Special traffic arrangements for race meeting in Happy Valley

     Special traffic arrangements will be implemented in Happy Valley today (February 13). The arrangements will come into effect one and a half hours before the start of the first race and will last until the crowds have dispersed after the race meeting.

A. Traffic arrangements before the commencement of the first race

1. Road closure

     Southbound Wong Nai Chung Road between Queen’s Road East and the up-ramp outside Hong Kong Jockey Club (HKJC) will be closed except for vehicles heading for Aberdeen Tunnel.

2. Traffic diversions

– Southbound Wong Nai Chung Road between Village Road and the up-ramp outside HKJC will be re-routed one way northbound;
– Vehicles from eastbound Queen’s Road East heading for Wan Chai and Happy Valley will be diverted to turn left to Morrison Hill Road;
– Traffic along southbound Morrison Hill Road heading for Happy Valley will be diverted via Sports Road and Wong Nai Chung Road;
– Traffic along Queen’s Road East cannot turn right to Wong Nai Chung Road except for vehicles heading to Aberdeen Tunnel;
– Traffic from Cross Harbour Tunnel heading for Queen’s Road East will be diverted via the down-ramp leading from southbound Canal Road flyover to Morrison Hill Road to turn right at the junction of Wong Nai Chung Road and Queen’s Road East; and
– Traffic from Cross Harbour Tunnel heading for Happy Valley or Racecourse will be diverted via the down-ramp leading from southbound Canal Road flyover to Canal Road East, southbound Morrison Hill Road, Sports Road and Wong Nai Chung Road.

B. Traffic arrangements before the conclusion of race meeting

1. Road closure
     
     The following roads will be closed from 35 minutes before the start of the last race:

– The up-ramp on Wong Nai Chung Road outside HKJC leading to Aberdeen Tunnel;
– Southbound Wong Nai Chung Road between Queen’s Road East and the up-ramp leading to Aberdeen Tunnel;
– Southbound Wong Nai Chung Road between Village Road and the Public Stands of HKJC;
– Westbound Leighton Road between Wong Nai Chung Road and Canal Road East; and
– Southbound Morrison Hill Road between Leighton Road and Queen’s Road East.
     
     In addition, southbound Wong Nai Chung Road between the up-ramp leading to Aberdeen Tunnel and the Public Stands of HKJC will be closed from about 10 minutes before the start of the last race.

2. Traffic diversions
     
     The following traffic arrangements will be implemented from 35 minutes before the start of the last race:

– Eastbound Queen’s Road East at its junction with Morrison Hill Road will be reduced to one-lane traffic heading for northbound Canal Road flyover;
– Vehicles from Cross Harbour Tunnel heading for Wan Chai will be diverted via the down-ramp leading from Canal Road East, U-turn slip road beneath Canal Road flyover, Canal Road West and Hennessy Road;
– Vehicles from Cross Harbour Tunnel heading for Happy Valley will be diverted via the down-ramp leading from Canal Road East, eastbound Leighton Road and Wong Nai Chung Road;
– Traffic on southbound Morrison Hill Road will be diverted to turn left to eastbound Leighton Road;
– Traffic along southbound Morrison Hill Road heading for Happy Valley will be diverted via eastbound Leighton Road and Wong Nai Chung Road; and
– Traffic along westbound Leighton Road will be diverted to Wong Nai Chung Road.

C. Learner drivers prohibition
     
     Learner drivers will be prohibited to turn left from Caroline Hill Road to Leighton Road between one and a half hours before the start of the first race and one hour after the last race. In addition, learner drivers will be prohibited from accessing the following roads within the above period of time:

– Shan Kwong Road between Yik Yam Street and Wong Nai Chung Road;
– Village Road between its upper and lower junctions with Shan Kwong Road;
– Percival Street between Hennessy Road and Leighton Road;
– Canal Road East; and
– The service road leading from Gloucester Road to Canal Road flyover.

D. Suspension of parking spaces

     Parking spaces on southbound Wong Nai Chung Road between Sports Road and Blue Pool Road will be suspended from 11am to 7pm during day racing, from 4.30pm to 11.59pm during evening racing, and from 5pm to 11.59pm during night racing.

     Any vehicles found illegally parked within the precincts of the above affected areas will be towed away without prior notice.

