National Security Education Day 2022 on April 15

The following is issued on behalf of the Committee for Safeguarding National Security of the Hong Kong Special Administrative Region:
 
     On July 1, 2015, the 15th meeting of the Standing Committee of the 12th National People's Congress passed the National Security Law of the People's Republic of China, and designated April 15 each year as the National Security Education Day.
      
     The Law of the People's Republic of China on Safeguarding National Security in the Hong Kong Special Administrative Region (the Hong Kong National Security Law) was promulgated and implemented on June 30, 2020. Article 3 of the Hong Kong National Security Law stipulates that it is the duty of the Hong Kong Special Administrative Region under the Constitution to safeguard national security and the Region shall perform the duty accordingly, while Article 10 stipulates that the Region shall promote national security education to raise the awareness of Hong Kong residents of national security and of the obligation to abide by the law.
      
     April 15 this year will be the second National Security Education Day after implementation of the Hong Kong National Security Law. It also marks the launch of the second National Security Education Day organised by the Committee for Safeguarding National Security of the Hong Kong Special Administrative Region. The theme of National Security Education Day 2022 is “Uphold National Security, Safeguard Our Home”. The objectives include raising Hong Kong residents’ awareness on national security; creating a positive atmosphere of national security; enhancing the capacity to fend off national security risks; deepening public understanding of the National Constitution, the Basic Law and the Hong Kong National Security Law, and all the key elements of holistic view of national security, with a view to fostering a stronger sense of national identity.
      
     In view of the COVID-19 epidemic situation, the publicity and promotion activities will be conducted mainly through online platforms on April 15, 2022. These include a 5-minute special programme on the National Security Education Day; a national security education picture book for children on outer space security in Chinese, English and several languages of ethnic minorities in Hong Kong, the electronic form of which will be made available for online perusal and downloading.
