The Government announced today (December 16) the following senior appointments:
(a) Ms Winnie Ho Wing-yin, Deputy Director of Architectural Services, will take up the post of Director of Architectural Services on December 18, 2020, when Mrs Sylvia Lam Yu Ka-wai commences her pre-retirement leave; and
(b) Mr Ivan Chung Man-kit, Deputy Director of Planning, will take up the post of Director of Planning on January 4, 2021, when Mr Raymond Lee Kai-wing commences his pre-retirement leave.
Commenting on the appointments of Ms Ho and Mr Chung, the Secretary for the Civil Service, Mr Patrick Nip, said, "The two appointees have proven leadership and management skills, as well as profound professional knowledge and extensive operational experience. I am confident that they will be able to lead the respective departments to meet the challenges ahead and continue to deliver quality services to the community."
On the retirement of Mrs Lam, Mr Nip said, "Mrs Lam has served with professionalism and commitment in the civil service throughout the past 30 years. As Director of Architectural Services, Mrs Lam has successfully led the department in providing a comprehensive range of professional advice and services to the Government and quasi-government organisations for the design, planning, construction, maintenance and development of buildings and related facilities. Her remarkable contributions in the active adoption of innovation and technology for enhancing construction productivity and operational efficiency, like the use of modular integrated construction technology in the construction of a quarantine camp within a short time, was commendable. I sincerely wish her a fulfilling and happy retirement."
On the retirement of Mr Lee, Mr Nip said, "Mr Lee has served with diligence and commitment in the civil service throughout the past 35 years. As Director of Planning, Mr Lee has led the department to make significant contributions to increasing land supply for housing and other uses and mapping out the strategic planning of Hong Kong, with the formulation of sustainable strategies and plans for the use and development of land. Mr Lee has also played a key role in assisting the Town Planning Board in dealing with its heavy workload on statutory planning matters. I sincerely wish him a fulfilling and happy retirement."

Mrs Sylvia Lam Yu Ka-wai

Mrs Lam joined the Government as Architect in June 1990 and was promoted to Chief Architect in July 2010, to Government Architect in September 2013 and to Deputy Director of Architectural Services in September 2016 before being appointed as Director of Architectural Services in December 2017.
Mr Raymond Lee Kai-wing

Mr Lee joined the Government as Assistant Town Planner in May 1985 and was promoted to Chief Town Planner in March 2001, to Government Town Planner in May 2010 and to Principal Government Town Planner in June 2013 before taking up the position as Director of Planning in November 2016.

Ms Ho joined the Government as Architect in February 1992. She was promoted to Chief Architect in June 2009, to Government Architect in September 2012 and to Deputy Director of Architectural Services in July 2018.
Mr Ivan Chung Man-kit

Mr Chung joined the Government as Assistant Town Planner in November 1989 and was promoted to Chief Town Planner in August 2010, to Government Town Planner in June 2017 and to Principal Government Town Planner in May 2019. He is currently the Deputy Director of Planning/Territorial.
