LegCo to debate motion on strengthening joint development of Guangdong-Hong Kong-Macao Greater Bay Area

The following is issued on behalf of the Legislative Council Secretariat:

     The Legislative Council (LegCo) will hold a meeting on Wednesday (January 17) at 11am in the Chamber of the LegCo Complex. During the meeting, Members will debate a motion on strengthening the joint development of the Guangdong-Hong Kong-Macao Greater Bay Area. The motion, moved by Ms Yung Hoi-yan, is set out in Appendix 1. Mr Kenneth Leung, Mr Duncan Chiu, Ms Carmen Kan and Mr Chan Yung will move amendments to Ms Yung’s motion.

     Mr Tang Fei will also move a motion on Actively building Hong Kong into an international education hub by formulating a comprehensive strategic development blueprint for Hong Kong’s education. The motion is set out in Appendix 2. Professor William Wong, Mr Stanley Ng, Ms Lillian Kwok, Mr Frankie Yick and Professor Priscilla Leung will move amendments to Mr Tang’s motion.

     Meanwhile, Mr Paul Tse will move a proposed resolution under section 34(4) of the Interpretation and General Clauses Ordinance to extend the period for amending subsidiary legislation. The proposed resolution is set out in Appendix 3.

     On Government Motion, the Secretary for Commerce and Economic Development will move a proposed resolution under the Hong Kong Export Credit Insurance Corporation Ordinance to resolve that the contingent liability of the Hong Kong Export Credit Insurance Corporation under contracts of insurance must not at any time exceed the sum of 80,000 million dollars, be approved.

     Members will also ask the Government 22 questions on various policy areas, six of which require oral replies.

CHP investigates case of severe paediatric COVID-19 infection

     The Centre for Health Protection (CHP) of the Department of Health is today (January 15) investigating a case of severe paediatric COVID-19 infection and reminded the community to heighten vigilance against respiratory tract infection in winter. The CHP stressed that vaccination can effectively prevent serious COVID-19 cases, and high-risk individuals (including pregnant women) should get vaccinated as soon as possible and receive booster doses at appropriate times. Meanwhile, the CHP also reminded high-risk persons to wear a surgical mask when visiting public places, and the public should also wear a surgical mask when taking public transportation or staying in crowded places.

     The case involves a 6-year-old girl with underlying illnesses. She is living in a residential care home, and developed fever and shortness of breath on January 13. She was admitted to Caritas Medical Centre for medical attention on the same day. Her respiratory specimen tested positive for the COVID-19 virus upon laboratory testing. The clinical diagnosis was pneumonia. She is now in serious condition and is still hospitalised.

    Initial enquiries by the CHP revealed that the patient had no travel history during the incubation period and had received three doses of COVID-19 vaccine. Her residential care home contacts are currently asymptomatic.

     The CHP reminded high-risk people who have never been vaccinated or infected with COVID-19 that they should arrange vaccination as soon as possible and adopt additional hygiene measures to protect themselves. Parents are also reminded to arrange COVID-19 vaccination for their babies aged 6 months or above in order to reduce the risk of severe cases and fatalities. In addition, high-risk priority groups are recommended to receive a dose of COVID-19 vaccine at least six months after the last dose or infection, regardless of the number of doses received previously.      Currently, there is an increasing trend in the activity of SARS-CoV-2 and seasonal influenza viruses. Apart from vaccination, in order to prevent infection of COVID-19, influenza and other respiratory illnesses as well as transmission in the community, the public should maintain strict personal and environmental hygiene at all times and note the following:
 

  • Surgical masks can prevent transmission of respiratory viruses from ill persons. It is essential for persons who are symptomatic (even if having mild symptoms) to wear a surgical mask;
  • It is important to wear a mask properly, including performing hand hygiene before wearing and after removing a mask;
  • Avoid touching one’s eyes, mouth and nose;
  • Wash hands with liquid soap and water properly whenever possibly contaminated;
  • When hands are not visibly soiled, clean them with 70 to 80 per cent alcohol-based handrub;
  • Cover the mouth and nose with tissue paper when sneezing or coughing. Dispose of soiled tissue paper properly into a lidded rubbish bin, and wash hands thoroughly afterwards;
  • Maintain good indoor ventilation;
  • When having respiratory symptoms, wear a surgical mask, refrain from work or attending classes at school, avoid going to crowded places and seek medical advice promptly; and
  • Maintain a balanced diet, perform physical activity regularly, take adequate rest, do not smoke and avoid overstress.

Employee fined for violation of safety legislation

     An employee was fined $30,000 at the Kowloon City Magistrates’ Courts today (January 15) for violation of the Factories and Industrial Undertakings Ordinance. The prosecution was launched by the Labour Department.
      
     The case involved a fatal accident that occurred on May 16, 2023, at a tunnel construction site in Ho Man Tin. While a worker was carrying out preparation work for towing an elevating work platform (EWP) with the help of a forklift truck, the forklift truck suddenly moved and trapped the worker between the forklift truck and the EWP. The worker sustained serious injuries and passed away on the same day. read more