     Actual implementation of road closure and traffic diversion will be made by the Police at the time depending on traffic conditions in the areas. Motorists should exercise tolerance and patience, and follow the instructions of Police on site. read more

     Hongkong Post announced today (February 13) that a set of special stamps on the theme “Government Flying Service – Operations” and associated philatelic products will be released for sale on February 28.
 
     As an outstanding disciplined service of the Government of the Hong Kong Special Administrative Region, the Government Flying Service (GFS) has provided world-class aviation support as part of its commitment to serving our community and the Government, along with great dedication and teamwork. The public may gain a better understanding of the GFS’ major operations and fleet of aircraft through this special stamp issue, which comprises a set of six stamps and a stamp sheetlet:

$2.60 Inshore Search & Rescue
$3.40 Offshore Search & Rescue

     From February 14, Official First Day Covers will be put on sale at $1.30 each at all post offices and the stamps and associated philatelic products displayed at the General Post Office, Tsim Sha Tsui Post Office, Tsuen Wan Post Office, Sha Tin Central Post Office and Tuen Mun Central Post Office. Advance orders for servicing self-provided covers will be accepted at all philatelic offices from February 14 to 20 .

CE holds engagement session with HK deputies to National People’s Congress (with photo)

     The Chief Executive, Mrs Carrie Lam, held an engagement session with about 30 Hong Kong deputies to the National People’s Congress (NPC) today (February 12) to exchange views with them on Hong Kong’s integration with the overall development of the nation and its active participation in the development of the Guangdong-Hong Kong-Macao Greater Bay Area. Some Secretaries of Departments and Directors of Bureaux also attended the session.

     Mrs Lam said the Hong Kong Special Administrative Region (HKSAR) Government will actively participate in three major national initiatives this year, namely the celebration activities of the 70th anniversary of the founding of the People’s Republic of China, the second Belt and Road Forum for International Cooperation to be held in Beijing in April and the second China International Import Expo to be held in Shanghai in November. As the Outline Development Plan for the Guangdong-Hong Kong-Macao Greater Bay Area will be promulgated by the Central Authorities within days, Mrs Lam added that the participants are cordially invited to attend the related symposium to be jointly held by the governments of the HKSAR, Guangdong Province and the Macao Special Administrative Region on February 21 to contribute to the building of a world-class bay area.

     Mrs Lam said that the HKSAR Government attaches great importance to the views of the Hong Kong deputies to the NPC. Noting that they have been very concerned about Hong Kong and know a lot about its affairs, Mrs Lam said that they are the cornerstones of various sectors in the community who are tasked with the vital responsibility of taking part in national affairs. She expressed the hope that they would continue to support Hong Kong in leveraging its advantages to seize the opportunities arising from the development of the Guangdong-Hong Kong-Macao Greater Bay Area and the Belt and Road Initiative, thereby contributing to Hong Kong and the country.

     The Chief Executive will meet separately the Hong Kong members of the Chinese People’s Political Consultative Conference this Thursday (February 14).

HKETO Jakarta celebrates Chinese New Year in Brunei (with photos)

     The Hong Kong Economic and Trade Office in Jakarta (HKETO Jakarta) hosted a spring reception in Bandar Seri Begawan, Brunei, tonight (February 12) to celebrate the Chinese New Year and promote bilateral relations between Hong Kong and Brunei. 
      
     In his welcoming remarks, the Director-General of HKETO Jakarta, Mr Law Kin-wai, highlighted Hong Kong’s business advantages and promoted the ample opportunities under the Belt and Road Initiative and the development of the Guangdong-Hong Kong-Macao Greater Bay Area. He also briefed the guests about the latest economic and social situation in Hong Kong, and garnered their support for HKETO Jakarta, Invest Hong Kong and the Hong Kong Trade Development Council (HKTDC) in promoting closer exchanges between the two places.  
      
      The Ambassador Extraordinary and Plenipotentiary of the People’s Republic of China to Brunei Darussalam, Ms Yu Hong; the Regional Director of South East Asia and South Asia of the HKTDC, Mr Peter Wong; and over 100 key local business representatives and guests from the Bruneian community attended the reception, sharing the joy and well wishes with each other in the festive season.
      
     HKETO Jakarta will be holding further Chinese New Year celebration programmes in other Association of Southeast Asian Nations countries under its purview in February and March.
