Europe needs social consensus for strong, dynamic and sustainable industrial change

EESC-CCMI celebrates 15th anniversary with discussion on Industry and Society 4.0

Industry has always been shaped by continuous change. But some changes are real upheavals, such as the industrial revolution in the 19th century and the one we are facing now: Industry 4.0, the digital revolution of the 21st century. “It may be almost impossible to predict the future, but we need to be prepared for it”: that was the message from the panellists at the event.

In particular, Europe needs a comprehensive public-private partnership framework:

  • to boost long-term investment in digital industrial change;
  • to ensure continually renewed 4.0 skills, life-long learning, quality jobs and the   sustained protection of labour standards in the new digital age;
  • to promote a fair societal distribution of the “digital dividend”;
  • cooperation at all levels and along the value chain is paramount.

On 16 November, the Consultative Commission for Industrial Change (CCMI) of the European Economic and Social Committee (EESC) celebrated its 15th anniversary with a conference entitled “From Industrial Change to Society 4.O”.

Opening the event, CCMI president Lucie Studničná said: “Europe must reach a viable social consensus if the 4.0 process is to be strong, dynamic and sustainable. Industrial change and societal change are forged together and social and civil dialogues are paramount.” She saw four important challenges ahead:

  • creating a single Industry 4.0 policy framework for all EU members, with cybersecurity at the core of the project;
  • strengthening cooperation between the industrial and services sectors and the universities, ensuring the labour force is enabled to master the technological skills for Industry 4.0.
  • framing 4.0 industrial transformation with less “flexicurity” and more “security-flex” 

Count Etienne Davignon, special guest at the 15th CCMI anniversary, voiced his regret that industry was given too little importance: “Today industry has become like an abandoned child. With the Common Market, the EU thought everything would run itself, but the market is not strong enough. The market also needs a state that arranges things.”

Europe’s young people play a key role in shaping its industrial future. With this in mind, Count Davignon proposed teaching entrepreneurship from childhood on: “Businesses and schools must be brought together, and apprenticeship must have a higher standing in society. It needs to become as fashionable to be an apprentice as to be a student, because we need both.”

EESC member Joost van Iersel referred to the impact the 4.0 transformation was already having on business models. New kinds of SMEs would emerge in all production or service sectors. The relationship between society and the production sector would also change, creating prosumers as new market participants. An emphasis on education, training and skills was therefore paramount – but also on collaboration between the main stakeholders, such as the private and public sectors, businesses and universities: “We need to do it together, or we fall apart as a society,” he warned.

Enrico Gibellieri and Jacques Glorieux, two founding members of the CCMI, pointed out the importance of bringing in the different positions of various sectors of industry and society and so adding to the wealth of ideas: “This knowledge that civil society has is essential and should be the basis for Europe’s decision-making.”

Adrian Harris, Director General of Orgalime, which represents a sector that directly employs almost 11 million people across Europe and which had a turnover of EUR 2 000 billion in 2016, highlighted the strength of Europe’s industry in manufacturing-based services: “Our industry is well placed to build on its strengths through increasing digitalising of production, products, processes and services. The Single Market, the Digital Single Market and the Energy Union are important agendas for Europe’s industry; however, what we are still missing is an EU industrial policy.”

“Compared with the US and China, Europe is lagging behind in Industry 4.0.,” said Mark Nicklas from DG Grow. This was particularly true for SMEs, which are at the heart of Europe’s industry. Europe needs to invest in production equipment, but also in new skills and new forms of management and work. While 62% of US enterprises are prepared for the current transformation, only 38% of those in the EU are ready for the challenges. However, Europe is leading in clean production, which is an asset in terms of commitments under the Paris Agreement and the Sustainable Development Goals.

Wolfgang Greif thought we needed to discuss a new distribution of work, new employment conditions and an intelligent approach to reducing working hours. It was also important that everyone – whether in or out of work, in stable or precarious employment – had the same opportunities for training and education.

The CCMI is the direct successor of the European Coal and Steel Community’s Consultative Committee. Made up of 51 EESC members and 51 external delegates, it delivers in-depth policy opinions and reports on many industrial sectors, based on fact-finding field trips, sectoral consultations, hearings and conferences with civil society stakeholders.

