The following is issued on behalf of the Hong Kong Monetary Authority:
 
     The Hong Kong Monetary Authority (HKMA) wishes to alert members of the public to a press release issued by Dah Sing Bank, Limited on fraudulent website, which has been reported to the HKMA.  Hyperlink to the press release is available on the HKMA website for ease of reference by members of the public.

     Anyone who has provided his or her personal information to the website concerned or has conducted any financial transactions through the website should contact the bank concerned using the contact information provided in the press release, and report to the Police or contact the Cyber Security and Technology Crime Bureau of the Hong Kong Police Force at 2860 5012.

Transcript of remarks by CE at media session before ExCo meeting (with video)

     Following is the transcript of remarks by the Chief Executive, Mrs Carrie Lam, at a media session before the Executive Council meeting this morning (October 16):
 
Reporter: Mrs Lam, how can those seeking election show that they've changed their political views? Or are election bans for life? Secondly, last week you said Lau Siu-lai's disqualification was based on fact, as well as based on the opinion of one man, the official who claims she believes in independence. Would you agree it can only be one of these two things?

Chief Executive: I'm sorry, the decision about whether a candidate could be qualified to contest in an election and in this case a by-election is a decision made by the Returning Officer in accordance with the law and the facts, and I'm afraid that that particular case may go through an election petition or even a judicial review in due course, therefore it is not proper for me to comment on the details of the case.

Reporter: Can they change their views though?

Chief Executive: It's not proper for me to comment on a case which is going to go through a petition or a judicial review process.
 
Reporter: Mrs Lam, you said you want to give hope to Hong Kong people, but what do you want to say to the thousands of people who either signed petition and protested last weekend against the Lantau Tomorrow project?

Chief Executive: What I want to say is Lantau Tomorrow Vision is a proposal for our future generations. I think there is no doubt in everybody's mind that we are acutely short of land, and that's why a lot of people are living in very poor conditions. Over 270 000 families are waiting to be provided with decent housing, and that decent housing is not even a very spacious one. Hong Kong needs a more steady supply of land, not only to meet our immediate needs but to meet the future needs of Hong Kong, both in terms of housing, economic development, leisure and all the other purposes. So, Lantau Tomorrow is proposed under that sort of passion for Hong Kong, that Hong Kong should move forward, Hong Kong should be a better city for our population. There's absolutely no conspiracy in this Lantau Tomorrow Vision, except to do good things for the people of Hong Kong. Thank you very much.

     Following is the transcript of remarks at a media session by the Secretary for Transport and Housing, Mr Frank Chan Fan, after attending a radio programme this morning (October 16):

Reporter: Mr Chan, you just said you are following up on the incident. How exactly will you be following up on the incident?

Secretary for Transport and Housing: Basically, we have to know what actually happened in the very first place. We have to appreciate whether or not they (the MTR Corporation) have been acting promptly to help resolve the traffic service. As a matter of fact, our colleagues in the Transport Department have already contacted other public transport service providers to enhance their frequency of services so as to minimise disturbance to the general public.

Reporter: This time it has affected all major three MTR lines. How do you describe this?

Secretary for Transport and Housing: I would leave it a little bit later. When I have more information, then I could come up with a more comprehensive judgement.

Postal services to United States subject to delay

     Hongkong Post announced today (October 16) that, as advised by the postal administration of the United States, due to the impact of a hurricane, mail delivery services (including Speedpost, parcels and letter post items) to Florida with postcodes from 32300 to 32499 are subject to delay.
