LegCo Panel on Welfare Services visits Hong Kong Society for the Protection of Children and its Children’s Residential Home (with photos)

     The Legislative Council (LegCo) Panel on Welfare Services visited the Hong Kong Society for the Protection of Children (HKSPC) and its Children’s Residential Home (CRH) today (November 19) to learn about its latest situation following the completion of the reform project.

     Members first received a briefing from HKSPC representatives on its services and operations, and then observed the facilities and environment of CRH. Members learned that HKSPC has implemented a series of measures over the past two years to enhance its service quality and organisational governance. This year, HKSPC received an allocation from the Lotteries Fund to gradually integrate AI surveillance technology into its CCTV systems, enabling the monitoring and early identification of any signs of improper behaviors towards children. The system is expected to commence operation in June 2025.

     Members also visited the Air Cargo Community Day Crèche and the Children and Family Services Centre of the HKSPC, to learn about its childcare and family support services. Members then exchanged views with HKSPC representatives on issues such as establishing effective regulatory mechanisms, improving service quality, strengthening staff training and further promoting a culture of child protection. 
 
     Members who participated in the visit were the Chairman of the Panel, Reverend Canon Peter Douglas Koon, and Deputy Chairman, Ms Doreen Kong; Panel members Mr Stanley Li, Mr Kenneth Leung, Mr Tang Ka-piu; as well as non-Panel members Dr Junius Ho, Mr Edward Leung and Ms Joephy Chan.