Sommet social pour des emplois et une croissance équitables: Un programme de principe d’abord et d’action ensuite

Dans son discours d’ouverture, concernant le socle des droits sociaux qui sera proclamé à l’occasion du sommet social par le Parlement européen, le Conseil et la Commission européenne, le Président Juncker a déclaré: “Lorsque j’ai pris mon mandat, parmi les dix priorités que j’avais présentées au Parlement figurait la mise en place d’un socle des droits sociaux minimaux que nous appelons aujourd’hui socle des droits sociaux. C’est une longue liste d’intentions, de convictions et de principes. Mais je ne voudrais pas que ce sur quoi nous nous sommes mis d’accord soit considéré par les beaux esprits, qui sont nombreux, comme un poème. Ce n’est pas un poème, c’est un programme: programme de principe d’abord, programme d’action ensuite.” La proclamation du socle réaffirmera l’engagement commun des dirigeants de l’UE à défendre et à sauvegarder les 20 principes et droits qui y sont consacrés.Le Président Juncker a aussi fait référence au programme Erasmus, en disant qu’il ne veut pas voir une diminution du budget: “aucune réduction ne devrait être acceptée pour le programme Erasmus + “ et a ajouté qu’il faut plus de jeunes, plus d’apprentis, plus de professeurs faisant partie du programme. Le sommet marque une étape décisive dans le débat plus large sur l’avenir de l’Europe, qui a démarré avec le livre blanc de la Commission européenne et la feuille de route pour une Union plus unie, plus forte et plus démocratique du président Juncker. Juncker Plan exceeds €250 billion in investment and backs new deals in Slovenia, France and Ireland

Following this week’s meeting of the European Investment Bank (EIB) Board of Directors, the European Fund for Strategic Investments (EFSI) is now expected to trigger more than €251.6 billion in investments. The deals approved under the EFSI amount to €49.6 billion in financing and are located in all 28 Member States. Around 528,000 small and medium-sized companies (SMEs) are expected to benefit from improved access to finance. As of November, the top five countries ranked in order of investment triggered relative to GDP are Estonia, Bulgaria, Greece, Portugal and Spain. The EIB Group has also signed new agreements in Slovenia, France and Ireland. In Slovenia, the European Investment Fund (EIF) and SID Banka, the Slovene export and development bank, are launching a €100 million equity investment programme in Slovenia to support growing SMEs and mid-cap companies. Also in Slovenia, the EIB is lending €51 million to Slovenian company DARS to finance the introduction of an electronic tolling system for vehicles above 3.5t using the country’s motorway network, which will ease traffic flow. In France, the EIB is supporting an innovative renewable energy project by providing €90 million to Valeco to construct 38,000 solar panels with a total energy of 12MW covering the energy consumption of 6,000 local homes, saving 13,340 tonnes of CO2 per year. Finally, the EIF and the Strategic Banking Corporation of Ireland (SBCI) are tripling their finance for Irish SMEs, with €330 million now available to around 10,000 businesses. All of these agreements benefit from the guarantee of the Investment Plan’s European Fund for Strategic Investments. MiFID II: EU issues rules on the trading obligation for derivatives

The Commission has today issued rules to make certain types of derivatives trades safer and more transparent. A derivative is a financial contract linked to the fluctuation in the price of the underlying asset or basket of assets to which it refers (e.g. the development of interest rates). The new rules specify which derivatives should be subject to the trading obligation under the Markets in Financial Instrument Regulation (MiFIR) and follows G-20 commitments to ensure that more trading in derivatives takes place on transparent trading venues, instead of being privately negotiated over the counter. Valdis Dombrovskis, Vice-President in charge of Financial Stability, Financial Services and Capital Markets Union, said: “With these rules, EU financial market players will now have certainty on what derivatives will have to be traded on venues where greater safety, stability and transparency are assured.” Specifically, the new rules determine those derivatives that may only be traded on an EU trading venue or a non-EU trading venue covered by equivalence decisions of the Commission. EU trading venues include regulated markets, multilateral trading facilities, and organised trading facilities. The rules adopted today take the form of regulatory technical standards (RTS) and will now be sent for scrutiny to the European Parliament and the Council. Furthermore, the Commission is planning to soon adopt its equivalence decision recognising some US trading platforms, following last month’s agreement with the US Commodity Futures Trading Commission (CFTC) on a common approach regarding certain derivatives trading platforms. Mergers: Commission clears the creation of a joint venture in Malaysia between Mitsui and Sime Darby

The European Commission has approved, under the EU Merger Regulation, the acquisition of joint control over a newly created joint venture by Mitsui & Co., Ltd of Japan and Sime Darby Property (Sungai Kapar) Sdn Bhd of Malaysia. The joint venture will be established in Malaysia, where it will acquire and develop plots of land as a logistics and industrial park. Mitsui is a general trading company engaged in business areas such as machinery, electronics, iron, steel, coal, chemicals and energy. Sime Darby is mainly engaged in property development in Malaysia. It belongs to the Sime Darby group, a multi-national group active in plantation, industrial equipment, motors, property and logistics. The Commission found that the transaction would raise no competition concerns in the EEA as the joint venture has no actual or foreseen activities within the EEA. The transaction was examined under the simplified merger review procedure. High Representative/Vice-President Federica Mogherini travels to Myanmar for the ASEM Foreign Ministers’ Meeting and to Bangladesh

