HAD opens temporary heat shelters

     â€‹The Home Affairs Department will continue to open 18 community halls/community centres as temporary heat shelters today (August 14).
 
     The temporary heat shelters will remain open for people to take refuge from the heat when the Very Hot Weather Warning is in force. From 10.30pm to 8am the next day, the temporary heat shelters will also provide bedding and a sleeping place for people in need. The shelters are manned by duty attendants.
 
     In light of the implementation of mandatory use of the "LeaveHomeSafe" mobile application when entering government premises, all persons are required to use the app to scan the venue QR code before they are allowed to enter temporary heat shelters, except for exempted persons (including persons who are aged below 12 or aged 65 or above, persons with disabilities that render use of the app difficult and persons without smartphones). All exempted persons are required to complete a prescribed form to register their personal particulars, contact phone number and the date and time of entry. The staff will verify the information provided.

DCS speaks on Government Programme on Tackling Hygiene Black Spots (with photo/video)

     Following is the transcript of remarks made by the Deputy Chief Secretary for Administration, Mr Cheuk Wing-hing, at a media session after inspecting a hygiene black spot at a rear lane today (August 14):

Reporter: There are 600 hygiene black spots. How will you follow-up the dirty alleys and hygiene black spots? My second question is, how are you going to handle the complaints from the citizens? You said you will develop a system at the press conference on Friday, can you be more specific on how are you going to handle the complaints from the citizens? Will this campaign cost more workload for the cleaners? How will you ensure their legal rights? Thank you.

Deputy Chief Secretary for Administration: Can you repeat your first question? I can't hear you very clearly.

Reporter: There are more dirty alleys in the list and more than 600 hygiene black spots as mentioned, how will you do the follow-up?

Deputy Chief Secretary for Administration: As I just mentioned in Chinese, we will carry out extensive cleansing operation in all the black spots, including back lanes, and we will be doing that continuously. In the foreseeable future, I do not expect to remove those black spots, including back lanes, from our target list. Although the target list is living, currently we have around 600 black spots, that number may grow in response to community feedback about other hygiene black spots.

     Your question about handling complaints. That is something that we are very concerned about. Currently, members of the public can lodge complaints through the government hotline. And I have heard feedback that sometimes this system doesn't effectively work, we have to look into that, but I can assure you that whether it is through that government hotline or through departmental hotlines or what not, we will provide effective channels for members of the public to reflect their hygiene concerns to us.

SCS expresses sorrow over passing of Mr Ambrose S K Lee

     The Secretary for the Civil Service, Mrs Ingrid Yeung, today (August 14) expressed deep sorrow over the passing of Mr Ambrose S K Lee.
      
     Mrs Yeung said, "Mr Lee served Hong Kong for an extended period of time. He was an outstanding civil servant before he took up the posts of the Commissioner of the Independent Commission Against Corruption and the Secretary for Security. Mr Lee joined the Immigration Officer grade of the Government in 1974 and assumed the post of Director of Immigration in 1998. He made significant contributions during his leadership of Hong Kong's immigration service in the years following the return to the Motherland. I would like to express my heartfelt thanks to Mr Lee for his contributions to the civil service and, on behalf of the Civil Service Bureau, express our deepest condolences to his family."




Government follows up on positive results of sewage surveillance and appeals to residents to undergo virus testing

     The Government announced today (August 14) that in order to fight the coronavirus epidemic, the Environmental Protection Department and the Drainage Services Department have been collecting sewage samples for virus testing in all districts, and had detected positive results in some areas, indicating that there may be hidden cases in the premises within these areas.

Rapid test

     As regards positive sewage testing results with relatively high viral loads in the following areas, the Housing Department and the respective District Offices will commence distributing about 190 000 sets of the COVID-19 rapid antigen test (RAT) kits to residents, cleaning workers and property management staff working in the following areas for them to take the test on their own, in order to help identify infected persons:
                 

  • Eastern District – CASA 880, Cheung Yuen Mansion, Healthy Village Phase 1 to 3, North Point Mansion, Novum East, Braemar Terrace, La Place de Victoria, Mansion Building, Wah Shun Gardens, Yuen Tung Building, Lido Apartments, Tai On Building and Victoria Harbour
  • North District – On Shing Court, Noble Hill, On Kwok Villa, Royal Jubilee, Good View New Village, Tin Ping Estate, Cheong Shing Court, Fanling Garden and Mount One
  • Kwai Tsing District – Lai Yiu Estate and On Yam Estate

     Members of the public may refer to (www.coronavirus.gov.hk/rat/eng/rat.html) for enquiries relating to the use of the RAT kits.

     When using an RAT kit, please pay attention to and follow the instructions from the manufacturer to perform the test and read the result properly. It is advisable to record the displayed result by taking a photo immediately after reading. Users should wash their hands before and after performing the tests, and avoid placing non-essential items within the specimen collection area. After completing the test, wrap and seal all components of the test kit carefully and dispose of them properly. If the household environment is contaminated during the specimen collecting process, disinfection should be conducted with 1 in 49 diluted bleach solution or 70 per cent alcohol.

     People who obtained a positive result through an RAT for the first time can report via the online platform "Declaration System for individuals tested positive for COVID-19 using Rapid Antigen Test" (www.chp.gov.hk/ratp). If individuals encounter difficulties using the online platform, they can call the automated system at 183 6119 to register their identification document and telephone number. The Centre for Health Protection of the Department of Health will contact the relevant person later to finish the report procedure.




Sick person in custody dies in public hospital

     A sick 63-year-old male remand person in custody at Stanley Prison died in a public hospital today (August 14).

     The person in custody suffered from chronic obstructive pulmonary disease and heart disease. He required continuous medical care and follow-up at the institution hospital and a public hospital. On August 12, he was sent to a public hospital for treatment due to physical discomfort. During hospitalisation, his condition deteriorated and he was certified dead at 12.17pm today.

     The case has been reported to the Police. An inquest into the death will be held by the Coroner's Court.

     The person in custody was remanded for the offence of trafficking in a dangerous drug in July 2021.
