The Government announced today (July 27) that Ms Joyce Tam Wai-yee, Director of Finance, Administration and Planning, Hong Kong Police Force, will take up the post of Land Registrar on August 23, 2021. She will succeed Ms Doris Cheung Mei-chu, who will commence her pre-retirement leave.
The Secretary for the Civil Service, Mr Patrick Nip, said, "Ms Tam is a seasoned Administrative Officer with proven leadership and management skills. I have every confidence that she will serve the community with professionalism in her new capacity."
On the retirement of Ms Cheung, Mr Nip said, "Ms Cheung has rendered 38 years of loyal and dedicated service to the community of Hong Kong. As Land Registrar, she demonstrated exemplary leadership in steering the work of the Land Registry, cultivating in the department a passion for continuous improvement and a strong sense of mission. She capably handled various major tasks pertaining to the implementation of title registration. I wish her a fulfilling and happy retirement."

Ms Doris Cheung Mei-chu

Ms Cheung joined the Government in July 1983. She served in the Chinese Language Officer and Executive Officer grades before joining the Administrative Service in June 1985, and rose to the rank of Administrative Officer Staff Grade B1 in April 2012. She has served in various bureaux and departments, including the former Administrative Services and Information Branch, the former Transport Branch, the former Education and Manpower Branch, the former Industry Department, the former Civil Service Branch, the former Home Affairs Branch, the former Trade Department, the former New Airport Projects Co-ordination Office, the former Transport Bureau, the former Environment, Transport and Works Bureau and the Hong Kong Economic and Trade Office in San Francisco. She was Deputy Secretary for Transport and Housing (Transport) from October 2009 to September 2011 and Deputy Secretary for Labour and Welfare (Welfare) from October 2011 to January 2016 and has been serving as Land Registrar since January 2016.

Ms Tam joined the Administrative Service in December 1989 and rose to the rank of Administrative Officer Staff Grade B in April 2012. She has served in various bureaux and departments, including the former City and New Territories Administration, the former Planning, Environment and Lands Branch, the Hong Kong Economic and Trade Office in Washington DC, the Housing Department, the Civil Service Bureau, the former Information Technology and Broadcasting Bureau, the former Commerce, Industry and Technology Bureau and the Trade and Industry Department. She was the Director of Hong Kong Economic and Trade Office in Shanghai from March 2011 to August 2014 and Commissioner for Rehabilitation of the Labour and Welfare Bureau from September 2014 to April 2015 and has been serving as Director of Finance, Administration and Planning, Hong Kong Police Force since August 2015.
