The Secretary for Food and Health, Professor Sophia Chan, officiated at the opening ceremony of the Sai Kung District Health Centre (DHC) Express today (December 9) to mark its official launch of services.

Operated by the Haven of Hope Christian Service, the Sai Kung DHC Express comprises a core centre and six service points. It provides one-stop primary healthcare services such as health promotion, nurse counselling, health risk factors assessment, health management classes and chronic disease management in accordance with local needs.

Speaking at the opening ceremony, Professor Chan said, "Introducing DHC Express in advance of the setting up of a full-fledged DHC can help build up district-based primary healthcare services as early as practicable in a bid to shift the emphasis of the present healthcare system and the public mindset from treatment-oriented to prevention-focused.

"Fully funded by the Government, the DHC Expresses utilise the local network and resources to flexibly provide district-based primary healthcare services that meet community needs, and to complement and facilitate the implementation of various government healthcare policies such as vaccination, organ donation, reduction of salt and sugar intake, tobacco control, community support for cancer patients and prevention of non-communicable diseases."

In addition to core services, the Sai Kung DHC Express also provides a self-management programme for those waiting to receive knee joint replacement surgery. The programme helps maintain a certain degree of their knee joint functions to ensure they can maintain the quality of daily life during their wait for the operation. It also enhances the future efficacy of the knee joint replacement surgery. The DHC Express also introduces smart sports equipment and technology that enable clients to proactively manage their health conditions. Together with the Chinese Medicine Clinic cum Training and Research Centre, the DHC Express also provides Tianjiu service with a view to promoting disease prevention with Chinese and Western medicine at the primary healthcare level.

Professor Chan thanked the Haven of Hope Christian Service for making possible the establishment of the Sai Kung DHC Express and for their efforts in connecting with various local organisations and groups, including primary healthcare service providers, particularly Chinese medicine practitioners, to build up the healthcare network at the district level.

The core centre of the Sai Kung DHC Express is located at 3/F, Po Ning House, Po Lam Estate, Tseung Kwan O. The first two service points are located in Hau Tak Estate. The remaining four service points, to be set up in Kin Ming Estate, Sheung Tak Estate, Tsui Lam Estate and King Lam Estate, will commence service progressively between the end of this year and January 2022.
