To facilitate data flow in the Guangdong-Hong Kong-Macao Greater Bay Area (GBA) and the bilateral connection of public services between Guangdong and Hong Kong, the Guangdong-Hong Kong-Macao Greater Bay Area Development Office of the Constitutional and Mainland Affairs Bureau, the Digital Policy Office (DPO) and the Guangdong-Hong Kong-Macao Greater Bay Area Development Promotion Centre co-organised the Seminar on Facilitating Data Flow within the GBA and Cross-boundary Public Services in Guangzhou today (January 15) to introduce and promote to Hong Kong residents and enterprises pursuing development in the Mainland cities of the GBA various facilitation measures that enhance data flow within the GBA .

Addressing the seminar, the Acting Commissioner for the Development of the Guangdong-Hong Kong-Macao Greater Bay Area, Mr Benjamin Mok, said, "The Third Plenary Session of the 20th Central Committee of the Communist Party of China in 2024 emphasised the need to deepen co-operation in the GBA, promote closer alignment of rules and mechanisms, and better leverage the GBA as a source of energy for high-quality development. The Chief Executive also announced in the 2024 Policy Address that the Hong Kong Special Administrative Region (HKSAR) Government will leverage the strengths of the GBA to foster mutual capacity development, facilitate policy innovations and breakthroughs, and build a higher level of connectivity. The facilitation measure of the Standard Contract for the Cross-boundary Flow of Personal Information Within the GBA (Mainland, Hong Kong) (the GBA Standard Contract) is a vivid example of expanding data flow within the GBA, thereby facilitating and streamlining the safe and orderly cross-boundary flow of personal information and promoting the high-quality development of the GBA."

Speaking at the seminar, the Commissioner for Digital Policy, Mr Tony Wong, said, "Guangdong and Hong Kong each have their own distinctive advantages. There is vast potential for co-operation between the two places in driving development through innovation and technology, promoting data flow, enhancing the level of convenience to facilitate the public and the business sector, and promoting joint development of the digital economy and smart city in the GBA. The HKSAR Government will maintain close co-operation with other GBA cities under the principle of complementarity and jointly develop the GBA into a first-class international bay area, making greater contributions to the high-quality development of the country."

A representative from the Cyberspace Administration of Guangdong Province was also invited to give a detailed presentation at the seminar on key aspects and advantages of the GBA Standard Contract. In addition, a representative from the DPO introduced participants to how Cross-boundary Public Services and "iAM Smart" services would enable enterprises and the public in both places to enjoy simple and convenient services, thus facilitating the provision of public services and investment in the GBA, significantly enhancing the satisfaction and sense of contentment among enterprises and the public accessing services across the boundary.

The seminar also featured a sharing and Q&A session, during which representatives from enterprises shared their first-hand experiences with adopting the GBA Standard Contract, while guest speakers answered questions from attendees. The seminar was attended by around 150 representatives from chambers of commerce and enterprises.
