Press release – European Parliament: President Sassoli to meet Macron, Merkel, and Johnson

On his first European tour, the President of the European Parliament David Sassoli will meet the President of the French Republic Emmanuel Macron on Monday 7 October at the Elysée. On 8 October, he will continue to Berlin to meet German Chancellor Angela Merkel and will finish with a meeting in London with British Prime Minister Boris Johnson.

In Paris, on Monday morning, President Sassoli will visit the Restos du Cœur before heading to the National Assembly where he will meet the President Richard Ferrand at noon. The meeting with Emmanuel Macron will take place in the Elysée at 15.30.

President Sassoli will be in Berlin on Tuesday, where he will meet Chancellor Angela Merkel at 11:00 followed by a meeting at the Bundestag with President Wolfgang Schäuble.

On Tuesday afternoon, he will arrive in London to meet with Prime Minister Boris Johnson at 10 Downing Street at 17:15 (UK time).

Discussions will focus on the beginning of negotiations on the next multi-annual budget of the European Union, where the European Parliament has an important role, Brexit, and other current challenges facing Europe.




ESMA Opinion clarifies application of pre-trade transparency and price determination in frequent batch auctions

ESMA’s Opinion aims to provide sufficient clarification regarding the application of the pre-trade transparency requirements by FBA systems and the price determination process of FBA systems, ensuring consistent application throughout the EU.

  • Application of pre-trade transparency by FBA systems

ESMA considers that trading venues operating FBA systems initiating auction calls based on the first incoming order pending a potential match should inform market participants that an auction has started, thereby making market participants aware that there might be a trading opportunity and enabling them to participate in the auction.

  • The price determination process of FBA systems

ESMA’s Opinion sets out several practices which may undermine the price formation process and details three functionalities which would result in non-price forming FBA systems. Notably, systems that allow only for the submission of pegged orders and/or ‘adjusted limit orders’, the use of price band limitations and systems that lock in the prices at the beginning of an auction.

Next Steps

ESMA will keep monitoring developments in the market, including how trading venues adapt their systems to meet the guidance on the operation of FBA systems set out in this Opinion.

Should it prove necessary, ESMA will issue further guidance in order to ensure the convergent application of the MiFID II / MiFIR requirements across the EU, in particular with respect to transparency and price formation.

Press release – Hearing of Vice President-designate Dubravka Šuica

Political groups’ coordinators from the committee will meet within 24 hours to assess the performance of Vice President-designate Dubravka Šuica.

Citizens’ participation in EU democracy and demographic change

In her introductory speech, Ms Šuica committed to improve citizens’ participation in EU democracy and to address Europe’s demographic change, which she sees as “a root cause of some people losing faith in our democracy”. The Vice President-designate committed to dedicate herself fully to the organisation of a Conference on the Future of Europe in 2020.

MEPs from the Constitutional Affairs Committee highlighted the need for local authorities and national parliaments to be more closely involved in the Conference. She responded that the institutional set-up of the EU would be discussed with the EP, including the ‘Spitzenkandidaten’ system and transnational electoral lists. She also said she would support the EP’s right of initiative.

MEPs also put forward several questions on migration as well as minorities’ and women’s rights. They reminded Ms Šuica, who has been an MEP for several years, about her vote against an EP resolution calling for greater sexual and reproductive health and rights as well as another one asking to apply the Article 7 procedure to Hungary.

Press release – Hearing of Vice President-designate Margaritis Schinas

Political groups’ coordinators from both committees will meet later this evening to assess the performance of Vice President-designate Schinas.

European way of life

During his introductory speech, Mr Schinas explained that his priorities would be to make European society fair and more inclusive, deliver a new pact on asylum and migration and complete the Security Union. He defended the title assigned to him by President-elect von der Leyen, underlining that “populists should feel threatened by our values”.

MEPs of several groups criticised the title and requested that it be dropped, to avoid fuelling extremist views and the idea of “us versus them”. Members also questioned him on migration and asylum policy. Mr Schinas replied that “Europe will always be a land of asylum”, but those who do not have the right to stay will have to go back. He commended the work of NGOs and advocated for legal migration channels.

Education and culture

Mr Schinas committed to make the European Education Area a reality and to modernise the education system. He defended the creation a European Child guarantee, to ensure the necessary care to all children.

MEPs asked the Vice President-designate about measures to guarantee that young Europeans can acquire the necessary knowledge and skills for a changing society and the digital era, and demanded concrete actions in the field of education to contribute to inclusion and integration, especially for migrants.
