     â€‹â€‹To step up enforcement actions to combat the distribution of smoking product leaflets in public housing estates, the Tobacco and Alcohol Control Office (TACO) of the Department of Health (DH) today (November 4) continued to carry out a joint operation with the Police and the Housing Department (HD) to conduct inspections and carry out publicity at four public housing estates in Kwun Tong District. In addition to patrolling at the estates, officers from TACO provided estate security personnel and residents with information on what to do when a suspected violation is found. One member of the Kwun Tong District Council also joined today’s operation and reminded the residents not to defy the law.

     Since January this year, TACO has carried out more than 220 joint operations with the Police, the HD, and the Customs and Excise Department in various public housing estates throughout the territories to combat the sale of illicit cigarettes and related promotional activities at public housing estates. Additionally, TACO, the Police and the HD have established a co-operation mechanism targeting the distribution of smoking product leaflets at public housing estates. When any smoking product leaflet distribution is detected at public housing estates, the housing estate staff will contact the Police for assistance and subsequently refer the case to TACO for further investigation. 

     A spokesman for the DH stressed that TACO has been closely monitoring the market situation and taking stringent enforcement actions against violations of the Smoking (Public Health) Ordinance (Cap. 371) (the Ordinance), and will appropriately adjust its enforcement strategies according to the actual circumstances from time to time. Apart from following up and investigating each complaint, proactive plainclothes enforcement and interdepartmental joint operations have also been strengthened since 2023. From January 2023 to August 2024, TACO removed over 2 550 webpages, social media accounts or posts with smoking-product advertisements, and issued 124 summonses and 43 warning letters regarding offences of displaying or distributing smoking-product advertisements during the same period.

     In accordance with the Ordinance, no person shall distribute any smoking product advertisement (including any promotion leaflets). Any person who contravenes the regulation is liable to a maximum fine of $50,000. TACO will continue to carry out relevant interdepartmental operations, and follow up and investigate every complaint regarding the distribution of smoking product advertisements, as well as refer any suspected cases of illicit cigarettes that involve violations of the Dutiable Commodities Ordinance (Cap. 109) to the relevant department for further investigation.

     A spokesman for the DH reiterated that the department has always been closely monitoring and taking stringent enforcement actions against violations of the Ordinance (including the distribution of smoking product advertisements). All tobacco products, regardless of whether they are duty paid or not, pose significant health risks. Smokers should quit smoking as early as possible for their own health and that of others.      The Director of Health, Dr Ronald Lam, and the Controller of the Centre for Health Protection (CHP) of the Department of Health (DH), Dr Edwin Tsui, visited Hong Kong Young Women’s Christian Association Tai Hon Fan Nursery School this morning (November 4) to view the implementation of the school outreach seasonal influenza vaccination (SIV) service and appealed to parents to arrange early SIV for their children with a view to having better protection in the coming influenza season in winter.

     It is the first time for the school to choose to provide both injectable inactivated influenza vaccines (IIV) and live attenuated influenza vaccines (i.e. nasal vaccines) (LAIV) as the hybrid mode. Forty-two pupils received SIV during the vaccination activity. The DH procured and delivered the vaccines in advance, while a Public-Private-Partnership Team visited the school today to provide vaccination to the schoolchildren.

     “To boost the SIV coverage rate among schoolchildren, modified arrangements have been made under the SIV School Outreach Programme (SIVSOP) this year. Kindergartens and child care centres can choose to provide both IIV and LAIV at the same or different outreach vaccination activities. We are delighted with the smooth outreach vaccination service under the new arrangements. According to local experience, school outreach can double the rate of receiving SIV, effectively strengthening the immunity barrier of schoolchildren. We look forward to continuous and full support from schools and parents, as home-school co-operation has been of vital importance in enhancing vaccination coverage,” Dr Lam said.

     Dr Tsui added that SIV is one of the most effective means to prevent seasonal influenza and its complications, as well as greatly reducing hospitalisation and death. For schoolchildren, it can also reduce absenteeism and is beneficial for their personal health and learning. As the weather becomes cool, and with reference to previous surveillance data, the CHP expects that activity of COVID-19 and seasonal influenza may increase at the end of the year, and more school outbreaks will be reported. The CHP has noticed that some schools still have not arranged SIV outreach activities. We strongly urge schools that have yet to enrol in the SIV outreach programme to arrange SIV outreach activities as soon as possible to protect students and reduce the chance of influenza outbreaks in schools. For eligible children not receiving SIV through school outreach activities, parents should arrange vaccination for their children at clinics of private doctors enrolled in the Vaccination Subsidy Scheme.

