Tenders invited for Sham Shui Po and Wong Tai Sin District Health Centres

     The Food and Health Bureau (FHB) today (December 30) invites tenders from non-public entities to provide services for the operation of the Sham Shui Po District Health Centre (DHC) and Wong Tai Sin DHC.
 
     The successful tenderers of the Sham Shui Po and Wong Tai Sin DHCs (i.e. the future operators of the DHCs), upon being awarded the two service contracts, will have a gearing up period of up to 10 months for the targeted commissioning of the two DHCs and associated service networks in 2021 and 2022 respectively, for operation for a three-year period.
 
     To change the focus of the present healthcare system from treatment-oriented to prevention-oriented, the Government is enhancing district-based primary healthcare services by setting up DHCs in all 18 districts. The first DHC in Kwai Tsing District has already commenced operation in September 2019.
 
     Being a key component of the public healthcare system, the DHC is a district primary healthcare hub comprising a core centre, supplemented by sub-district satellite centres and a network of private medical and healthcare practitioners providing multiple access and service points. Apart from service delivery, the DHC will co-ordinate with community partners providing social welfare and healthcare services in the district, and make referrals as necessary.
 
     Government-subsidised primary healthcare services, including health promotion, health assessment, chronic disease management and community rehabilitation, will be provided by the operators of the DHCs through medical-social collaboration and public-private partnership to enhance the public's capability in self-management of health and provide support for the chronically ill in the community. 
 
     The basic services to be operated by the DHCs are set out in the tender documents. The charges which the operators may impose on DHC clients cannot exceed the prescribed ceilings set out in the respective tender documents.
 
     The two tender notices are available on the FHB website (www.fhb.gov.hk/en/tender/). A briefing session will be arranged for interested bidders on January 23, 2020 (Thursday).  Details are set out in the tender documents.
 
     Tenderers must submit their tenders by placing them in the Government Secretariat Tender Box, located in the lobby of the Public Entrance on the Ground Floor, East Wing, Central Government Offices, 2 Tim Mei Avenue, Tamar, Hong Kong, before noon on February 28, 2020 (Friday). Transcript of remarks by STH

     Following is the transcript of remarks at a media session by the Secretary for Transport and Housing, Mr Frank Chan Fan, after attending a public event this afternoon (December 30):
 
Reporter: Mr Chan, what do you make of the transitional housing project by Wheelock? And how likely will we see more than 10 000 transitional housing?
 
Secretary for Transport and Housing: We are in the process of talking with a few developers at the time, and we are hopeful that we would be able to make up the 10 000 unit target next year. Of course we need time to design and build, and it would take roughly about two to three years. So by the end of the next three years, we will hopefully come up with, hopefully at least like other media friends have just mentioned, we are targeting for more, but at least we should aim at 10 000 units as of now.

New and revised statutory no smoking areas in public transport facilities

     The Tobacco and Alcohol Control Office of the Department of Health (DH) today (December 30) reminds the public that the public transport facilities (PTFs) shown in the Smoking (Public Health) (Designation of No Smoking Areas) (Amendment) Notice 2019 will be designated as no smoking areas (NSAs) with effect from tomorrow (December 31). Three PTFs will be newly designated as NSAs while four PTFs will have revised NSAs.

The three new NSAs are:

1. Chung On Bus Terminus;
2. West Kowloon Station Bus Terminus; and
3. Sai Kung (North) Public Transport Interchange.

The four PTFs with revised NSAs are:

1. Fo Tan (Shan Mei Street) Public Transport Interchange;
2. Hong Sing Garden Public Transport Interchange, Tseung Kwan O;
3. Cheung Wang Public Transport Interchange, Tsing Yi; and
4. Tsing Yi Station Public Transport Interchange.

     "The extension is aimed at further protecting the public from the harm of second-hand smoke," a spokesman for the Tobacco and Alcohol Control Office said.

     Since September 1, 2009, the Government has designated NSAs in PTFs by phases for those areas identified as fulfilling the criteria as set out in section 3(1AB) of Cap. 371. There are currently about 240 PTFs designated as NSAs.

     No-smoking signs and layout plans have been put up, and demarcation lines have been displayed to indicate clearly the boundaries with regard to the respective physical settings at the new NSAs to remind the public of the smoke-free requirements. The plans showing the boundaries of the NSAs are available in the Land Registry, and will be uploaded to the Tobacco and Alcohol Control Office's website (www.taco.gov.hk/t/english/legislation/legislation_ptf.html) for public inspection.

     Any person who smokes or carries a lighted cigarette, cigar or pipe in a designated NSA or in public transport will be liable for a fixed penalty of $1,500. Tobacco and Alcohol Control Inspectors will prosecute smoking offenders without prior warning.

