Kowloon East Region of HKPF conducts inter-departmental table-top exercise for KTSP to enhance collaboration and responsiveness (with photos)

     The Kowloon East Region of the Hong Kong Police Force (HKPF) held the first inter-departmental tabletop exercise, codenamed WINGEDTIGER, for the Kai Tak Sports Park (KTSP) at the Kowloon East Regional Headquarters yesterday (October 25) to enhance collaboration and immediate response capabilities of various departments and relevant stakeholders when responding to emergencies during large-scale events.
      
     The KTSP is expected to open in the first quarter of 2025, and the objective of this exercise was to ensure that all stakeholders can effectively respond to emergencies within the park. Over 150 representatives from various government departments and related organisations attended and participated in the exercise, including the Security Bureau, the Culture, Sports and Tourism Bureau, the Transport and Logistics Bureau, the Hospital Authority, the HKPF, the Fire Services Department, the Civil Aid Service, the Transport Department, the Leisure and Cultural Services Department, the Kowloon City District Office of the Home Affairs Department, the MTR Corporation Limited, the KTSP, the Hong Kong Computer Emergency Response Team Coordination Centre, and the Hong Kong St. John Ambulance. The exercise aimed to prepare for the future operation of the KTSP. The exercise simulated a series of potential incidents during two types of large-scale events: concerts and international football matches. Stakeholders were required to immediately allocate manpower, adopt contingency measures, and coordinate actions with other units in response to different emergencies in real-time. In addition, several experts were invited to share their professional knowledge after the exercise, facilitating knowledge exchange and experience sharing among the participating units.
      
     This exercise not only strengthened communication and cooperation among various organisations but also improved overall crowd management, collaboration, and responsiveness when handling large-scale incidents. It serves as a rehearsal for the test events and on-site drills scheduled from late October to the first quarter of next year, ensuring the smooth operation of the KTSP during its official commissioning.
