Crowd management in Central during Halloween

     In anticipation of large number of people will go to Lan Kwai Fong, Central to celebrate Halloween, Police will conduct road closure and crowd management arrangements in the area from tomorrow (October 30) to November 1 to ensure public safety. Members of the public are advised to follow police instructions and observe order.

     According to past experience, some members of the public would wear costumes or pose as TV or movie characters during Halloween and bring all kinds of theatrical props with them. In this regard, Police urge members of the public not to carry any imitation firearm as props. According to the Firearms and Ammunition Ordinance (Cap. 238), any person who is in possession of an imitation firearm commits an offence and is liable on conviction to imprisonment for two years. Police also urge the public not to carry any sharp objects, offensive weapons or illicit items, so as to avoid breaching the related laws.

     To ensure public safety and order, Police will implement special traffic arrangements in Lan Kwai Fong, Central from October 30 to November 1. Illegally parked vehicles may be ticketed or towed away without prior warning. Measures including road closures and one-way flow will also be applied if necessary. Drivers and members of the public who are going to Lan Kwai Fong for entertainment are advised to follow police officers' instructions and to stay tuned to radio and television announcements.

     As the COVID-19 pandemic is still evolving, Police will work closely with other law enforcement departments to step up inspections in catering and entertainment premises of the area, and conduct necessary enforcement actions consistent with the established procedures under the Prevention and Control of Disease Regulation (Cap. 599F/G/I) as well as the actual situation, to remind the public and operators of the catering premises to comply with the requirements of the Regulation by verbal explanation, advice or warning. An appropriate mask should be used when going outdoors pursuant to the Regulation. Police call upon members of the public to abide by the anti-epidemic regulations and co-operate with the enforcement actions taken. One may be ticketed without prior warning if he or she deliberately violates the regulations or refuses to follow instructions of law enforcement officers. Police appeal to members of the public to continue to fight the epidemic and to be considerate. Police also remind members of the public to stay away from crowded places and maintain proper social distance.
