Ballots were drawn today (December 15) for the Hong Kong Housing Authority (HA)'s Sale of Home Ownership Scheme (HOS) Flats 2020 (HOS 2020) and White Form Secondary Market Scheme (WSM) 2020 (WSM 2020).
The Chairman of the HA Subsidised Housing Committee, Ms Cleresa Wong, officiated at the ballot drawing. In view of the pandemic, the HA arranged a live broadcast of the entire process through its Facebook page for public viewing.
"During the application period, the HA received a total of around 236 000 applications for HOS 2020 (comprising around 203 000 White Forms and around 33 000 Green Forms) and around 117 000 applications for WSM 2020, out of which around 193 000 for HOS 2020 and around 103 000 for WSM 2020 were received through online application," a spokesman for the HA said.
The ballot drawing conducted today is to determine the applicants' priority sequence for HOS 2020 and WSM 2020 based on the last two digits of their application numbers. For applicants holding the same drawn digits within the different application categories, their order of priority will be randomly generated by computer. The HA will, in accordance with the order of priority, invite White Form applicants and Green Form applicants holding a valid Green Form Certificate to submit the income and asset declaration form and supporting documents within a specified period for detailed vetting, so as to ascertain whether individual applicants meet the eligibility criteria for HOS 2020 and/or WSM 2020 and the final priority for flat selection of eligible HOS applicants.
A total of 7 047 flats in four new HOS developments, namely Kai Cheung Court in Diamond Hill, Choi Wo Court in Sha Tin, Kam Chun Court in Ma On Shan and Shan Lai Court in Fanling, are put up for sale under HOS 2020. In addition, rescinded flats arising from cancellation of the Agreements for Sale and Purchase from two HOS developments under HOS 2018 (Hoi Lok Court and Yu Tai Court) and five HOS developments under HOS 2019 (Hoi Tak Court, Kam Fai Court, Sheung Man Court, Yuk Wo Court and Yung Ming Court) as identified up to about one month before the commencement of flat selection will also be put up for resale under HOS 2020.
"The HA estimates that eligible applicants of HOS 2020 will be invited in batches to select HOS flats from May/June 2021," a spokesman for the HA said.
Sales brochures with detailed information and price lists of the new developments and rescinded flats will be made available for collection by the public and prospective purchasers at the HA Customer Service Centre (HACSC) in Lok Fu seven days before commencement of flat selection. In addition, electronic copies of these documents will be uploaded to the designated websites for the respective HOS developments at the same time.
WSM 2020 provides a quota of 4 500 for eligible applicants to purchase subsidised sale flats with premium not yet paid in the HA's HOS Secondary Market or in the Hong Kong Housing Society (HS)'s Flat-for-Sale-Scheme Secondary Market.
"The HA estimates that approval letters will be issued to eligible applicants of WSM 2020 in May/June 2021 for them to apply for the Certificate of Eligibility to Purchase (CEP) within six weeks from the issue date of the approval letters. The CEP is valid for 12 months from the issue date and the holder is entitled to purchase a subsidised sale flat with premium not yet paid within the validity period," the spokesman said.
The ballot results for HOS 2020 and WSM 2020 have been uploaded to the dedicated webpages on the HA/Housing Department website (www.hos.housingauthority.gov.hk/mini-site/hos2020/en/ballot-results.html and www.hos.housingauthority.gov.hk/mini-site/wsm2020/en/ballot-results.html respectively). Applicants who have submitted online applications will receive email notification of the ballot results following the ballot drawing ceremony.
The randomly generated order of all applications will be uploaded to the dedicated webpages tomorrow (December 16). It will also be displayed at the HACSC in Lok Fu, the estate offices and District Tenancy Management Offices of the HA, the rental estate offices of the HS and the Home Affairs Enquiry Centres of the Home Affairs Department from tomorrow. Applicants may also call the HA Sales and WSM hotline 2712 8000 for enquiries.
