Recruitment for six civil service graduate grades starts today

     The Government launched a recruitment exercise today (September 18) for appointment as Administrative Officer, Executive Officer II, Assistant Labour Officer II, Assistant Trade Officer II, Management Services Officer II and Transport Officer II in 2021-22. The respective recruitment targets are set out below:

     The application period for the above posts opens today and closes at 5pm on October 8 Hong Kong time. The recruitment is open to all permanent residents of the Hong Kong Special Administrative Region (HKSAR) who meet the relevant entry requirements. Current final year undergraduates may also apply. Details of the entry requirements for these posts have been uploaded to the Civil Service Bureau's (CSB) website at www.csb.gov.hk, as well as the HKSAR Government portal (GovHK) at www.gov.hk. For the recruitment of Administrative Officers, relevant information is also available on a dedicated website at www.ao-recruitment.gov.hk.

      As part of the entry requirements, applicants for these posts will need to have obtained:
     
(a) Level 2 in the two language papers (Use of Chinese and Use of English) in the Common Recruitment Examination (CRE), or equivalent;
(b) a Pass result in the Aptitude Test paper in the CRE; and
(c) a Pass result in the Basic Law Test (BLT) (degree/professional grades).

      All applicants for civil service jobs will be assessed on their Basic Law knowledge. For all civil service recruitment exercises advertised on or after August 6, 2021, a pass result in the BLT is an entry requirement for civil service jobs requiring degree/professional qualifications. Only those candidates who have passed the BLT will be considered for appointment. Attaining a score at or above 53 out of the full mark of 100 (i.e. getting at least 8 out of 15 questions correct) will be deemed to be a pass result in the BLT. The BLT result will also constitute an appropriate weighting in a candidate's overall assessment.

      Under the following circumstances, applicants who do not possess the requisite CRE results or equivalent results, and/or those without a pass result in the BLT, may also apply:

(a) applicants who have applied for the coming CRE and/or BLT scheduled to be held on October 9 in Hong Kong;
(b) applicants who would have managed to submit the application between September 25 and October 8 for the coming CRE and/or BLT tentatively scheduled to be held on December 4 in seven cities outside Hong Kong (namely Beijing, London, San Francisco, New York, Toronto, Vancouver and Sydney)[Note 1]; or
(c) applicants who already possess requisite CRE results or equivalent results, but have not attained a pass result in the BLT and have not applied for the BLT. Arrangements will be made for them to take the BLT during the recruitment process.

     The aforementioned applications will only be processed subject to the applicant obtaining the requisite CRE and/or BLT results.
 
      Eligible applicants possessing the requisite CRE results, or equivalent, will be arranged to attend the Joint Administrative Officer/Executive Officer/Labour Officer/Trade Officer/Management Services Officer/Transport Officer Recruitment Examination (JRE) to be held tentatively on December 4. Candidates residing or studying outside Hong Kong may take the JRE on the same date in any one of the seven cities outside Hong Kong as mentioned above. For the examination outside Hong Kong, it may only be held subject to prevailing regulations and measures in that particular city in light of the COVID-19 pandemic situation. If the situation warrants, the examination may be deferred or cancelled. Any updates on the examination arrangements will be announced on the CSB’s website at www.csb.gov.hk.
 
      Applicants can make online applications directly through the CSB's website at www.csb.gov.hk. Alternatively, application forms (CSB 606 (Rev. 9/2021) and CSB 606A (Rev. 9/2021)) can be downloaded from the CSB's website. They are also available at Home Affairs Enquiry Centres of the Home Affairs Department, Job Centres of the Employment Services Division of the Labour Department, or the Information Counter on 1/F of the Trade and Industry Tower.
 
      Each applicant should submit only one application, either online or by post. Duplicate applications may cause a delay in processing and notifying applicants of their examination details. For applications submitted by post, please ensure that the address on the envelope is clear and correct and that sufficient postage has been paid. Mail items bearing insufficient postage will not be delivered and will be returned to the sender or disposed of by Hongkong Post, where appropriate.
