The Hong Kong Housing Authority (HA) hosted the Estate Management Services Contractors Awards (EMSC Awards) 2020 presentation ceremony at the HA Headquarters in Ho Man Tin today (March 10). A total of 51 awards were presented to services contractors, property services managers and front-line staff in recognition of their outstanding performance in managing the HA's properties last year.
Officiating at the presentation ceremony, the Deputy Director of Housing (Estate Management), Mr Ricky Yeung, said, "We have made concerted efforts with our services contractors to fight against the epidemic, acting promptly and proactively by taking effective action, including carrying out thorough cleaning and disinfection at the public housing blocks where the latest confirmed cases were identified, and implementation of effective preventive measures in all housing estates.
"Thanks to the full commitment of the services contractors to support us in different aspects, we have been able to respond swiftly and implement the array of additional measures smoothly, thereby safeguarding the health of our residents. The close partnership between the HA and the services contractors has become increasingly essential during this challenging period."
The Estate Management Services Contractors Awards is held annually to give due recognition to services contractors with outstanding performance. The awards under the EMSC Awards 2020 went to 14 services contractors providing property management, cleaning, security and car park operating services. Seven property services managers and 21 front-line staff members were also commended. The full list of awardees can be found in the Annex.
The estates managed by the winners of the Best Public Rental Housing Estate (Property Services) (Large Estate) award are Kwai Fong Estate, Ching Ho Estate, Tak Long Estate and Cheung Ching Estate while the estates managed by the winners of the Best Public Rental Housing Estate (Property Services) (Small Estate) award are Lung Yat Estate, Shui Pin Wai Estate and Cheung Lung Wai Estate.
The award winners were selected based on the combined scores given by the assessment panel, the Housing Department's supervisory teams, feedback from the Estate Management Advisory Committees and the results of random surveys conducted among residents. The HA has established a stringent tendering system and an effective contract management mechanism to ensure the delivery of quality and reliable services by services contractors.
Currently, more than half of the management of the HA's public rental housing estates is outsourced to property services contractors, and many major maintenance tasks in the HA estates are being supervised by them. By leveraging the private sector's resources and experience in managing private properties, the HA works to continuously raise the quality of its estate management services and to provide a pleasant living environment for its tenants.
