Appeal for information on missing woman in Wan Chai (with photo)

     Police today (February 2) appealed to the public for information on a woman who went missing in Wan Chai.
 
     Chan Lai-man, aged 30, went missing after she was last seen on Gloucester Road on January 26. Her friend made a report to Police on January 31.
 
     She is about 1.7 metres tall, 56 kilograms in weight and of medium build. She has a pointed face with yellow complexion and long blonde hair.

     Anyone who knows the whereabouts of the missing woman or may have seen her is urged to contact the Regional Missing Persons Unit of Kowloon East on 3661 0321 or email to rmpu-ke-2@police.gov.hk, or contact any police station.

Special traffic and transport arrangements in Wan Chai District for football exhibition match at Hong Kong Stadium this weekend

     The Transport Department (TD) today (February 2) reminded the public that the following special traffic and transport arrangements will be implemented this weekend (February 3 and 4) in the vicinity of So Kon Po and Causeway Bay to facilitate the holding of a football exhibition match and related activities at the Hong Kong Stadium.
      
Road Closure

     The following road sections will be temporarily closed to vehicular traffic in phases:
 
At the commencement of the event
 

  • From about 2pm on February 3 (Saturday) and from about noon on February 4 (Sunday)
    1. The section of Caroline Hill Road between Leighton Road and Cotton Path;
    2. The section of Hysan Avenue westbound carriageway between Yun Ping Road and Hoi Ping Road; and
    3. The section of Lee Garden Road between Lan Fong Road and Hysan Avenue (when necessary, except for Green Minibuses (GMB)).
  • From about 4pm on February 3 (Saturday) and from about 2pm on February 4 (Sunday)
    1. The section of Eastern Hospital Road between Caroline Hill Road and Tung Lo Wan Road.

 
At the closing of the event
 

  • From about 7pm on February 3 (Saturday) and from about 5.30pm on February 4 (Sunday)
    1. Caroline Hill Road;
    2. The section of Eastern Hospital Road between Caroline Hill Road and Cotton Path;

     In connection with the above-mentioned road closure arrangements, the following traffic diversion will be implemented in phases on Saturday and Sunday, until the closed roads reopen:

    1. The section of Caroline Hill Road between its western junction with Link Road and Stadium Path will be converted to one-way southbound;
    2. The section of Eastern Hospital Road between Stadium Path and Tung Lo Wan Road will be converted to one-way northbound;
    3. Vehicles travelling on Link Road northbound (downhill) to Caroline Hill Road northbound must turn left onto Leighton Road westbound;
    4. The section of Hysan Avenue between Leighton Road and Hoi Ping Road will be converted to one-way eastbound;
    5. Vehicles leaving the private road of Lee Garden One must turn left onto Hysan Avenue eastbound;
    6. Vehicles travelling on Yun Ping Road will be prohibited from turning left onto Hysan Avenue westbound, and will be diverted onto Lan Fong Road and Pak Sha Road; and
    7. When necessary, vehicles (except Green Minibuses) travelling on Lan Fong Road will be prohibited from turning left onto Lee Garden Road southbound and will be diverted onto Lee Garden Road northbound, Foo Ming Street and Percival Street southbound.
  • From about 4pm on February 3 (Saturday) and from about 2pm on February 4 (Sunday)
    1. The section of Caroline Hill Road between its western junction with Link Road and Eastern Hospital Road will be converted to one-way southbound;
    2. Vehicles travelling on link Road northbound downhill to Caroline Hill Road northbound is prohibited from turning right onto Caroline Hill Road;
    3. When necessary, vehicles travelling on Yun Ping Road will be prohibited from turning left to Hysan Avenue westbound and will be diverted onto Lan Fong Road or Yun Ping Road.

