The Chief Secretary for Administration, Mr Chan Kwok-ki, chaired the second meeting of the sixth-term Commission on Poverty (CoP) this afternoon (January 24).
At the meeting, members were briefed on the proposed outline of the Report on Impact of Targeted Poverty Alleviation Strategy in Hong Kong. Members noted that the Report will reflect the content and impact of the Government's targeted poverty alleviation strategy, including analysing and verifying the characteristics, difficulties and needs of the target groups from a micro angle, as well as formulating key performance indicators, monitoring progress, and evaluating the effectiveness of relevant targeted poverty alleviation projects. The Report will also reflect, from a macro angle, the impact of the Government's major policies related to people's livelihood in empowering those who can help themselves and supporting those who cannot, as well as their impact on alleviating, combating, and preventing poverty. The Government will draft the Report in accordance with the outline and consult the CoP further on the detailed content of the Report, which is expected to be released in the first half of 2026.
In addition, the Census and Statistics Department conducted the Thematic Household Survey on Health, Elderly Care and Social Inclusion in 2024, targeting the elderly. Members were briefed about the preliminary analysis of the survey at the meeting. The detailed analysis of the survey will be published together with the Report.
Members also noted the progress and financial position of the assistance programmes funded by the Community Care Fund (CCF). As of the end of November 2024, the CCF endorsed the introduction of 69 assistance programmes, covering the areas of medical, education, welfare, home affairs, and housing, benefitting different target groups, including children, elderly persons, persons with disabilities, patients, new arrivals, and ethnic minorities. At present, there are 19 ongoing programmes/programmes to be launched. The Government has regularised 25 CCF programmes, while 25 other programmes have been completed.
