Following is the transcript of remarks by the Secretary for the Civil Service, Mr Joshua Law, at a media stand-up after the meeting of the Legislative Council Panel on Public Service today (November 4):

Secretary for the Civil Service: All civil servants are required to abide by the Civil Service Code, in which we have set out a number of core values including the importance of the rule of law, diligence and impartiality, and also political neutrality. And we also advise civil servants that in making public statements or making known their views, they should ensure that the comments will not come into conflict with their official duties, and that they will not give people the impression or make them cast doubt on their ability to discharge their duties in an impartial manner.

Secretary for the Civil Service: All the complaints and issues regarding behaviours of civil servants will be followed up by their respective departments.