 
At the closing of the event
 

  • From about 7pm on February 3 (Saturday) and from about 5.30pm on February 4 (Sunday)
    1. Vehicles travelling on Leighton Road westbound will be prohibited from entering Caroline Hill Road for Link Road, those heading for Link Road will be diverted via Wong Nai Chung Road and Broadwood Road;
    2. During the closure of Leighton Road when necessary, vehicles travelling on Causeway Road westbound will be diverted via Irving Street; vehicles travelling on Morrison Hill Road eastbound will be diverted via Canal Road West; vehicles travelling on Percival Street southbound must turn right onto Leighton Road westbound; and vehicles travelling on Canal Road East southbound will be prohibited from turning left onto Leighton Road.

 
     From 1pm to 9pm on February 3 and from 11am to 9pm on February 4, the on-street parking spaces within the road closure areas and the taxi stand located in Yun Ping Road will be suspended.
      
     The TD anticipates that the traffic in the vicinity of So Kon Po and Causeway Bay will be very congested. Motorists are advised to avoid driving to the affected areas.
 
Public transport service arrangements

     In connection with the above-mentioned road closure arrangements, the following bus and GMB routes operating in the affected areas will be subjected to temporary diversion and associated stop relocation arrangements:
 

  • From about 2pm on February 3 (Saturday) and from about noon on February 4 (Sunday)
    1. Citybus (CTB) route Nos. 5B and 8H will operate in the form of a circular route;
    2. Cross-harbour bus (XHT) route No. 936 (Causeway Bay bound) will terminate at Tung Lo Wan Road instead of Cotton Path; and
    3. The bus stops at Leighton Road westbound near Caroline Hill Road will be suspended.

 

  • From about 4pm on February 3 (Saturday) and from about 2pm on February 4 (Sunday)
    1. CTB route Nos. 5B and 8H will omit Tung Lo Wan Road, Caroline Hill Road and Eastern Hospital Road;
    2. XHT route No. 936 (Tsuen Wan (Shek Wai Kok) bound) will depart from Moreton Terrace outside Bay View Mansion instead of Cotton Path; and
    3. GMB route Nos. 14M and 30 and residents' service route No. HR51 (Causeway Bay bound) will be diverted via Wong Nai Chung Road instead of Link Road and GMB route No. 26 (Stubbs Road bound) will be diverted via Percival Street instead of Lee Garden Road.

 
     At the closing of the event on February 3 and 4, CTB will provide one special bus route No. 976R from Causeway Bay (Moreton Terrance) Bus Terminus to Yuen Long (San Tin), and the number of trips and departure times will depend on the passenger demand and traffic condition on-site.
      
     Members of the public are advised to make use of public transport services as far as possible to avoid traffic congestion and unnecessary delays. During the event, the TD and the Police will closely monitor the traffic situation. The Police may adjust the traffic arrangements subject to the prevailing crowd and traffic conditions in the areas. Members of the public should pay attention to the latest traffic news through radio, television or the "HKeMobility" mobile application.

Public Engagement Report and Environmental Impact Assessment Report for San Tin Technopole

     The Government announced today (February 2) the Public Engagement (PE) Report and the Revised Recommended Outline Development Plan (RODP) for the land use proposal of the San Tin Technopole. At the same time, the Environmental Impact Assessment (EIA) Report for the San Tin Technopole is available for public inspection under the EIA Ordinance beginning from today.

     The Government conducted PE activities regarding the land use proposal of the San Tin Technopole from June 6 to August 5, 2023, to gauge public views on the RODP. Overall, members of the public welcome the land use proposal of the San Tin Technopole, which will be a signature project of the Northern Metropolis to support the development of Hong Kong into an international innovation and technology (I&T) centre. Taking into account the views received, the Government has refined the RODP. The Revised RODP, together with the PE Report containing the Government's response to major views, has been uploaded onto the San Tin Technopole website (nm-santintech.hk/en/) today for the public's reference.

     Moreover, the Civil Engineering and Development Department has conducted the EIA according to the EIA Ordinance, the Technical Memorandum on EIA Process and the EIA Study Brief (No. ESB-340/2021) for the works project for the development of the San Tin Technopole (previously named as San Tin/Lok Ma Chau Development Node). Appropriate mitigation measures were proposed to ensure the project would comply with the EIA Ordinance requirement. The relevant EIA Report has been uploaded onto the EIA Ordinance website (www.epd.gov.hk/eia) for public inspection in accordance with the EIA Ordinance from today to March 2, 2024.

