HKSAR Government to hold 2020 Constitution Day Seminar online

      To enhance public understanding of the constitutional basis of Hong Kong, the Hong Kong Special Administrative Region (HKSAR) Government will hold an online seminar on the Constitution Day tomorrow (December 4) under the theme of "The Constitution and National Security" to analyse the important concept of national security, explore the relationship between the Constitution and the Law of the People's Republic of China on Safeguarding National Security in the Hong Kong Special Administrative Region (National Security Law) and national security, as well as examine the importance of the Constitution and the National Security Law in safeguarding the country's sovereignty, security and development interests. The Liaison Office of the Central People's Government in the Hong Kong Special Administrative Region and the Endeavour Education Centre will be the supporting organisations.
 
       On November 1, 2014, the Standing Committee of the 12th National People's Congress (NPCSC) decided to designate December 4 as Constitution Day and conduct promotion and education activities of the Constitution through multiple channels, in order to enhance public awareness of the Constitution, promote its spirit, strengthen its implementation and advance the overall law-based governance of the country.
 
       The Seminar comprises two parts, namely a keynote address and a dialogue session. The Chief Executive, Mrs Carrie Lam, and the Director of the Liaison Office of the Central People's Government in the HKSAR, Mr Luo Huining, will address the Seminar, to be followed by the keynote speech delivered by Professor Chen Duanhong of the Peking University Law School. The dialogue session will be moderated by the Chairman of the Management Committee of the Endeavour Education Centre, Mrs Rita Fan, who will host a discussion on the relationship between the Constitution and national security with the first Secretary for Justice and former Vice-chairperson of the HKSAR Basic Law Committee of the NPCSC, Ms Elsie Leung, and Member of the HKSAR Basic Law Committee of the NPCSC, Mr Johnny Mok, SC.
 
       The online Seminar will be broadcast from 11am to 12.30pm tomorrow at webcast.info.gov.hk and the Facebook page of the Constitutional and Mainland Affairs Bureau (www.facebook.com/cmab.gov.hk).