     Dr Lam stressed that all persons aged 6 months or above, except those with known contraindications, are recommended to receive SIV for personal and family protection. As of October 27, the vaccination coverage rate for children aged 6 months to under 2 years was at a low level of about 8.4 per cent. To strengthen vaccination services and boost the SIV coverage rate among children aged 6 months to under 2 years, the DH’s Maternal and Child Health Centres (MCHCs) are open to all children aged 6 months to under 2 years for SIV this year. Children aged 6 months to under 2 years can receive SIV services at any MCHCs when they are attending appointments. Parents may also book an appointment for their children to receive vaccinations at designated MCHCs via the online booking system: booking.covidvaccine.gov.hk/forms/sivfhs/index.jsp. Parents are advised to arrange SIV for their children as early as possible to protect health of their children. In addition, co-infection of COVID-19 and influenza is possible, and high-risk individuals should receive booster COVID-19 vaccine at appropriate times.

     Under the SIVSOP, secondary schools, primary schools, kindergartens, and child care centres can arrange outreach vaccination teams to provide free SIVs to schoolchildren. The DH will provide vaccines to participating schools and subsidy of $105 per dose to doctors.
      
     In addition, schools can also invite doctors to arrange outreach services for injectable IIV and/or nasal LAIV on their campuses under the Vaccination Subsidy Scheme School Outreach. Participating schools can select a doctor and make arrangements for the outreach activity, including the type of vaccine provided. The Government will provide a subsidy of $260 per dose to the doctor. In addition to schoolchildren, other individuals such as school staff and students’ parents can also receive SIVs during the outreach vaccination activity.

     At present, around 890 kindergartens and child care centres (81 per cent), 620 primary schools (93 per cent) and 410 secondary schools (80 per cent) have joined the SIV School Outreach Programmes. As of October 27, 2024, around 640 schools have completed the first dose vaccination, and more than 145 400 students have received SIV under School Outreach Programmes.
      
     “The DH has always maintained close liaison with our partners. Through concerted efforts from the education sector, healthcare sector, parents and other stakeholders, a total of about 204 100 doses of SIV have been administered for children aged 6 months to 18 years under various SIV programmes, accounting for 22.3 per cent of overall vaccination coverage rate. We urge early childhood educators to join hands in appealing the parents to arrange for their children to participate in SIV, and at the same time to play their part in educating parents on the importance of vaccination to encourage more young school children to get vaccinated. With increased vaccination coverage, the protection for children could be strengthened,” Dr Lam said.

     As of October 27, about 331 800 doses of seasonal influenza vaccines had been administered via the Government Vaccination Programme and 496 600 doses via the Vaccination Subsidy Scheme. Together with 126 900 doses via the SIVSOP, a total of 955 300 doses of SIV have been administered through various programmes.

     Earlier today (November 4), a man involved in an attempted knife attack at the Kowloon City Magistrates’ Courts was swiftly subdued by on-site police officers. No judicial officers or court staff were harmed during the incident. The individual has been arrested, and investigations are ongoing.

     The Judiciary strongly condemns any attempts to attack judges or judicial officers, as such acts are a direct affront to the rule of law, a disregard for law and order, and a serious threat to the safety of judges and judicial officers as well as all court users.

     The Judiciary stresses that judges and judicial officers faithfully discharge their constitutional duties in strict accordance with their judicial oath, upholding the law and administering justice without fear, favour, self-interest, or deceit. Their decisions are made independently and professionally, based on legal principles. For those dissatisfied with a verdict or sentence, the proper recourse is through the established appeals process.

     Having reviewed the existing security arrangements at Magistrates’ Courts buildings, the Judiciary will progressively implement enhanced security measures, including security screenings and increased manpower, starting tomorrow. The Judiciary will also continue working closely with the Police to strengthen patrols and other safety measures, ensuring the protection of judges and judicial officers, court staff as well as court users. read more

     The Hong Kong Legal Week 2024, an annual flagship event of the legal sector and the Department of Justice (DoJ) to showcase Hong Kong as an international legal and dispute resolution services centre, was launched today (November 4).

     Themed “Hong Kong Common Law System: World-Class Springboard to China and Beyond”, the five-day event provides an opportunity for participants from all corners of the world to engage in a series of insightful discussions and fruitful exchanges with prominent experts, practitioners and government officials on a wide spectrum of topics, including international law, developments in alternative dispute resolution, opportunities in the Guangdong-Hong Kong-Macao Greater Bay Area (GBA), and the rule of law in the region and beyond.

     The Asia-Pacific International Private Law Summit 2024, themed “Springboard to Opportunities: Utilising International Private Law and Technology to Facilitate Access to Credit, Investment, and Sustainable Development in the Asia-Pacific Region”, was held as the opening event of this year’s Hong Kong Legal Week. Organised by the International Institute for the Unification of Private Law (UNIDROIT) and the DoJ, the biennial Summit brought together preeminent legal academics and renowned practitioners worldwide to discuss how the unification and co-ordination of various areas of international private law can support economic growth and facilitate smoother cross-border interactions. More than 1 100 registrations from 46 jurisdictions have been received for this event.

