The Food and Health Bureau (FHB) announced today (September 14) that through open tenders, the operation service contract for the Sham Shui Po (SSP) District Health Centre (DHC) has been awarded to St James' Settlement (the SSP DHC operator) and that for the Wong Tai Sin (WTS) DHC has been awarded to Hong Kong Sheng Kung Hui Welfare Council Limited (the WTS DHC operator).
The SSP and WTS DHC operators are given a gearing-up period of up to 10 months in preparation for a three-year operation of the DHCs no later than end June, 2021 and end June, 2022 respectively. The contract sum is $311.54 million for the SSP DHC and $307.82 million for the WTS DHC.
The SSP DHC will be located on the second floor of the Shek Kip Mei Estate Redevelopment Phase 6 Retail Facilities and the WTS DHC at the Diamond Hill Public Housing Estates Phase 1 (Public Housing Development). The Core Centres of the DHCs will each have about 1 000 square metres of net operating floor area, providing various healthcare services including health promotion, health assessment, chronic disease management and community rehabilitation. The operators will be required to set up satellite centres in different sub-districts of the two districts within 12 months of operation. The Core Centres and satellite centres will be open 10 hours a day and six days a week.
In addition to a core team, the operators are required to recruit and develop a multi-disciplinary network of medical and healthcare practitioners (including doctors, nurses, allied health professionals and Chinese medicine practitioners) practising within or next to the service district. Through multiple access and service points, the network of health professionals support the DHC by providing medical, healthcare and/or health assessment services to DHC members outside the DHC Centres upon referral. The DHCs are also responsible for co-ordination with community partners which provide healthcare and social welfare services in the district, and make referrals as necessary.
With the establishment of the first DHC in Kwai Tsing District since September 2019, and the SSP DHC and the WTS DHC in 2021 and 2022, the Government will gradually set up DHCs in all 18 districts to provide primary healthcare services to the public.
