Development Bureau invites market to submit expressions of interest for developing marina in Aberdeen

     The Development Bureau (DEVB) today (January 24) invites the market to submit expressions of interest (EOI) within three months for a marina development at the expansion area of the Aberdeen Typhoon Shelter.
      
     The 2024 Policy Address announced the initiative of promoting yacht tourism, with plans to invite the market to construct and operate marinas at three locations including the expansion area of the Aberdeen Typhoon Shelter. The Government plans to seek the Legislative Council's funding approval next year to expand the Aberdeen Typhoon Shelter to increase sheltered space for public mooring under the Public Works Programme. The Government hopes to seize this opportunity to utilise part of the expanded waterbody for the market to develop marina. In other words, the project embodies a public-private partnership model for promoting tourism and recreation developments.
      
     A spokesman for the DEVB said that the proposed marina would create synergies with nearby developments including Ocean Park and the in-park hotels, connect to the rich blue-green resources in the Southern District such as Repulse Bay and Deep Water Bay, and increase the appeal of the area to both local and overseas visitors. While the landside facilities of the marina could be housed on the Po Chong Wan waterfront, the Government would consider how to consolidate the current uses in the Po Chong Wan waterfront area, revitalise the area and bring environmental improvements after completion of the EOI exercise and local consultation.
      
     "Through the EOI exercise, we hope to collect market views and suggestions on the marina development early in order to formulate appropriate development parameters and other details for incorporation into the tender conditions. Moreover, the Government takes this opportunity to gauge the industry's views on developing the yacht industry for reference by relevant bureaux and departments to facilitate the formulation of appropriate policies and related measures," the spokesman added.
 
     The Invitation Document for EOI has been uploaded onto the website of the Invigorating Island South Office (IISO) (www.iiso.gov.hk/en/studies_projects/marina_development.html). Interested enterprises must submit their EOI via email or by hand to IISO (email: iiso@devb.gov.hk; address: Unit 703, 7/F, South Island Place, 8 Wong Chuk Hang Road, Hong Kong) by noon on April 24 (Thursday).
    
     The DEVB will hold a briefing session on the EOI invitation on February 6 (Thursday). For details of the briefing, please refer to the Invitation Document for EOI.
      
     The DEVB preliminarily plans to firm up the development parameters and requirements for the marina within this year, taking account of the views and suggestions received in the EOI exercise for undertaking various technical assessments and completing the necessary statutory procedures in 2027. It will decide on the tendering approach and timing after considering the market views.
