Senior appointments (with photos)

     The Government announced today (December 8) the following senior appointments:

(a) Mr Chris Sun Yuk-han, Deputy Secretary for Financial Services and the Treasury (Financial Services), will take up the post of Commissioner for Labour on December 21, 2020; and

(b) Mr Ivan Lee Kwok-bun, Deputy Commissioner for Innovation and Technology, will take up the post of Commissioner for Efficiency on December 14, 2020. He will succeed Ms Olivia Nip Sai-lan, who will commence her pre-retirement leave.

     Commenting on the appointments of Mr Sun and Mr Lee, the Secretary for the Civil Service, Mr Patrick Nip, said, "The two appointees are seasoned Administrative Officers with proven leadership and management skills. I have every confidence that they will serve the community with professionalism in their new capacities."

     On the retirement of Ms Nip, Mr Nip said, "Ms Nip has rendered 36 years of loyal and dedicated service to the community of Hong Kong. During her tenure as Commissioner for Efficiency, Ms Nip has led the Efficiency Office to effectively perform as a change agent and catalyst for improving the management and delivery of public services, particularly through application of new technologies. I wish her a fulfilling and happy retirement."
 
     Brief biographical notes of the three officers are set out below:
           
Ms Olivia Nip Sai-lan

     Ms Nip joined the Administrative Service in August 1984 and rose to the rank of Administrative Officer Staff Grade B1 in April 2008. She has served in various bureaux and departments, including the former Housing Branch, the Housing Department, the former City and New Territories Administration, the former Office of Members of the Executive and Legislative Councils, the former Monetary Affairs Branch, the former Recreation and Culture Branch, the former Education and Manpower Branch, the former Planning and Lands Bureau, the former Housing, Planning and Lands Bureau, the Food and Health Bureau and the Land Registry. She was Deputy Head of the Central Policy Unit from December 2012 to July 2017 and Co-ordinator (Policy Address), Central Policy Unit from July 2017 to November 2017, and has been serving as Head, Efficiency Unit (later retitled as Commissioner for Efficiency) since December 2017.

     Mr Sun joined the Administrative Service in July 1994 and rose to the rank of Administrative Officer Staff Grade B1 in April 2019. He has served in various bureaux and departments, including the former Recreation and Culture Branch, the former Trade and Industry Branch, the former Finance Branch, the former Constitutional Affairs Bureau, the former Finance Bureau, the Home Affairs Department, the Home Affairs Bureau, the Civil Service Bureau and the Food and Health Bureau. He was Deputy Secretary for Food and Health (Health) from June 2011 to December 2011 and Head (Healthcare Planning and Development Office) from January 2012 to October 2017, and has been serving as Deputy Secretary for Financial Services and the Treasury (Financial Services) since October 2017.
 
Mr Ivan Lee Kwok-bun

     Mr Lee joined the Civil Service in June 1990, first served as an Executive Officer and then transferred to the Administrative Service. He rose to the rank of Administrative Officer Staff Grade B in April 2013. He has served in various bureaux and departments, including the former City and New Territories Administration, the former Planning, Environment and Lands Branch, the Department of Health, the former Civil Service Branch, the former Industry Department, the former Education and Manpower Bureau, the Hong Kong Economic and Trade Office in Geneva, the former Constitutional Affairs Bureau and the Home Affairs Department. He was Director of the Hong Kong Economic and Trade Office in Berlin from January 2012 to August 2014 and Deputy Director of Housing from September 2014 to January 2018, and has been serving as Deputy Commissioner for Innovation and Technology since January 2018.
