LegCo joint-Panel begins duty visit in Yangtze River Delta Region (with photos)

The following is issued on behalf of the Legislative Council Secretariat:

     The Legislative Council (LegCo) Panel on Economic Development, Panel on Commerce and Industry, Panel on Financial Affairs, and Panel on Information Technology and Broadcasting began the joint-Panel duty visit to the major cities in the Yangtze River Delta Region today (April 21) to gain a better understanding of their economic, financial as well as innovation and technology developments. 

     The delegation arrived Shanghai in the afternoon and first visited the Commercial Aircraft Corporation of China Shanghai Aircraft Manufacturing Co. Ltd. Members received a briefing from the company's representatives on the production and development plan of large passenger aircrafts (C919). Members also visited the final assembly line and cabin of C919.  C919 is the first domestically-built large passenger aircraft in the Mainland and it has completed its test flight.

     The delegation attended a dinner arranged by the Fudan University in the evening. During the dinner, the delegation was briefed by the President of Fudan University, Professor Xu Ningsheng, and the Vice President of Fudan University, Professor Chen Zhimin, on the development of higher education as well as innovation and technology training under STEM (i.e. science, technology, engineering and mathematics) education in Shanghai. There are currently over 100 Hong Kong students studying in the Fudan University. Members also took the opportunities to learn about their everyday lives and study. Sixteen higher education institutions from Shanghai and Hong Kong, including the Fudan University, have formed the "Shanghai Hong Kong University Alliance" in November 2018 to strengthen exchange and co-operation from both sides.

     After that, the delegation visited Shanghai Xintiandi, an integrated district where preserves Shanghai's historic buildings for cultural, tourism and commercial use.  Members took the chance to learn more about Shanghai's experience in heritage conservation and revitalization.

     The delegation will continue the visit in Shanghai tomorrow (April 22) and will visit the Zhangjiang Science City, Shanghai Stock Exchange, Changyang Campus and West Bund Xuhui Waterfront.  Members will also meet with representatives of the Shanghai Municipal Government and Hong Kong people living in Shanghai. Meanwhile, Members will take a ferry ride on Huangpu River to understand the tourism development in Shanghai.

     The joint-Panel delegation is led by the President of LegCo, Mr Andrew Leung. Deputy delegation leaders are the Chairman of Panel on Commerce and Industry, Mr Yiu Si-wing; the Chairman of Panel on Financial Affairs, Mr Christopher Cheung; the Chairman of Panel on Information Technology and Broadcasting, Dr Elizabeth Quat; and the Chairman of Panel on Economic Development, Mr Chung Kwok-pan. At the invitation of the joint-Panel delegation, the Secretary for Constitutional and Mainland Affairs, Mr Patrick Nip; the Secretary for Innovation and Technology, Mr Nicholas W Yang; the Secretary for Financial Services and the Treasury, Mr James Lau; and the Under Secretary for Commerce and Economic Development, Dr Bernard Chan, also joined the duty visit.  The delegation visits Shanghai and Hangzhou from April 21 to 24, 2019.

Fatal traffic accident in Pat Heung

     Police are investigating a fatal traffic accident in Pat Heung today (April 21) in which a 41-year-old man died.

     At about 3.35pm, a private car driven by a 42-year-old man and a motorcycle driven by a 41-year-old man were travelling in sequence along Kam Tin Road towards Sheung Tsuen. When approaching a temple in Sheung Tsuen, the motorcycle reportedly collided with the private car and rammed into a shop on Kam Tin Road.

     Sustaining serious chest injuries, the motorcyclist was rushed to Pok Oi Hospital in unconscious state and was certified dead at 4.16pm. The private car driver sustained head and hand injuries and was sent to Pok Oi Hospital in conscious state.

     Investigation by the Accident Investigation Team of Traffic, New Territories North is underway.