     "We appeal to smokers to quit smoking as early as possible for their own health and that of the others. They are encouraged to call the DH's Integrated Smoking Cessation Hotline on 1833 183. The hotline is operated by registered nurses, providing professional counselling services on smoking cessation," the spokesman said.




Missing girl in Cheung Sha Wan located

     A girl who went missing in Cheung Sha Wan has been located.

     Ng Ka-yan, aged 16, went missing after she left her residence in So Uk Estate on December 10 afternoon. Her family made a report to Police on the same day.

     The girl turned up to Police to cancel the missing person report yesterday afternoon (December 29). She sustained no injuries and no suspicious circumstances were detected.




Crowd safety management measures and special traffic arrangements on Hong Kong Island on January 1

     Police will implement crowd safety management measures and special traffic arrangements on January 1 (Wednesday) to facilitate a public order event to be held on Hong Kong Island.

     The public event consists of two parts, namely a public meeting at Central Lawn of the Victoria Park followed by a public procession heading to Chater Road Pedestrian Precinct, Central.

     The public meeting at Central Lawn of the Victoria Park will commence at 1pm and the subsequent public procession will start at 3pm. The public procession will set off to Chater Road Pedestrian Precinct, Central, via Gate 15 of the park, Causeway Road, Leighton Road, Irving Street, Pennington Street, Yee Wo Street, Hennessy Road, Queensway, Queen’s Road Central and Des Voeux Road Central.

A. Arrangements for public meeting at Victoria Park

     To ensure that the participants of the public meeting enter the Central Lawn and set off the subsequent procession sequentially, the organiser will divide the Central Lawn into four sections and their event marshals will implement crowd management measure thereat.

     Members of the public participating in the public meeting are encouraged to use public transport to go to the park and enter the Central Lawn from the west via Gate 6 and 7 (near Sugar Street and Great George Street); or from the east via Gate 14 (Hing Fat Street near Lau Sin Street).
 
     The procession will set off at 3pm or when the participants have occupied about 85 per cent of the Central Lawn, whichever is earlier. The procession will depart from the Central Lawn via Exits 1 and 2, and move along the South Boulevard and Gate 15 of the Park to start.

B. Arrangements for public procession

     The procession will proceed along the westbound carriageway of the procession route and the eastbound and westbound tram lanes along Yee Wo Street, Hennessy Road, Queensway and Des Voeux Road Central. The eastbound carriageway will be reserved as emergency vehicles access and used by other road users. Police will make decision on the opening of traffic lanes according to the prevailing crowd condition.

     Participants arriving in Central should pay attention to the announcements made by the organiser and follow the instructions given by the Police or event marshals for a safe departure.

     To maintain public safety and public order, Police imposed several conditions to the organiser. The conditions include requesting the organiser to appeal to the participants taking part in fund-raising, hawking or any other propaganda activities to ensure that their stalls or temporarily-erected structures will not cause obstructions to the public procession or endanger the safety of the public procession participants or other road users.

     Members of the public going to Central, Admiralty, Wan Chai, Causeway Bay and Tin Hau are encouraged to use public transport. They should follow the instructions given by Police officers or event marshals, and pay attention to the temporary signage displayed on site.

     It is the policy of the Police to facilitate all lawful public order events and it will take measures to ensure public safety and public order. Police wish to co-operate closely with the organiser to facilitate a safe and orderly public event.

     Police appeal to the event participants to remain calm, be considerate and co-operative, as well as to express their views in a rational and peaceful manner.

2. Traffic along westbound Gloucester Road service road cannot turn left to southbound Percival Street;
3. Traffic along eastbound Causeway Road cannot turn left to northbound Hing Fat Street;
4. Traffic along westbound King’s Road will be diverted to Tsing Fung Street flyover;
5. Traffic along southbound Wing Hing Street must turn left to eastbound King’s Road; and
6. Traffic along westbound King's Road cannot turn right to northbound Hing Fat Street.

C. Suspension of parking spaces

     All parking spaces at Hing Fat Street public car park will be suspended from about 10.30am to 8pm.

     Disabled parking spaces on northbound Gloucester Road near Sugar Street, and all on-street parking spaces on Tung Lo Wan Road will be suspended from 10.30am to 8pm.

     During the road closure period, vehicles will not be allowed to enter or leave car parks on the closed roads.

     Any vehicles found illegally parked within the precincts of the special traffic arrangements will be towed away without prior notice, and subject to multiple ticketing.

     Actual implementation of the crowd safety management measures and traffic arrangements will be made depending on traffic and crowd conditions in the areas. Members of the public are advised to exercise tolerance and patience and take heed of instructions of the Police on site.
