Labour Department to hold occupational health public talks

     The Labour Department (LD) will hold a public talk entitled “Work and Common Gastrointestinal Diseases” on January 22 (Monday) at 3.30pm. The talk will introduce the causes, symptoms and treatments of some common gastrointestinal diseases. It will also highlight the mutual influence between work and common gastrointestinal diseases, and preventive measures to promote employees’ occupational health. The talk will be given by the LD’s occupational health nurse.
 
     The LD will hold another talk entitled “Prevention of Lower Limb Disorders and Guidance Notes on Standing at Work” on January 29 (Monday) at 3.30pm. The talk will introduce symptoms of common lower limb disorders such as plantar fasciitis, varicose veins of lower limbs and osteoarthritis of the knee, as well as their treatment and preventive measures. Demonstrations and practice of workplace exercises will be included. Participants will also be briefed on the content of the LD’s publication “Guidance Notes on Standing at Work and Service Counter Design”. The talk will be given by the occupational hygienist and occupational health nurse.
 
     Both talks will be given in Cantonese at the Lecture Hall of the Hong Kong Science Museum, 2 Science Museum Road, Tsim Sha Tsui East. Admission is free but pre-registration is required. Film Archive’s “Archival Gems” series to present classic films of “movie fan princess” Connie Chan (with photos)

     The Hong Kong Film Archive of the Leisure and Cultural Services Department will present its “Archival Gems” series from February to May with the theme of “Time After Time III – Finding Precious Pearl”. Four classics starring Connie Chan, the “movie fan princess”, will be screened to show her versatile images at different stages of her career.
 
     Since entering the film industry in the 1950s, Chan has acted in more than 240 films. Besides playing the roles of beautiful teenage girls in the later stage of her career, Chan also took up male roles in numerous films. In “A Sword and Nine Rings, Part Two” (1961), Chan, who was 14 years old at that time, played a small role as a formidable young swordsman. Being the second male lead in “The Devil and Her Magic Needles, Part Two” (1964), Chan exudes a heroic image and fights with nimble swordplay. Chan and Josephine Siao assume respectively the leading male and female roles in “The Bloody Devil, Concluding Episode” (1965) where Chan stars as a righteous marital arts hero who always stands by the powerless.
 
     “The Magic Cat” (1969) is a teen romantic musical from the later years of Chan’s film career which revolves around the romance of a magical cat that transforms into a human, played by Chan, and a young painter, played by Lui Kay. With vibrant colours and well-designed cat dances, Chan’s charisma as a beautiful teen idol is on full display in the film.
 
     Reference films “The Devil and Her Magic Needles, Part One” (1964) and “The Bloody Devil, Part One” (1965) will be screened respectively before “The Devil and Her Magic Needles, Part Two” and “The Bloody Devil, Concluding Episode” to facilitate the understanding of the complete plots of the films by ticket holders.
 
     Some of the films will be accompanied by post-screening talks hosted by Matthew Cheng, Dr Stephanie Ng, Eric Tsang, Dr Ng Chun-hung and Sam Ho. Applications invited for Main Fund of Sir David Trench Fund for Recreation

The following is issued on behalf of the Sir David Trench Fund Committee:
 
     The Sir David Trench Fund Committee is inviting eligible organisations to apply for projects funded by the Main Fund of the Sir David Trench Fund for Recreation (the Fund) for 2024-25.
      
     The Fund is to be used for the provision of facilities and purchase of equipment for projects in the furtherance of the objectives of the Fund. In keeping with the donor’s wishes, emphasis is placed on encouraging the purposeful use of leisure by young people.
      
     Three categories of grants are available under the Fund. Details are as follows:

Qualified person prohibited by disciplinary board from certifying prescribed inspection and repair of windows for four months

     The Registered Contractors’ Disciplinary Board (the Board) has completed a disciplinary inquiry under the Buildings Ordinance (BO) and decided that a registered minor works contractor (RMWC) appointed as a qualified person (QP) under the Mandatory Window Inspection Scheme (MWIS) and its Authorized Signatory (AS) (also being the RMWC’s director) should be disciplined for failing to discharge the duties or abide by the requirements imposed on a QP under the BO.

     The Board ordered the RMWC and its AS to be prohibited from certifying any prescribed inspection, or certifying or supervising any prescribed repair of a window, for four months with effect from the date of the Gazette and they are to pay $47,000 in total, being the costs of the Board and the Buildings Department (BD) for conducting the inquiry.

     The Board’s written decision and order issued on December 28, 2023 was published in the Gazette today (January 12).  Details are available at the following link: www.gld.gov.hk/egazette/pdf/20242802/egn20242802170.pdf.

     The RMWC and its AS submitted a certificate to the BD in April 2014, certifying that a prescribed inspection and a prescribed repair had been carried out to the windows of a residential unit in Tai Kok Tsui, and that those windows had been rendered safe.  Subsequently, the BD conducted an investigation and found that the RMWC had failed to carry out the prescribed inspection personally for all windows and to complete the prescribed repair at the premises.

     The RMWC was later prosecuted, convicted and fined $20,000 at the Kowloon City Magistrates’ Courts in November 2017, pursuant to sections 40(2A)(c) and 40(2AE) of the BO for knowingly misrepresenting a material fact in the certificate submitted to the BD and failing to provide proper supervision of the carrying out of the prescribed repair.

     The AS of the RMWC was also prosecuted, convicted and fined $30,000 at the Kowloon City Magistrates’ Courts in November 2017, pursuant to sections 40(2A)(c), 40(2AD), 40(2AE) and 40(6) of the BO for knowingly misrepresenting a material fact in the certificate submitted to the BD, failing to carry out the prescribed inspection personally and to provide proper supervision of the carrying out of the prescribed repair.

     In view of the convictions, the BD notified the Board for its consideration of disciplinary action against the RMWC and its AS under the provisions of sections 13(1) and 13(3) of the BO.

     A spokesperson for the BD reiterated that in order to ensure building safety, the BD attaches great importance to the quality of the prescribed inspection and repair of windows by a QP under the MWIS. Any QP who contravenes the relevant provisions of the BO in carrying out the prescribed inspection and repair of windows under the MWIS is not only liable to criminal prosecution but also to disciplinary action under the BO.  read more
