The Government announced today (July 28) that the Chief Executive has appointed Mr Bernard Charnwut Chan as the Chairman of the Operations Review Committee (ORC) of the Independent Commission Against Corruption (ICAC), and also an ex-officio member of the Advisory Committee on Corruption (ACOC) in his capacity as the Chairman of the ORC. The appointments took effect from today until December 31, 2023.
Mr Chan is currently serving as a member of the West Kowloon Cultural District Authority, the Exchange Fund Advisory Committee and the Honours and Non-official Justices of the Peace Selection Committee.
The ORC oversees all ICAC investigations. It reviews corruption complaints received and investigations conducted by the ICAC to ensure that they are handled effectively and efficiently. It also examines circumstances where search warrants are authorised by the Commissioner, where persons have been put on bail for more than six months, and where investigations have been lasting more than a year or are requiring substantial resources.
The ACOC advises the Commissioner of the ICAC on any aspects of the problem of corruption in Hong Kong, and keeps the operational, staffing and administrative policies of the ICAC under review.
The Government expresses its gratitude to the former Chairman of the ORC, Mr Paul Lam Ting-kwok, who has taken the office of Secretary for Justice, for his valuable contributions to the work of the above committees.