Three Directors of Bureaux start LegCo joint-Panel duty visit to major cities in Yangtze River Delta Region (with photos)

     The Secretary for Constitutional and Mainland Affairs, Mr Patrick Nip; the Secretary for Innovation and Technology, Mr Nicholas W Yang; and the Secretary for Financial Services and the Treasury, Mr James Lau, departed for Shanghai today (April 21) to join the Legislative Council (LegCo) joint-Panel duty visit to the major cities in the Yangtze River Delta Region to learn about the latest developments in areas such as innovation and technology, economy, finance, culture, education and tourism in the cities. The Under Secretary for Commerce and Economic Development, Dr Bernard Chan, also joined the visit.

     Upon arrival at Shanghai in the afternoon, the delegation visited a commercial aircraft manufacturing enterprise and toured its assembly lines to see for themselves the production of Mainland-made aircraft and the development of the industry.

     The delegation visited Fudan University in the evening. They met with the university's management staff and professors as well as Hong Kong students studying there to exchange views on various issues relating to talent nurturing, including STEM (science, technology, engineering and mathematics) education. Sixteen universities from Shanghai and Hong Kong established the Shanghai Hong Kong University Alliance last year to foster exchanges and co-operation in higher education between Hong Kong and Shanghai.

     The delegation will continue their visit in Shanghai tomorrow (April 22).

Update on measles cases

     The Centre for Health Protection of the Department of Health (DH) said today (April 21) that no additional case of measles infection has been recorded as at 4pm today.

     Regarding measles control measures implemented at Hong Kong International Airport (HKIA), a total of 3 persons received measles vaccination at the airport vaccination station as at 6pm today, bringing the cumulative number of vaccinations given to 8 250.

     From tomorrow (April 22) to April 28, the vaccination quota for the measles vaccination station at the airport remains at 500 doses daily. Vaccination for eligible airport staff will be provided to the following target groups who:

(1) Were born in or after 1967, and have not received two doses of measles vaccination, and have not been infected with measles before, and with evidence of living with infants under 1 year old or living with pregnant women; or

(2) Have laboratory evidence of testing not positive against measles antibody (IgG)

     Details of evidence are as follows:

(a) Supporting documents for living with infants under 1 year old: for example, birth certificate, discharge summary or vaccination card of the infant

(b) Supporting documents for living with pregnant women: for example, positive pregnancy tests or antenatal follow-up cards of the pregnant women

(c) Supporting documents for laboratory evidence: for example, blood results from the DH's measles serology test or any laboratory within the past 12 months

     The venue and operation hours of the airport vaccination station are as follows:

     As for the blood test service, the DH will continue to arrange the provision of a measles serology test service for airport staff to identify those who need the measles vaccination. A DH contractor will continue to provide the blood test service for about 200 airport staff who were born in or after 1967 daily from next Tuesday to Thursday (April 23 to 25).

     A hotline (2125 1122) has been set up for public enquiries and operates during office hours from Mondays to Fridays. A total of 3 223 enquiries have been received so far. 

     "The incubation period (the period from infection to appearance of illness) of measles ranges from seven days to 21 days. Symptoms of measles include fever, skin rash, cough, runny nose and red eyes. If symptoms arise, members of the public should wear surgical masks, stop going to work or school and avoid going to crowded places. They should also avoid contact with non-immune persons, especially persons with weakened immunity, pregnant women and children aged below 1. Those suspected to have been infected are advised to seek medical attention as early as possible and reveal relevant contact history of measles to healthcare professionals," the spokesman advised.  




Fatal traffic accident in Hung Hom

     Police are investigating a fatal traffic accident in Hung Hom this afternoon (April 21) in which a 62-year-old woman died.

     At about 12.15pm, a coach driven by a 46-year-old man was travelling along southbound Kowloon City Road. When approaching Sze Chuen Street, the coach reportedly knocked down the 62-year-old woman who was crossing the road.

     The woman was trapped under the coach and was rescued by firemen. Sustaining multiple injuries, she was rushed to Queen Elizabeth Hospital in unconscious state and was certified dead at 12.44pm.

     The coach driver was arrested for dangerous driving causing death. He is being detained for further enquiries.

     Investigation by the Special Investigation Team of Traffic, Kowloon West is underway.
