Extension of term of Inspector appointed by Financial Secretary to investigate affairs of Next Digital Limited

     The Government announced today (July 21) the further extension of the appointment of Mr Clement Chan Kam-wing as the Inspector to investigate the affairs of Next Digital Limited (NDL) by six months up to January 27, 2024.
 
     The Financial Secretary, pursuant to the power conferred on him by sections 841(2) and (3) of the Companies Ordinance (Cap. 622), had appointed Mr Chan as the Inspector to investigate the affairs of NDL. As the Inspector has indicated to the Financial Secretary that the above investigation was still ongoing, the Financial Secretary has decided to further extend the Inspector's appointment by six months.




Update on dengue fever

     The Centre for Health Protection (CHP) of the Department of Health today (July 21) reported the latest number of dengue fever (DF) cases, and urged the public to maintain strict environmental hygiene, mosquito control and personal protective measures both locally and during travel.

     From July 14 to yesterday (July 20), the CHP recorded two imported DF cases. The patients had been to Thailand during the incubation periods.

     As of yesterday, 19 imported cases of DF had been recorded in 2023. In 2022, 26 imported cases of DF were recorded.

     The latest surveillance data shows that there is an increase in DF cases noted in some places in Asia (such as Malaysia, Taiwan and Thailand) and South America compared to the same period last year, and the trend is rising. Members of the public, while travelling abroad, should stay vigilant and carry out effective mosquito prevention and control measures. Detailed information on the latest DF situation in Hong Kong, as well as neighbouring and overseas countries and areas, has been uploaded to the CHP's website (www.chp.gov.hk/files/pdf/df_imported_cases_and_overseas_figures_eng.pdf).

     "Apart from general measures, travellers returning from areas affected by DF should apply insect repellent for 14 days upon arrival in Hong Kong. If feeling unwell, seek medical advice promptly and provide travel details to the doctor," a spokesman for the CHP said.

     The public should take heed of the following advice on mosquito control:
 

  • Thoroughly check all gully traps, roof gutters, surface channels and drains to prevent blockage;
  • Scrub and clean drains and surface channels with an alkaline detergent compound at least once a week to remove any deposited mosquito eggs;
  • Properly dispose of refuse, such as soft drink cans, empty bottles and boxes, in covered litter containers;
  • Completely change the water of flowers and plants at least once a week. The use of saucers should be avoided if possible;
  • Level irregular ground surfaces before the rainy season;
  • Avoid staying in shrubby areas; and
  • Take personal protective measures such as wearing light-coloured long-sleeved clothes and trousers and apply insect repellent containing DEET to clothing or uncovered areas of the body when doing outdoor activities.

     â€‹DEET-containing insect repellents are effective and the public should take heed of the tips below:
 

  • Read the label instructions carefully first;
  • Apply right before entering an area with risk of mosquito bites;
  • Apply on exposed skin and clothing;
  • Use DEET of up to 30 per cent for pregnant women and up to 10 per cent for children*;
  • Apply sunscreen first, then insect repellent; and
  • Re-apply only when needed and follow the instructions.

* For children who travel to countries or areas where mosquito-borne diseases are endemic or epidemic and where exposure is likely, those aged 2 months or above can use DEET-containing insect repellents with a DEET concentration of up to 30 per cent.

LegCo Panel on Transport visits Modular Integrated Construction lift assembly yard under Universal Accessibility Programme (with photos)

     At the invitation of the Highways Department, the Legislative Council Panel on Transport visited the Modular Integrated Construction (MiC) lift assembly yard under the Universal Accessibility Programme (UA Programme) today (July 21) to learn about the Government's latest progress in building barrier-free facilities in public walkways.

     Members first received a briefing from representatives of the Highways Department on the UA Programme, which was launched in 2012 by the Government to retrofit lifts and ramps at public walkways to facilitate the public to commute. Members learnt that out of the 384 items the Government plans to implement, 190 had been completed as at the end of April this year. The rest were either under construction or pending detailed design and other related works.

     Members then observed an illustration of the structure of a MiC lift through 3D-printed models and understood that through the MiC method lift tower or components are installed in the factories before delivery to the sites for final assembly. It can shorten construction time of a lift by up to six months, and hence enhance construction cost-effectiveness.
 
     Members were then given an overview of the operation of the assembly yard and visited the production line to observe assembled MiC modules. They also watched a demonstration of on-site assembly works.

     Members who participated in the visit were the Panel Chairman, Mr Chan Han-pan, the Deputy Chairman, Mr Chan Siu-hung, and Panel member Mr Tony Tse.

Government to sell site in Kai Tak by public tender

     The Lands Department (LandsD) announced today (July 21) that a site, New Kowloon Inland Lot No. 6590 at Kai Tak Area 2A Site 2 and Site 3, Kai Tak, Kowloon, in the 2023-24 Land Sale Programme, will be disposed of by public tender. The tender invitation for the lot will commence on July 28 and close on September 8.
            
     New Kowloon Inland Lot No. 6590 has a site area of about 13 499 square metres and is designated for non-industrial (excluding godown, hotel and petrol filling station) purposes. The minimum gross floor area and the maximum gross floor area are 55 311 sq m and 92 185 sq m respectively. Both exclude the gross floor area of Government Accommodation, being a neighbourhood elderly centre, a hostel for severely mentally handicapped persons, a day activity centre, a district support centre for persons with disabilities, a boys' home, a centre for cyber youth support team and a lay-by, all to be constructed by the purchaser under the Conditions of Sale.
      
     Land sale documents including the Form of Tender, the Tender Notice, the Conditions of Sale and the sale plans of the lot will be available for downloading from the LandsD website (www.landsd.gov.hk) from July 28, while the sale plans will be available for inspection by the public from the same day until the close of the tender. The sale plans in hard copy form may also be purchased at the Survey and Mapping Office of the LandsD, 6/F, North Point Government Offices, 333 Java Road, North Point, Hong Kong, from July 28 until the close of the tender. The particulars of the tender will be gazetted on July 28.




HAD opens temporary heat shelters

​     The Home Affairs Department will continue to open 18 community halls/community centres as temporary heat shelters today (July 21).
 
     The temporary heat shelters will remain open for people to take refuge from the heat when the Very Hot Weather Warning is in force. From 10.30pm to 8am the next day, the temporary heat shelters will also provide bedding and a sleeping place for people in need. The shelters are manned by duty attendants.