     In his welcome remarks, the Secretary for Justice, Mr Paul Lam, SC, said that today’s Summit gathered leading legal minds from across the Asia-Pacific region, which is home to enormous economic potential and encompasses a diverse array of legal systems, to explore how to unlock the region’s full economic potential and ensure long-term sustainable growth, harmonisation and modernisation of private law across the region, as well as how Hong Kong could contribute in this regard. Aside from the collaborative efforts of the DoJ and UNIDROIT in promoting the development, implementation, and deeper understanding of private international law and international commercial law across the Asia-Pacific region, the DoJ and UNIDROIT have also co-operated on other fronts. In particular, the Secretary for Justice expressed his gratitude for UNIDROIT’s support to the DoJ’s secondment programme, which offers opportunities to Hong Kong’s legal professionals to work at the UNIDROIT Secretariat. He further noted that the DoJ places great importance on nurturing legal talent and will continue to provide professional development opportunities to legal talent with a view to strengthening Hong Kong’s position as a leading international legal and dispute resolution centre. To further the DoJ’s capacity building initiatives, the Secretary for Justice announced that the Hong Kong International Legal Talents Training Academy will be set up, and he extended a warm invitation to all to join the launch ceremony of the Academy, which will take place on the final day of the Hong Kong Legal Week 2024.

     The Commissioner of the Ministry of Foreign Affairs in the Hong Kong Special Administrative Region (HKSAR), Mr Cui Jianchun, and the Secretary-General of UNIDROIT, Professor Ignacio Tirado, also delivered their welcome remarks at the event. The closing remarks were delivered by the Deputy Secretary for Justice, Mr Cheung Kwok-kwan.

     Mr Cui said that China has been consistently innovating its diplomatic ideas to make global governance and international law fairer and more equitable. He noted that the HKSAR has been proactively responding to national development strategies and committed to reforms that benefit the people of Hong Kong. He said he is confident that Hong Kong will make the best use of the strength of “one country” and the convenience of “two systems”, while leveraging its unique advantages, such as its systems, talent and location, to act as a “world-class springboard” for connecting China with the rest of the world.

     Professor Tirado said that he is glad to be back to Hong Kong again to join the Summit, which has become one of the legal world’s leading events in the international arena. He said he is also pleased to see Hong Kong back on its feet, stronger than ever, after getting through the pandemic, and has flourished back into its dynamic, efficient, cosmopolitan and multicultural self, an extraordinary and unique legal and financial hub that the entire world recognises.

     Other conferences and seminars of the Hong Kong Legal Week include the Second Legal Forum on Interconnectivity and Development organised by the Office of the Commissioner of the Ministry of Foreign Affairs in the HKSAR and the DoJ tomorrow (November 5); “Beyond Litigation: The Vibrant Landscape of Alternative Dispute Resolution of Hong Kong”, fireside chat on experience sharing of resolving sports disputes and the annual Hong Kong Mediation Lecture under the theme “Mediation and Sustainable Development along the Belt and Road” on Wednesday (November 6); and “Joint Contribution to the Construction of Rule of Law in the GBA” on Thursday (November 7). The Legal Week will end this Friday (November 8) with “Rule of Law: The Best Business Environment”, at which the Academy will be officially launched.

     In addition, an exhibition featuring the milestones and achievements in the construction of the rule of law by the country in the modern era, as well as the role played by Hong Kong in contributing to the developments, has been set up at the venue this year.

     The Department of Health (DH) today (November 4) alerted members of the public to a false claim from an unknown organisation allegedly assisting the Government’s admission of qualified non-locally trained dentists to practise in Hong Kong. The DH stressed that it has not authorised any organisation to assist the Government with recruiting non-locally trained dentists to practise in Hong Kong. The claim is false and is suspected of being misleading.

     The said organisation claimed that it is assisting the Government to admit qualified non-locally trained dentists to practise in Hong Kong as introduced under the Dentists Registration (Amendment) Ordinance 2024. In addition, the organisation untruthfully alleged that there was a specific quota set on the number of dentists, as well as on the number of years of experience and target age range. 

     A DH spokesman emphasised that applications for the DH’s recruitment of non-locally trained dentists already closed on September 23, 2024. The DH is going through the established recruitment procedures. 

     The spokesman urged members of the public not to fall for any claim of assisting the Government to recruit non-locally trained dentists to practise in Hong Kong. Members of the public should not provide personal information to any suspicious persons.  Anyone who has fallen for such fraudulence should contact the Police. read more
