LegCo to consider Criminal Procedure (Amendment) Bill 2023

The following is issued on behalf of the Legislative Council Secretariat:

     The Legislative Council (LegCo) will hold a meeting on Wednesday (July 12) at 11am in the Chamber of the LegCo Complex. During the meeting, the Second Reading debate on the Criminal Procedure (Amendment) Bill 2023 will resume. If the Bill is supported by Members and receives its Second Reading, it will stand committed to the committee of the whole Council. After the committee of the whole Council has completed consideration of the Bill and its report is adopted by the Council, the Bill will be set down for the Third Reading.

     Meanwhile, the Second Reading debates on the Bankruptcy and Companies Legislation (Miscellaneous Amendments) Bill 2023, the Fines and Fixed Penalties (Public Cleanliness and Obstruction) (Miscellaneous Amendments) Bill 2023, the Shipping Legislation (Electronic Certificates and Electronic Log-books) (Amendment) Bill 2023, and the Development (Town Planning, Lands and Works) (Miscellaneous Amendments) Bill 2022 will resume. If the Bills are supported by Members and receive their Second Reading, they will stand committed to the committee of the whole Council. After the committee of the whole Council has completed consideration of the Bills and their reports are adopted by the Council, the Bills will be set down for the Third Reading.

     The Regional Flag and Regional Emblem (Amendment) Bill 2023, the Road Traffic Legislation (Enhancing Personalized Point-to-point Transport Services) (Amendment) Bill 2023 and the Taxi-Driver-Offence Points Bill will be introduced into the Council for the First Reading and the Second Reading. The Second Reading on the Bills will be adjourned.

     On Member's bill, the Second Reading debate on the Hong Kong University of Science and Technology (Amendment) Bill 2023 will resume. If the Bill is supported by Members and receives its Second Reading, it will stand committed to the committee of the whole Council. After the committee of the whole Council has completed consideration of the Bill and its report is adopted by the Council, the Bill will be set down for the Third Reading.

     On Members' motions, Ms Starry Lee will move a proposed resolution under section 34(4) of the Interpretation and General Clauses Ordinance to extend the period for amending subsidiary legislation. The proposed resolution is set out in Appendix 1.

  Mr Holden Chow will move a motion on strengthening child-minding services. The motion is set out in Appendix 2. Dr Hoey Simon Lee, Mr Kwok Wai-keung and Mr Kenneth Leung will move amendments to Mr Chow's motion.

     Mr Shang Hailong will move a motion on following up on President Xi Jinping's important instruction on innovation and technology on June 30 2022. The motion is set out in Appendix 3. Mr Yim Kong, Mr Duncan Chiu and Dr Chow Man-kong will move amendments to Mr Shang's motion.

     During the meeting, Mr Shiu Ka-fai, Chairman of the Public Accounts Committee, will present the "Report of the Public Accounts Committee on Report No. 80 of the Director of Audit on the Results of Value for Money Audits" and address the Council.

     Members will also ask the Government 22 questions on various policy areas, six of which require oral replies.
