The following is issued on behalf of the Legislative Council Secretariat:
The Legislative Council (LegCo) will hold a meeting tomorrow (July 5) at 11am in the Chamber of the LegCo Complex. During the meeting, the Second Reading debate on the District Councils (Amendment) Bill 2023 will resume. If the Bill is supported by Members and receives its Second Reading, it will stand committed to the committee of the whole Council. After the committee of the whole Council has completed consideration of the Bill and its report is adopted by the Council, the Bill will be set down for the Third Reading.
The Second Reading debate on the Insurance (Amendment) Bill 2023 will also resume. If the Bill is supported by Members and receives its Second Reading, it will stand committed to the committee of the whole Council. After the committee of the whole Council has completed consideration of the Bill and its report is adopted by the Council, the Bill will be set down for the Third Reading.
Meanwhile, the Secretary for Housing will move a proposed resolution under the Housing Ordinance to resolve that the Housing (Traffic Contraventions) (Fixed Penalty) (Amendment) Bylaw 2023, made by the Housing Authority on April 21, 2023, be approved. The proposed resolution is set out in Appendix 1.
On Members' motions, Professor William Wong will move a motion on improving innovation and technology education to strengthen the nurturing of local innovation and technology talents. The motion is set out in Appendix 2. Dr Johnny Ng, Mr Kenneth Leung and Dr Hoey Simon Lee will move amendments to Professor Wong's motion.
Mr Holden Chow will move a motion on strengthening child-minding services. The motion is set out in Appendix 3. Dr Lee, Mr Kwok Wai-keung and Mr Leung will move amendments to Mr Chow's motion.
During the meeting, the Chief Secretary for Administration will present "The Government Minute in response to the Report of the Public Accounts Committee No. 78A of April 2023" and address the Council. Mr Martin Liao, Mr Steven Ho and Mr Chan Chun-ying will present the "Independent Commission Against Corruption, Hong Kong Special Administrative Region of the People's Republic of China Annual Report 2022 and Reports of ICAC Advisory Committees', the "ICAC Complaints Committee Annual Report 2022" and the "Finance Committee Report on the examination of the Estimates of Expenditure 2023-2024" respectively, and address the Council.
Members will also ask the Government 22 questions on various policy areas, six of which require oral replies.
