The first meeting of the Working Group on Review of Tso/Tong Administration chaired by the Secretary for Home Affairs, Mr Caspar Tsui, was held today (December 10).

At the meeting today, the Working Group reviewed the management of Tso/Tong under the New Territories Ordinance and exchanged views on the direction of strengthening the management of Tso/Tong.

Mr Tsui said, "Through the active participation of the Heung Yee Kuk New Territories, the prime task of the Working Group is to review the current management mode of Tso/Tong as well as make recommendations to improve the management of Tso/Tong and facilitate the disposal of Tso/Tong lands, on the premise that the Tso/Tong tradition should be respected and the legitimate interests of Tso/Tong members be protected, with a view to optimising the use of Tso/Tong lands in the New Territories. We had a fruitful and stimulating discussion today and I thank members of the Heung Yee Kuk for their valuable views. I hope Heung Yee Kuk will consult Tso/Tong and related persons and make suggestions on the review direction as well as build a consensus among the rural community."

The Working Group was set up pursuant to "The Chief Executive's 2021 Policy Address" that the Secretary for Home Affairs would set up a working group with the Heung Yee Kuk New Territories to conduct a review and work out specific amendment proposals within a year in collaboration with the Development Bureau and other relevant departments to pragmatically break the current impasse in developing Tso/Tong lands.
