The Commissioner of Police, Mr Siu Chak-yee, led representatives of the Hong Kong Police Force to Shenzhen yesterday (September 30) to meet with the delegations headed by the Vice-Governor of Guangdong Province and the Director of Guangdong Provincial Public Security Department, Mr Wang Zhizhong, and the Director of Guangdong Coast Guard, Mr Liu Shaogen, to review both sides’ anti-smuggling efforts.
At the meeting, both sides expressed great concern about the passing of Senior Inspector Lam Yuen-yee while she was performing duty at the waters near Sha Chau days ago and agreed to immediately set up a task force to strengthen exchange of intelligence for investigating the case actively and thoroughly.
The two sides agreed to step up enforcement actions against smuggling syndicates controlled by triads in strategic, tactical and operational aspects. Strategically, the Guangdong Provincial Public Security Department and the Hong Kong Police Force will maintain close liaison in enhancing safety of officers, efficacy of equipment, exchanges on training, as well as operational efficacy. Tactically, the Guangdong Coast Guard and the Hong Kong Marine Police will enhance co-operation and intelligence exchange. Operationally, the two sides will step up enforcement actions and conduct joint operations, making vigorous efforts to combat criminal syndicates.
Besides, the two sides will step up enforcement actions against the recruitment of syndicate members, blocking their source of funding and criminal proceeds, as well as targeting against storage of frozen meat and alteration of vessels. Handover of smuggling vessels and tools will also be sped up.
Mr Siu pointed out that in addition to strengthening co-operation with mainland law enforcement agencies, the Police will also liaise and work closely with local law enforcement agencies to jointly combat smuggling syndicates.
The Hong Kong delegation comprised of the Director of Crime and Security, Mr Chow Yat-ming, Assistant Commissioner of Police (Security), Mr Chan Tung, supervisors of the Organized Crime and Triad Bureau and Marine Region and officers from Liaison Bureau.