     Although about 240 hectares (ha) of the proposed development area of the San Tin Technopole are located within the Wetland Conservation Area and the Wetland Buffer Area, over 60 per cent of them are already brownfield sites, filled fishponds and also include developed sites such as boundary control points. The remaining areas, close to 40 per cent of the total, are about 90ha of fishponds and nearly half of them are abandoned or inactive in fisheries production. After detailed assessment, the EIA proposed measures to mitigate potential impacts on ecology and fisheries resources, and formulated a holistic wetland compensation strategy through establishing the proposed Sam Po Shue Wetland Conservation Park (WCP) with active conservation management, to compensate for the loss of wetland function arising from the development of the San Tin Technopole such that there will be no-net-loss in ecological function and capacity of the wetlands concerned. The proposed WCP will also enhance the overall ecological value, biodiversity and connectivity in the Deep Bay area, achieving coexistence of development and conservation. The proposed WCP will have a fisheries enhancement area; together with the establishment of the Fisheries Research Centre in the San Tin Technopole, modernised aquaculture will be promoted to enhance fisheries resources.

     Located at the heart of the Northern Metropolis and in close proximity to the Shenzhen I&T Zone in Huanggang and Futian, the San Tin Technopole is strategically positioned to be a hub for clustered I&T development. It will create 300ha of I&T land that creates synergy with the Shenzhen I&T Zone, contributing to the development of the South-North dual engine (finance – I&T). The San Tin Technopole will also provide more than 50 000 residential units, becoming a new community for quality, healthy and green living.

     The statutory town planning and other procedures for the San Tin Technopole development will also commence progressively this year. Members of the public can visit the website of the San Tin Technopole for the latest information of the project.




Flag presentation ceremony for HKSAR Delegation to 14th National Winter Games held today (with photos)

     The flag presentation ceremony for the Hong Kong Special Administrative Region (HKSAR) Delegation to the 14th National Winter Games (NWG) was held at the Secondary Hall of the Kowloon Park Sports Centre this afternoon (February 2).
      
     The Permanent Secretary for Culture, Sports and Tourism, Mr Joe Wong, officiated at the ceremony and presented the HKSAR flag to the President of the Sports Federation & Olympic Committee of Hong Kong, China, and the Head of the Delegation, Mr Timothy Fok.
      
     Organised by the General Administration of Sport of China and undertaken by the People's Government of Inner Mongolia Autonomous Region, the 14th NWG will be held in Inner Mongolia Autonomous Region between February 17 and 27 this year. The Delegation will send a total of 40 athletes to take part in the finals of three sports of the Games, namely figure skating, alpine skiing and ice hockey.
      
     Speaking at the ceremony, Mr Wong said that while Hong Kong lacks favourable natural conditions for developing winter sports, with their perseverance and hard work, the Hong Kong athletes are able to overcome various environmental limitations and compete with top-notch Mainland athletes in the finals of the NWG, adding that the city's athletes are the pride of Hong Kong people. 

     He added that in order to encourage Hong Kong athletes to achieve outstanding performance, the Hong Kong Jockey Club will offer incentives through the Jockey Club Athlete Incentive Awards Scheme to athletes with top results in the Games. He believed that the HKSAR Delegation will do their utmost in the Games, and showcase their indomitable spirit.
      
     The NWG, held every four years, is the largest winter multi-sports event with the highest standard in the country. It aims to promote winter sports, encourage wide participation, nurture sports talent and enhance the competitiveness of national winter sports. This is the sixth occasion that the HKSAR will have taken part in the NWG since 1999.
      
     Also attending the ceremony today were the Under Secretary for Culture, Sports and Tourism, Mr Raistlin Lau; the Commissioner for Sports and member of the Organising Committee of the Delegation, Mr Sam Wong; the Deputy Director of Leisure and Cultural Services (Leisure Services) and member of the Organising Committee of the Delegation, Miss Winnie Chui; and the Chairman of the Executive Committee of the Delegation, Mr Cheng King-leung.