On Monday and Tuesday 20-21 November, the EU High Representative for Foreign Affairs and Security Policy/Vice-President of the European Commission, Federica Mogherini, will lead the European delegation at the 13th Asia-Europe Meeting (ASEM) of Foreign Ministers in Nai Pyi Taw, Myanmar. On Sunday 19 November, the High Representative/Vice-President will also have a working visit to Bangladesh. The theme of this year’s Asia-Europe Meeting is “Strengthening Partnership for Peace and Sustainable Development” with a focus on security, economic, and political issues of common interest. The meeting will serve as preparation for next year’s 12th ASEM Summit (Brussels, October 2018). While in Nai Pyi Taw, High Representative/Vice-President Mogherini will also hold a number of bilateral meetings. The visit will also provide an opportunity to address the situation in Northern Rakhine State. In Bangladesh, the High Representative/Vice-President will visit Rohingya refugee camps in the district of Cox’s Bazar, and meet with representatives of humanitarian organisations. Le commissaire Navracsics participe au Conseil Éducation, Jeunesse, Culture et Sport

Lundi et mardi 20 et 21 novembre, la Commission européenne sera représentée au Conseil Education, Jeunesse, Culture et Sport par le Commissaire Tibor Navracsics. Au cours de la première journée, les ministres de la Jeunesse devraient adopter une approche générale sur le règlement relatif au Corps européen de solidarité. Les ministres de l’éducation discuteront de l’avenir des compétences et de l’évolution du rôle de l’enseignement et de la formation professionnelle et adopteront des conclusions du Conseil sur le développement scolaire et l’enseignement supérieur, ainsi qu’une recommandation sur le suivi des étudiants diplômés. Le Commissaire Navracsics présentera également la Communication intitulée “Renforcer l’identité européenne par l’éducation et la culture” qui est discutée aujourd’hui par les chefs d’Etat et de gouvernement de l’Union lors d’un déjeuner de travail organisé en marge du Sommet social de Göteborg en Suède (une série de factsheets sur la communication est disponible ici). Le Commissaire informera aussi les ministres des préparatifs du Sommet sur l’éducation qui se tiendra à Bruxelles le 25 janvier 2018 et qui donnera suite aux orientations proposées par la Commission européenne dans la Communication adoptée le 14 novembre 2017. Mardi, les ministres de la Culture tiendront un débat d’orientation sur le rôle de la culture dans l’édification de sociétés ouvertes et solidaires en Europe et devraient s’accorder sur des conclusions du Conseil relatives à la promotion de l’accès à la culture par des moyens numériques. Sur le volet sport du Conseil, les ministres mèneront un débat politique sur les principaux défis dans le sport au XXIe siècle en présence de Thomas Bach, président du Comité international olympique. Les ministres du sport devraient adopter des conclusions sur le rôle des entraîneurs dans la société et une résolution sur le développement du dialogue structuré au niveau de l’UE dans le sport. La semaine européenne de la robotique 2017 : montrer la capacité des robots à améliorer le quotidien en Europe

La semaine européenne de la robotique 2017  (ERW2017) aura lieu du 17 au 26 novembre 2017 partout en Europe. Avec plus de 1000 événements organisés localement, ERW2017 sera l’occasion d’exposer différents projets robotiques venant de toute l’Europe et de démontrer le rôle croissant que jouent les robots dans une grande variété de domaines, comme la santé, l’éducation, l’environnement ou encore la coopération internationale. Différents événements comme des journées portes ouvertes dans des usines, des laboratoires de recherche, des visites d’écoles par des robots et des discussions avec des experts auront lieu au cours de cette semaine. Pendant cette année, les objectifs sont de démontrer à quel point la technologie robotique est capable d’améliorer nos sociétés ainsi que de sensibiliser les jeunes générations à l’importance grandissante des compétences scientifiques, technologiques, d’ingénierie et mathématiques (STEM) qui leur permettront de s’impliquer dans les secteurs de la robotique et de l’intelligence artificielle. A Bruxelles, l’événement principal de la semaine européenne de la robotique 2017 aura lieu du 20 au 23 novembre et sera organisé par le Comité des Régions. La communauté de recherche européenne sur la robotique (menée par le partenariat sur la recherche robotique SPARC, que finance l’UE) expliquera comment les citoyens européens et les entreprises peuvent bénéficier de ces technologies. Andrus Ansip, Vice-président pour le marché unique numérique, et  Mariya Gabriel, commissaire chargée de l’économie et de la société numériques, notamment, ont souligné à plusieurs reprises l’importance des robots pour l’industrie européenne et la société (des discours sont disponibles iciet ici).
