Proposed road works under Hung Shui Kiu New Development Area Stage 1 Works gazetted

     The Government gazetted today (December 28) the proposed road works under the Hung Shui Kiu New Development Area Stage 1 Works to cater for the development of the area.

​     Details of the proposal are set out in the Annex. The plans and scheme of the works are available for public inspection at the following government offices during office hours:

​     Any person who wishes to object to the works or the use, or both, is required to address to the Secretary for Transport and Housing an objection in writing, which can be submitted via the following means:
 

  • By post or by hand to the Transport and Housing Bureau's drop-in box No. 6 located at the entrance on 2/F, East Wing, Central Government Offices, 2 Tim Mei Avenue, Tamar, Hong Kong. The box is available for use between 8am and 7pm from Monday to Friday (except public holidays);
  • By fax to 2868 4643; or
  • By email to gazettethb@thb.gov.hk.

​     A notice of objection should describe the objector's interest and the manner in which he or she alleges that he or she will be affected by the works or the use. Objectors are requested to provide contact details to facilitate communication. A notice of objection should be delivered to the Secretary for Transport and Housing not later than February 26, 2019.




SWD launches Special Needs Trust service

     The Social Welfare Department (SWD) announced today (December 28) that a Special Needs Trust Office has been established to provide a trust service for parents/relatives who have family members with special needs.

     An SWD spokesman said that the Chief Executive announced in her 2017 Policy Address that the Government has decided to steer the formation of the Special Needs Trust (SNT) with the Director of Social Welfare Incorporated (DSWI) as the Trustee, in order to provide a trust service for the parents who have family members with special needs. The DSWI will manage the assets of deceased parents and disburse the Trust Fund to individual or organisation carers regularly according to the parents' wish, so that the assets of the deceased parents are used in meeting the long term financial needs of their children with special needs.

     The Special Needs Trust Office will handle administrative issues directly related to the SNT, including the setting up, management and termination of SNT accounts. The Government has allocated $50 million to set up the Special Needs Trust Office.

     The SWD will hold service briefings in January and February 2019 to introduce the service content and application procedures. It is planned to accept service applications from March 2019.

Appointment of self-recommended youth members to Transport Advisory Committee announced

     The Government announced today (December 28) the appointment of two members to the Transport Advisory Committee (TAC) through the Member Self-recommendation Scheme for Youth, for two years with effect from January 1, 2019.
      
     Chaired by Professor Stephen Cheung Yan-leung, the TAC is a key advisory body to the Government on broad issues of transport policy and major transport-related proposals.  The membership of the TAC is available at www.thb.gov.hk/eng/boards/transport/land/tac.htm.




Appointments of new vice-chairman and members to the Independent Police Complaints Council

     The Government today (December 28) announced the re-appointment of two incumbent vice-chairmen and 13 members, and the appointment of one new vice-chairman and two members to the Independent Police Complaints Council (IPCC) for a term of two years with effect from January 1, 2019.
 
     Mr Christopher Cheung Wah-fung and Mr Tony Tse Wai-chuen have been re-appointed as vice-chairmen, and Mr Frankie Yick Chi-ming has been appointed as a new vice-chairman. The re-appointed members are Dr Cheng Kam-chung, Mr Richard Ho Kam-wing, Mr Herman Hui Chung-shing, Mr Edgar Kwan Chi-ping, Ms Au Chor-kwan, Mr Chu Wing-yiu, Mr Douglas Lam Tak-yip, Miss Sylvia Lee Hiu-wah, Dr David Lee Ka-yan, Ms Melissa Kaye Pang, Ms Shalini Sujanani, Professor Wong Chi-sang and Mr Johnny Yu Wah-yung. The newly appointed members are Ms Jane Curzon Lo and Mr Lee Man-bun.   
      
     The appointments are made by the Chief Executive according to section 5 of the IPCC Ordinance (Cap 604). The appointment notice was published in the Government Gazette today.   
     
     "We are most grateful for the invaluable contributions of the IPCC in ensuring a fair, effective and transparent two-tier police complaints handling system in Hong Kong. We are also thankful for the contributions of the incumbent vice-chairman Mr Chan Kin-por and members Dr Vincent Simon Ho, Mr Arthur Luk Yee-shun and Dr Eugene Chan Kin-keung who will leave the IPCC by the end of their terms on December 31, 2018. We believe that the IPCC will continue to discharge its statutory functions effectively and uphold the efficient operation of the police complaints handling system," the spokesman said.
 
     The IPCC, established under the IPCC Ordinance, is an independent statutory body responsible for monitoring and reviewing the investigation of complaints against members of the Police Force. The IPCC Ordinance provides a statutory basis for the IPCC's role and power and the two-tier police complaints handling system. It also imposes a statutory duty on the Police to comply with the Council's requirements. The IPCC will have a chairman, three vice-chairmen and 23 non-official members in the new term.




Third quarter 2018 issue of the “Quarterly Supplement to Statistical Digest of the Services Sector” published

     The third quarter 2018 issue of "Quarterly Supplement to Statistical Digest of the Services Sector" is published by the Census and Statistics Department (C&SD) today (December 28). This issue is now available for download free of charge at the website of the C&SD (www.censtatd.gov.hk/hkstat/sub/sp70.jsp?productCode=B1080008).

     The services sector is the heart of Hong Kong's economy. Accurate and detailed statistics play an important role in support of the Government's initiatives on promoting the services sector. This issue of the Quarterly Supplement provides up-to-date quarterly statistics (from the second quarter of 2017 to the third quarter of 2018) for the more important statistical series on 14 major service industries/domains of Hong Kong.
