Tender period extended for Kai Tak development – stage 4 infrastructure at former runway and south apron

     The Civil Engineering and Development Department (CEDD) today (November 23) announced that in response to requests from interested tenderers, the tender period for the contract for Kai Tak development – stage 4 infrastructure at the former runway and south apron has been extended to noon on December 28.

     The CEDD invited tenders for the contract on September 28. The original tender period was scheduled to expire at noon on December 7.

     The extension of the tender period was gazetted today. Details of the tender notice are available on the CEDD's website (www.cedd.gov.hk/eng/tender/contract/tender/index.html#ED/2018/01).

Tightening emission standards for newly approved non-road vehicles from January 1, 2019

     A spokesman for the Environmental Protection Department said today (November 23) that the Legislative Council has approved the Air Pollution Control (Non-road Mobile Machinery) (Emission) (Amendment) Regulation 2018. From January 1, 2019, the Government will tighten in phases the statutory emission standards for newly approved non-road vehicles to improve air quality.

     In accordance with the Amendment Regulation, the emission standards of newly approved non-road buses with design weight of more than 9 tonnes, light buses with design weight not exceeding 3.5 tonnes, goods vehicles and petrol private cars will be tightened from the prevailing Euro V to Euro VI. The emission standards for newly approved non-road diesel private cars will be tightened from California LEV II to California LEV III. For other non-road vehicle classes, including buses with design weight not exceeding 9 tonnes, light buses with design weight of more than 3.5 tonnes and special purpose vehicles, the prevailing emission standards will remain the same.

     The spokesman added that, to prevent the transfer of old road vehicles which are no longer roadworthy into use for non-road applications, it is the Government's standing policy to adopt the same emission standards for non-road vehicles as those for road vehicles. Pursuant to the Government's tightening of the emission standards for newly registered road vehicles to Euro VI in phases since July 1, 2017, the Amendment Regulation will tighten the emission standards of the same classes of newly approved non-road vehicles in line with the latest emission standards for road vehicles.

     Compared with their Euro V counterparts, Euro VI heavy duty diesel vehicles emit about 80 per cent less nitrogen oxides (NOx) and 50 per cent less respirable suspended particulates, while Euro VI light duty diesel vehicles emit about 55 per cent less NOx.




Proposed amendments to WKCD Artist Square Bridge works gazetted

     The Government gazetted today (November 23) the proposed further amendments to the works for the Artist Square Bridge of the West Kowloon Cultural District to tally with the latest design of the bridge.

     The suggested further amendments are set out in the Annex. The second amendment plan and the second amendment scheme of the works are available for public inspection at the following government offices during office hours:

Government to reduce telecommunications licence fees and introduce new fee component

     The Telecommunications (Carrier Licences) (Amendment) Regulation 2018 was published in the Gazette today (November 23). The amendment regulation seeks to reduce the customer connection fee of unified carrier licences (UCL) from $700 to $500 for each 100 customer connections and to introduce a new Wireless Internet of Things (WIoT) device fee of $200 for each 100 WIoT devices under UCL, both to take effect from January 31, 2019.

     "Taking into account the financial performance of the Office of the Communications Authority Trading Fund (OFCATF) in the coming years, we consider that there is room for downward adjustment of the customer connection fee under UCL. The licence fee reduction is in line with the cost recovery principle," a spokesman for the Commerce and Economic Development Bureau said.

     "Aligned with the relevant fee under the WIoT licence introduced in December 2017, the new WIoT device fee is set at a much reduced level than that of the customer connection fee. This will bring substantial savings to mobile network operators offering WIoT services and facilitate the development of WIoT services in Hong Kong," the spokesman added.

     The amendment regulation will be tabled in the Legislative Council for negative vetting on November 28, 2018.

     Subject to the passage of the amendment regulation, the Communications Authority will also reduce the mobile station fee of four other types of licences, namely the public radiocommunications service licence for public radio paging services, the services-based operator licence (Class 3) for mobile virtual network operators, the mobile radio system mobile station licence and the private mobile radio system licence, with effect from January 31, 2019.

     Telecommunications licence fees are collected by the OFCATF to recover the costs incurred in the provision of service by the OFCATF.
