully traps, roof gutters, surface channels and drains to prevent blockage;
  • Scrub and clean drains and surface channels with an alkaline detergent compound at least once a week to remove any deposited mosquito eggs;
  • Properly dispose of refuse, such as soft drink cans, empty bottles and boxes, in covered litter containers;
  • Completely change the water of flowers and plants at least once a week. The use of saucers should be avoided if possible;
  • Level irregular ground surfaces before the rainy season;
  • Avoid staying in shrubby areas; and
  • Take personal protective measures such as wearing light-coloured long-sleeved clothes and trousers and apply insect repellent containing DEET to clothing or uncovered areas of the body when doing outdoor activities.

     DEET-containing insect repellents are effective and the public should take heed of the tips below:

  • Read the label instructions carefully first;
  • Apply right before entering an area with risk of mosquito bites;
  • Apply on exposed skin and clothing;
  • Use DEET of up to 30 per cent for pregnant women and up to 10 per cent for children*;
  • Apply sunscreen first, then insect repellent; and
  • Re-apply only when needed and follow the instructions.

* For children who travel to countries or areas where mosquito-borne diseases are endemic or epidemic and where exposure is likely, those aged 2 months or above can use DEET-containing insect repellents with a DEET concentration of up to 30 per cent.

     The public should call 1823 in case of mosquito problems and may visit the following pages for more information: the DF page of the CHP and the Travel Health Service, the latest Travel Health Newstips for using insect repellents, and the CHP Facebook Page and YouTube Channel. read more

     The Chief Executive, Mr John Lee, expressed his gratitude to the Legislative Council (LegCo) for passing the Motion of Thanks in respect of the Chief Executive’s 2023 Policy Address today (November 24).

     Mr Lee said, “This Policy Address, entitled ‘A Vibrant Economy for a Caring Community’, not only points out areas where we need to delve deeper and wider based on what we have achieved over the past year, but also introduces new fields and directions that we should pursue. This Policy Address carries my vision and my pledge for the future of Hong Kong. The policy measures included were formulated after careful consideration of the views of the public and various sectors. It is a Policy Address for each and every one of us.

     “I express my gratitude to LegCo Members for offering their views on various measures in the Policy Address during the debate on the Motion of Thanks for three consecutive days, especially for their suggestions on different arenas related to upholding the ‘one country, two systems’ principle and safeguarding national security, improving governance, creating strong impetus for growth, addressing people’s concerns and difficulties in daily life, safeguarding harmony and stability, and promoting youth development. The Government will analyse and study these views so that the implementation of relevant measures can better meet the needs and expectations of the public.
